The regular meeting of the Planning and
Zoning Commission was called to order by
Chairman, ~·lm. N. Ratcliff
l~otion of approval was made by J.·1rs. Shaunty, seconded by lvfr. Rinn.
}~. Peters pointed out that under PS 71-4 the minutes did not fully
stipulate his motion, and asked that tlle minutes be corrected to
read as follows; That the Engineers and Council advise the Zoning
COL~ission regarding policy on lots being smaller at the front or
rear as the case might be, and being located on a curved street or
culdesac. With this correction to the minutes pæ. Ratcliff asked
for a show of hands. l/Iotion 4-0 with Dr. Hager abstaining due to
his not being present at the previous meeting.

PS 71-5 Request of Richland Enterprise submitting Holiday North
Section 2, Final Plat. }/lr. Ratcliff asked IvTr. Ballenger
if this was a correct plat conforming to the approved
preliminary. }/tr. Ballenger stated that this was in fact
the area previously zoned 2F-9 and differed from the ap-
proved preliminary by virture of the lot sizes being in-
creased, and the nlli~ber of lots being reduced from ten
to nine. This being an advantage to the City, the staff
recommended this plat for favorable approval. r:œ. Calvin
Luper representing l:Tr. Sandlin and 1·1r. PAt11TIl came forward
to present the case to the COmITåssion. He stated that they
wished to increase the lot size to provide more area per
unit and allow for front entry rather than rear entry to
offset the possibility of invading the privacy of the ad-
jacent homes. 1'fr. Luper further stated that the proposed

.structures would be of the highest type and requested
this plat be finalized as submitted. No others appeared
in support of, or in opposition to the request. Dr. Hager
made the motion to approve the request, seconded by }æ.

Request of l-ír. B.R. Franks Final Plat of Lots Gl-G2,
Callo\-ray Acres. 1'·~r. Ballenger advised the Commission
that 1,·~. Franks had contacted his office this date
stating that he 't11aS ill and unable to attend this
meeting. l'lr. Ballenger pointed out that the final
plat subF~tted was identical to the previously approved
prel~~inary and suggested that the Commission might vlish
to consider this case. I·lotion to approve the application

Request of 1'~. James Luttrell to finalize Section 3 of
Emerald Hills Addition. 1·fr. llatcliff asked l\lr. Ballenger
for his comments regarding this application. líolr. Ballinger
stated that he had been in contact våth both the City
Engineers and l·fr. Lut trell 's engineers regarding this
tract, and suggested that if approval "',as granted it s110uld
be contingent upon appropriate contracts being entered into
between the Council and lIr. Luttrell regarding the bridge
structure required on Belfast, and subject to the corrective
curve data on curve nlli~ber two and three as indicated de-
sirable in tl1e engineer's letter. I·1r. llittrellf s engineer
indicated this would be no problffifi, and would be accomplish-
ed prior to this plat reaching the Council. l·ír. I.luttrell
carne fon-rard stating that he '~lisl1ed to finalize this
section to provide additional lots to be developed. He
further stated that he ,,¡as relying on his engineers to
accomplish t11e requirements of the Cit~! aJld stated he ~.tB.d
nothing more to offer regarding this case. There being
no one present to appear in support of or opposition to
this request Dr. Hager-made the motion to approve this
plat as final contingent upon a satisfactory contract
between t11e developer and the Cit~r Council for the con-
struction of t11e required bridge structure and the satis-
faction of the City Engineers regarding curve two and
tl1ree on the submitted pla.l1S. i--x. Rinn seconded the motion.

Dr. Hager pointed out to the Commission that there were
numerous service station buildings vacant in the City,
and in close proximity to these buildings n~ facilities
are being built. It was his thinking that the Conmdssion
s110uld be aware of this and consider these facts when
considering future zoning. The Commission discussed
this at length and all members assured Dr. Hager that
consideration of tIle facts presented woulà be kept in
mind.
