PZ 72-32 CONTINENTAL HOUSmG CONSULTANTS DENIED MINUTES OF THE MEETING OF THE PLANNING AND ZONING COO1ISSION OF THE CITY OF NORTH RICHLAND HILlS, 4101 MORGAN CIRCLE, THURSDAY AUGUST 24, 1972 - 7:30 P.M. REGULAR MEETING The Regular meeting of the Planning and Zoning Commission was called to order by Chairman Dr. Charles Hager. PRESENT: Chairman: Secretary: Dr. Charles Hager Mrs. J.W. Shaunty Mr. Gene Welborn Mr. D.R. Stembridge CITY STAFF PRESENT: City Manager: City Clerk: M.E. Riddle Betty Terrell ABSENT: Vice Chairman Mr. Louis E. Rinn Mrs. Shaunty moved, seconded by Mr. Welborn, that the minutes be approved of the July 27, 1972 regular meeting. Motion carried 4-0. Request of Continental Housing Consultants to rezone 41.753 acres out of the W.D. Barnes Survey from its present classification of "IF-9 One Family Dwelling" to a proposed classification of ffIF-7 One Family Dwelling". MR. F. D. RUTLEDGE - FOR Mr. Rutledge came forward to represent Continental Housing Consultants in this zoning request. He stated this was the first phase on this property. They have worked with adjoin- ing developers, and hope to have a final plat soon. Mr. Rutledge stated he would stipulate a minimwn of 7,500 square foot lots, with 1,250 square foot minimum houses. Dr. Hager told him this would have to become a part of the ordinance if the request was approved. · MR. W.H. LONG - AGAINST Mr. Long came forward in opposition of this zoning request. He stated these homes along with the existing ones would make too many small homes in the area. Mr. Long said he would not be in opposition if the zoning request was for IF-12 One Family Dwelling. . . . MARY HAYES- ì1rs. Hayes came forward in question as to w~ all the roads would be coming off Autry Road. Mr. Rutledge stated that the roads had been designed by the Engineers, and the overall im- pact of developed area had been·discussed.with"the City planner. Mr. Riddle stated the City Engineer would design the traffic flow at the time of platting, and at this time this was only a zoning request. MR.. CECIL BREWER - AGAINST Vœ. Brewer came forward in opposition to the smaller type homes. He said the traffic congestion was much worse where smaller lots and homes were than if there were larger lots, and larger homes. Mr. Brewer stated he felt that with larger lots it would enhance the property owners to keep their yards and property in better condition. He asked that the request be changed to IF-9. After discussion by the members of the Commission, Mrs. Shaunty moved, seconded by Mr. Welborn to DENY this zoning request. Motion carried 4-0. II. PZ 72-33 CONTINENTAL HOUSING CONSULTANTS APPROVED Request of Continental Housing Consultants to rezone 5.008 acres out of the W.D. Barnes Survey from its present classification of "IF-9 One Family Dwelling" to a proposed classification of "Local- Retail". III. PZ 72-37 CENTENNIAL HOMES , INC . APPROVED MR.. F. D . RUTLEDGE - FOR Mr. Rutledge came forward to represent Continental Housing Consultants in this zoning request. He said they had been working with planners for a shopping center, and this would conform to the overall area plans. MR. W.H. LONG - AGAINST J1r. Long came forward in opposition of the zoning request. He stated they did not need any more Local-Retail or Commercial zoning in the area. After discussion by the members of the Commission, Mr. Stembridge moved, seconded by Mrs. Shaunty to APPROVE this request. Motion carried 4...(). Request of Centennial Hames, Inc. to rezone 58.41 acres out of the Tabitha Akers Survey from its present classification of · · · IV. PZ 72-38 CENTENNIAL H01vIES, me . APPROVED v. PS 72-19 LAIŒ VTh"W HILLS PRELThlINARY PLAT "Agriculture" to a proposed classification of "Planned Development". }.li. JOE CADDEL. :MR. BART BRADFORD. MR. BOB SHOEMAKER -FOR Mr. Joe Caddel with Carter-Burgess came forward to present the case to the Commission. Mr. Bart Bradford with Carter-Burgess, and Mr. Bob Shoemaker, Vice President of Centennial Homes, Inc., showed pictures and plans they proposed to construct if the request was approved. !VIr. Bradford said they proposed the same program for cluster homes in Haltom City. He stated the lots were 75 X 25 they were building on at the present time. They p1a,.~ to sell to individuals. They are at the present time work- ing with the adjoining land owners for access to Rufe Snow Drive. 