MINUTES OF THE MEETING OF THE BOARD OF ADJUSTMENT OF THE CITY OF NORTH RICHLAND HITLS, TEXAS HELD AT THE CITY HALL, 4101 MORGAN CmCLE, TUESDAY, JANUARY 15, 1974 The meeting was called to order by the Chairman, Mr. H.B. Helton at 7:35 P.M. PRESENT: CHAIRMAN VICE CHAJRMAN SECRETARY Mr. H.B. Helton Mr. Leslie Trotter Dr. E.K. Hahn Mr. J~ck Roseberry CITY STAFF PRESENT: PLANNmG & ZONING CITY CLERK Mr. Allen Bronstad Mrs. Pauline Spain ABSENT: Mr. Jay Jones Mr. Trotter moved, seconded by Mr. Roseberry to accept the minutes of the October 16, 1973 meeting as written. Motion carried 4-Q. Request of Mrs. Robert L. Moore f·or a variance from the City of North Richland Hills Zoning Ordinance No. 179 on Lot 9 Block Jl of Nor'East Addition. This request is for ~ beauty shop in her home. Mrs. Moore st~ted she has a small child and would like to work from her home so she could care :for her child. Her father, Mr. Leroy Huff wrote the Texas Cosmetology Commission in regards to this request. Letter from said commission is att~ched. Mrs. Moore brought pictures showing area around her property. She sopke to many of the neighbors concerning this request, with no objections. Mr. Helton asked how many operê:Ltors she intended to have. She stated only one. Parking, utilities and zoning were discussed. Dr. Hahn stated he felt the City Attorney should be consulted. Mr. Helton asked if any one in the audience wished to speak for or against. Mrs. Gladys Tucker of 7751 Nor'East Drive asked if it would affect her taxes. Otherwise Mrs. Tucker spoke in favor. . . . ~ After many questions and much discussion Dr. Hahn moved, secended by Mr. Trotter to deter action for ten days to consult with the 'City Attorney regarding zoning, parking and ~ccessibility of äl.l.ey to rear of property. Motion carried 4..(J. BA 74-2 Request of C.E. Pewitt for a variance from the City of North Richland Hills Zoning Ordinance No. 179 on Lot 6 Block 7 in Hillview Addition. This request is to build a twelve by twenty open sided carport in frornt of and attached to present single car garage. :M~. Pewitt called a contractor to install a carport. The contractor told him to apply for a permit from the city. The permit was denied. He was told to apply for a variance. }Ax. Pewitt stated his present garage is 41.7 feet from the curb. ~1r. Helton asked if anyone in the audience was either for or against this request. Mrs. E.R. Newsom of 4113 Flory had no objections. After discussion by the commission members Mr. Rose- berry moved, seconded by Mr. Trotter to grant this request with the stipulation that the carport is never to be enclosed. Motion carried 3-0 with Dr. Hahn abstaining. OLD BUSINESS Dr. Hahn asked if ¥.œ. McDonald of Precinct Line Road was illegally using his property. He has gas tanks and a number of trucks on his property. Mr. Bronstad stated he believed Mr. McDonald was sill under a court order. Dr. Hahn asked if the property owners at 6721 Marilyn lane had obtained a permit to build a carport. Mr. Bronstad said he would look into this. Mr. Helton asked the commission members if they would find it beneficial to receive the same letter as sent to property owners. This would give the commission members more time to view the property before the meeting. The City Clerk will mail each commission member a copy of letter regarding each reqµest. ADJOURNMENT Mr. Trotter moved, seconded by Mr. Roseberry to adjourn. Please read car~fully and keep for future use. e Your salon must also meet the following Rules and Regulations: A beauty salon shall not be operated in conjunction with any establishment selling food or drink and shall be separated by a solid ~mll and have a separate entrance if located in the same bui~ding. A beauty salon must be a bona fide establishment with a permanent and definite location completely and permanently separated by solid walls with no openings from rooms used 1vholly or in part for residential or sleeping purposes. Cosmetologists, manicurist, instructors and wig stylists must wear a professional type uniform of washable material. Dress type or pant suits for female, jacket and slacks for the male. On receipt of the enclosed application properly completed and the $25.00 fee, an Inspector will inspect your shop for approval and issuance of a license.
