The regular meeting of the Planning and
Zoning Commission was called to order by

PS 70-9 Purvis and York- Dedication of Eldorado., Chairman,
l1r. Ratcliff asked Mr. Ballenger to come forward
and present the facts concerning this request as
previously asked for by the Commission. Mr. Ballenger
called the Commissions attention to the plat that had
been prepared and posted on the rear wall showing the
entire routing of Eldorado from Harwood Road North to
Newman Drive. This constituted the information previously
requested by the Commission. Motion of approval was made
by Dr. Hager, seconded by lJfrs. Shaunty. All members present
voting affirmative.
PZ 71;...1 Request of Hr. Harry James to rezone approximately 198
acres more or less from its present classification of
IF-9 One Family Dwelling to a proposed classification
of IF-7 One Family Dwelling. 1vír. James came forward to
present his case to the Commission. ¥œ. James stated
that some seven months ago ¥ir. Bob Hollin, representing
Hunt Properties had requested IF-9 zoning on this piece
of property. Present economic would not allow develop-
ment of this property under IF-9 classification. He was
requesting IF-7 classification so that immediate plans
for development could be started. Mr. James presented
a plat to the Commission in its rough form showing the
general proposed layout including lots, blocks, streets,

drainage, and park site. Dr. Hager asked if the park site
would be dedicated to the City. :Mr. James answered affirma-
tivly. After due deliberation motion of approval subject
to an acceptable plat being submitted to the City Council
covering the land in question was made by Vœ. Peters,
seconded by IvIrs. Shaunty. All members present voting
affirmative.

PZ 71-3 Request of }fr. Dawson H. Davis to rezone 42.87 acres more
or less out of the \'Im. D. Barnes Survey from its present
classification of Agriculture to Specific Use. - Mobile
I-Iome Park. 1~1r. Davis advised the Commission from the floor
that ¡vir. Mwi.n A. vlatts of North American Engineers, Inc.
was present to represent him in the case in question. 1..fr.
Watts came forward and reviewed for the Commission the
submitted plat. He pointed out that the proposed park would
be of five star rating. All underground utilities, curb
and guttered streets, off street parking for two vehicles,
all landscaped, and all provisions required by the City
provided for. ~.IIr. vlatts oriented the Commission as to the
exact location of the property and surrounding land use.
Dr. Hager questioned the heavy traffic from one road
emptying into Davis Blvd. 1w1r. Vfatts stated that two
entrancies could easi1Jr be provided. I'·'Ir. Peters pointed
out that the proposed land use plan for the City required
an East-vlest road through the property. J'lír. ~'¡atts stated
that he was unaware of this requirement but could provide
the right of way if required. liTr. ~i.H. Long, owning
property to the west, came forward and asked 1J1r. Watts
to specify the size trailers and elaborate on the restric-
tions proposed for the operation of this park, and made
it clear he was not against the park, he was seeking
information. 1·Ir. Watts stated that the minimum size home
that would be allowed would be J2 X 50 feet, not older
than three years and must be under-pinned. No rental units
would be provided, and rules and regulations for the
highest type maintenanœ and occupancy would be in effect.
rJIr. Raymond Payne who li ves North of the property in the
general vacinity carne forward and stated that he was not
in favor of the changing of zoning and felt it would de-
value his property and felt that this was not the best
use of the land. 1"lr. A.E. ~vooten came forward asking how
the project was to be financed, and. if r-1r. Davis intended
to continue living at his present home site. The Commission
ruled that these questions were not pertinent to the re-
quest at hand. Mr. Wooten stated at that time he was
against the change in zoning. Chairman Ratcliff asked J11-.
Ballenger if he had checked the plat for legality and
conformance to the code. 1·Ú'. Ballenger stated that the
legal description was correct and quoted the total footage
and averages proposed and further stated that to this
point the requirements of the City had been met. After
much discussion by members of the Càmrnission a motion of
approval was made by Dr. Hager, seconded by }fr. Rinn.