1-1:r. Riddle advised them this would have to be done before going being presented to the City Council. Mr. Bradford said they would work with the engineers on all drainage study and roads in the area. Mr. Bob Shoemaker stated until 50% of the homes were occupied Centennial Homes, Inc. would maintain them. After that time they would be maintained by Homeowner Association. After reviewing all the plans and plats submitted, Mr. Welborn moved, seconded by ~1rs. Shaunty to APPROVE this request with the stipulation that the City Engineer and City Manager be pleased before this request being presented to the City Council. All members present voting affirmative. Request of Centennial Hames Inc. to rezone 42.31 acres out of the Tabitha Akers Survey from its present classification of "Agriculture" to a proposed classification of "IF-7 One Family Dwelling ff . }.li. BART BRADFORD - FOR Mr. Bradford came forward to present the case to the Commission. This case was discussed with PZ 72-37. This property joins the Planned Development request on the West. ~œ. Bradford stated the lot size would be 7,500 s~are feet, and the homes would have a minimum of 1,200 square feet. There will be some larger homes in the area for sale value and appearance. Mr. Welborn moved, seconded by :Mrs. Shaunty to APPROVE this re- quest with the stipulation of the lot and house size as stated. Motion carried 4-0. All members present voting affirmative. LAIŒ VTh"W HILLS - PRELDfINARY PLAT · · · VI. PS 72-20 p & S CONSTRUCTION RE-PLAT FINAL APPROVED VII. PS 72-21 MEADOW VIEW ESTATES PRELJMINARY PLAT APPROVED MR. BART BRADFORD - FOR ~œ. Bradford came forward to present the case to the Commission. This plat is of the sa-me property as the request in Case PZ 72-38. The letter of comment from the City Engineer was discussed by the members of the Commission. :Mr. Bradford stated they had been working with our engineers, and this would be corrected before submitting the final plat. 1-11-. Stembridge moved, seconded by Mr. \ielborn to APPROVE this preliminary plat subject to the letter of comments from the City Engineer. 1vlotion carried 4-0. All members voting affirmative. Request of P & S Construction for final re-plat of Block 18, Lots 9 thru 26, Block 19, Lots 1 thru 23, Block 20, Lots 3 thru 23, Block 21, Lots 1 thru 17, Block 22, lDts 1 thru 19 Richland Hills West Addition Section #3. ~ffi. JOHN PARISH - FOR Mr. Parish came forward to present the case to the Commission. He stated the purpose of the re-plat was to reclaim this section of land that had been idle since 1956. He said they had an option to buy this property if the re-plat was approved. Mr. Parish pointed out that some of the lots in Block 19 were long due to the lower section being in the flood area for the 100 year frequency level. 'He stated all houses would be above . the flood area. This plat was approved by the City Engineer with his letter of connnents. Mr. Parish stated they would comply with the request as stated in the letter for the City Engineer. He pointed out this would open up approximately 131 lots. l1r. Riddle stated to the Commission that this plat was much better than the old plat. Mrs. Shaunty moved, seconded by 14r. Stembridge to approve this as a preliminary and final plat with the stipulation of complying with the conunents made 'by the City Engineers. Motion carried 4..IJ. MEADO\i VIEW ESTATES - PRELThIINARY PLAT }ffi. O.D. LONG - FOR · · · ~ffi. O.D. LONG - FOR }fr. Long came forward to represent ~1r. Franks in this request. The letter of comment from the City Engineer was discussed by the members of the Commission. Mr. Long stated he had reviewed the letter, and would conform to the suggestions made by the engineer before submitting the final plat. Mr. Riddle asked 1/Ir. Long if he would have the street names changed before the final plat was submitted. He stated he would. After discussion by the members of the Commission, Mrs. Shaunty moved, seconded by ~1r. Welborn, to APPROVE this preliminary subject to revisions as outlined in the letter of comment. }fotion carried 4-0. All members voting affirmative. OLD BUSINESS ELECTION OF OFFICERS TO THE PLANNING AND ZONING COMMISSION Dr. Hager asked Mr. Riddle to act as Chairman in the election of Chairman, Secretary, and Vice Chairman. :lvfr. Welborn made a motion to nominate Dr. Hager as Chairman. Mrs. Shaunty nominated ~1r. Louis Rinn. Mr. Rinn was elected by a vote of 2-1 with Dr. Hager abstaining. Mr. Welborn made a motion to nominate Mr. Stembridge as Vice Chairman. Motion carried 3-0. All members voting affirmative. Dr. Hager nominated Mr. vlelborn as Secretary. Mr. Stembridge seconded the motion. Motion caITied 3-0. All voting affirmative. AD JOURNr·íENT lJIr. Welborn moved, seconded by 1vIrs. Shaunty to adjourn the meeting. 1-feeting adjourned 9:25 P.M.
