MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, THURSDAY, OCTOBER 16, 1975 CALL TO ORDER The meeting was called to order by the vice- chairman, Mr. Leslie Trotter at 7:35 P.M. ROLL CALL PRESENT: VICE CHAIRMAN SECRETARY Mr. Leslie Trotter Dr. E. K. Hahn Mr. Jack Roseberry CITY STAFF: ADMIN. ASSISTANT CLERK Mr. R. L. Shade Mrs. Pauline Spain ABSENT: Mr. Jay Jones Mr. H. B. Helton CONSIDERATION OF MINUTES OF THE PREVIOUS MEETING Mr. Jack Roseberry moved, seconded by Dr. Hahn to approve the minutes of the May 15 meeting. Motion carried 3-0. NEW BUSINESS . t5A rr.:;...q Request of C. N. Marsh for a variance from 750 square feet living area per unit per building to 750 square feet living area per unit in over-all project; also 2~ parking spaces per unit to 2.092 parking spaces per unit. . Mr. D. Jackson, 7115 Barnett Road, Austin, Texas presented this request. The masonry walls, and entrance way makes it average 762 square feet rather than 721.08 as Mr. Shade's letter implied. Mr. Trotter asked Mr. Shade if stairway and breezeway would be counted as living area. Mr. Shade read the definition of living area from the zoning ordinance. Mr. Jackson showed on the plans a breezeway which can be used as a through way for occupants and he asked if that wouldn't be classified as living area. Mr. Roseberry asked why 721 square feet rather than 750? Mr. Jackson answered because of architectural design, hall space and breezeway. Since it is enclosed it is generally considered living area. We tried to keep as much green area as possible; therefore put stairs inside. I don't think you will find any competition around this area with as much green area as this one. I have never run into an ordinance with parking requirements as high as this one. We would have to put in 351 more spaces to meet Mr. Shade's desired 2.3 per unit. This would require 2 1/3 acres and we don't have ~ . that much land. Mr. Roseberry stated the position the commission gets into giving a variance against the zoning ordinance because someone else has it. Your only reason is for economics. Mr. Jackson stated not entirely. I feel we should have more green area. Mr. Marsh stated he has built 1250 apartments and the most parking requirement he has had was l~, in Bedford. Dr. Hahn stated many apartment occupants have trailers, motorcycles and pick up trucks that will require parking space. Mr. Jackson said he agreed with the board that parking is a problem and maybe the board would like to take more time to study this problem. After much discussion Mr. Jack Roseberry moved, se- conded by Dr. Hahn to defer decision for one week to give the commission more time to study this request. Mr. Ron Nery, with Bill Lindsey & Associates, Inc. asked to go on record as being in favor of this request. Mr. Trotter asked Mrs. Spain to gather information on present apartments and their parking for the commission members. OLD BUSINESS NONE ADJOURNMENT The meeting adjourned at 8:25 P.M.