On a show of hands Dr. Hager and lvfr. Rinn voting
affirmative, ¥æ. Ratcliff, Mr. Peters, and Mrs.
Shaunty voting negative. Motion denied.

PS 70-11 Resubmission College Hills Addition- Dr. Ramey came
forward to present his case to the Commission. Dr.
Ramey pointed out that the plat had been revised from
the previous meeting and the closing of Jayme and the
lots objectional in the preceeding plat were not a part
of this request, and the area included in the request
concerned only the area and replatting made necessary
by the construction of HOliday Lane. Mr. Peters and Dr.
Hager questioned the lot sizes and information not in-
cluded on the submitted plat. Members discussed the
culdesac closing a portion of College Circle South and
general design and content of the subJpitted plat. After
much discussion motion was made by Dr. Hager, seconded
by lyfrs. Shaunty to approve the plat conditionally when
all corrections are indicated and recommend to the City
Council that if the developer chooses to leave the
culdesac that lots 5,6,7, and 8 be left as platted. ޜ.
Peters requested that the motion be amended to designate
the following conditions: (1) Plat does not show the
existing houses on Lots 3R, and 2R of Block 2OA, and
Block 17 as called for in Section 1-03, Article D,
Paragraph 7 of the Subdivision Ordinance. (2) lots in
Block 17 are not numbered or lettered, Section 1-03,
Article D, Paragraph 11. (3) Front building setback lines
on Lots 20R and Lots in Block 17 now shown, Section 1-03
Article D, Paragraph 12. (4) Lots 20R and Lots in Block
17 do not have the dimensions, Section 1-03, Article D,
Paragraph 8,_ (5) Lots 10 thru 17 do not have dimensions
at rear of lots, Section 1-03, Article D, Paragraph 8,
(6) Lots 18, 19, 20, Block 20A do not meet the minimwn
width at rear of Lots for IF-9 zoning, Article,r.i3, Section
3, Paragraph 5. (7) lots 5 thru 8, and 10 thru 12 do not
meet the mininn.un width at front of lots, Article 13,
Section 3, Paragraph 5. 1·Irs. Shaunty seconded the amend-
ment. On a show of hands of all members present voted
affirmative.

Mr. R.P. Vinall - Consideration of closing Frankie B and
Buck Street. lir. Ratcliff asked ~rr. Ballenger to state
the business at hand. f.'Jr. Eallenger cal1.ed the Com-
mission's attention to a letter in the files addressed
to the City l.'lanager requesting the vacation and closing
permanently of the unbuilt sections of Frankie B and
Bucl{ Streets. l·Ir. Ballenger stated he had been instructed
by the City }~ager to seek guidance as to the Commission's
feelings so that the Administrative Staff might further
advise lIr. Vinall whether or not to proceed with his
application.l:!r. Ballenger oriented the Commission and re-
lated those facts knm1n to him pertinent to this case.
11r. Vinall being in the audiance asked the Connnission if
he rnight speak. In the interest of justice and information
Dr. lIager rnade the motion to suspend the rules and allO\"1

Vinall to speak. 11otion was seconded by Þ1rs. Shaunty.
All members present voting affirmative. }vir. Vinall stated
that he owned some 2~ acres of land between the area that
Frankie B and Buck would extend into 14eadow Road. He up-
held the fact that no roads were built at the present, and
felt that the building of same would serve no purpose. l\11r.
Vinall pointed out the problems of drainage and requested
the City's claim to the R.O.W. in question be permanently
terminated. After much discussion by the members of the
Commission Dr. Hager made the motion to table the consid-
eration until the next regularly scheduled meeting to
allow the members time for on site inspection, and the
accumulation of additional facts by the staff. Motion
was seconded by 1-fr. Rinn. Dr. Hager, }vIr. Rinn, Mrs. Shaunty,
and IvIr. Peters voting affirmative, I-ir. Ratcliff voting
negative.
