Zoning Commission was called to order by

PS 70-1 Review of Final Plat of Oakvale Addition (Norman Kilgore)
~~. Kilgore came forward to present his case to the mem-
bers. Chairman, Ray Porter read the letter from the City
Engineers of their approval. Væ. Kilgore stated the soil
test had been made and the letter had been received.
After careful review of the plat by the members of the
Commission motion of approval was made by l1r. Sprott,
seconded by }:1r. ~ialker. 11otion carried unanimously.
PS 70-2 Review of Final Plat of Diamond Loch (Formally Sabine
Valley Country Club Estates) l\'fr. Ben Surgot came for-
ward. Drainage was discussed. Drainage and lot size have
been approved by the City Engineers, and ~Ir. Ballenger.
Letter of approval from the City Engineers was read by
Chairman, Ray Porter. Final construction plans to be
approved by the City Engineers. After careful review of
the plat motion of approval was made by IJIr. Walker,
seconded b:}r 1fœ. Crawford. Ì·lotion carried unanimously.
PZ 69-41 Request of IJœ. Clint Smith to rezone 15.739 acres from
its present classification of "IF-9 One Family Dwelling"
to a proposed classification of "Planned Development".
1-Jr. Delbert H. ~'1ontgomery came forward to represent Iv1r.
Smith in his zoning request. 1'·1r. l!Iontgomery presented a
plat to the Commission showing the proposed layout, and
the arrangement and number of buildings that would be
placed on this property. He further stipulated that the
density would be some 19.4 units per acre. The proposed
project would front on r·laplewood. A screening wall would

mission a prepared statement i~ opposition. A copy of this
statement beinc made a pa.rt of the perr.1anent file on this
case. T-1r. John Gille:/ of 5116 Cloyce Court appeared in
opposition. Mr. Kenneth Chestnut, Attorney also represent-
ing Mrs. Cooper, spoke in opposition giving as reasons the
accessibility, density, traffic, and over crowding of
schools. TiTr. lIerbert Jikins of 5125 Cloyce C011rt spoke
briefly in opposition, as did I,!r. B.H. 13ird of 5113 CJ.oyce
C01J~rt J and r,Tr. DUG F8rg1.1S0n of 5101 Cloyce Court statinc
as their reasons primarily the increased traffic. As a
part of the permanent file, there are letters recommend-
ing approval covering 100 per cent of the area in front
of this property to the South. No recorded opposition
and petitions representinG 100 per cent of the area with-
in 200 feet to the ~est, and a petition filed by Mr. Young
representing all of the area within 200 feet to the North,

l~Ir. FrankCampbell came forward to represent ~jrr. Richard
W. Russell, Trustee and present the cases to the members
of the Commission. l''Ír. Russell requested permission to
present all five cases at one time. The Commission on a
show of hands agreed to hear all five cases at once, and
tw{e individual action on each case. Mr. Campbell stated
that they wished to use the "2F-9rt as abuffer zone. He
pointed out that the area covered under PZ 70-4 was pro-
posed to be used for an office and professional building.
The remaining property he asked for "Local-Retail" Zoning.
The area covered by PZ 70-1 he stated was under option for
Child Care Center. No plan was presented for this or the
balance of the property. 11r. Porter asked those to come
forward who opposed the proposed zoning. }/Tr. })i vlilburn

Presbyterian Church voiced their opposition. The follow-
ing citizens within 200 feet came forward and voiced a

Clinger 6701 Victoria, 14r. Paul Pauska 6340 Tosca, !1r.
Chester l'Jheeless 6325 Tosca Drive, l1r. Billy G. Ernst
6612 Tabor, lJr. T .D. Armstrong 6601 Tabor, and }lr. IJe\'lis
Renn 6617 Briley who also presented a petition in protest.
All of the above stating as reasons the de-evaluation of
their property, the incressed traffic, and the fact they
had bought in "IF-12 One Family DW'elling" area and wished
the present zoning to remain. After careful consideration
by the Commission, l..Ir. Porter asl{ed for a motion on each
individual case. The results being as follo~:

PZ 70-6 Request of }~œ. James T. Wood Sr. to rezone 6.5281 acres
from its present classification of "Agriculture" to a
proposed classification of "Planned Development". }ír.
Robert Mussina \iÍth K&K Industries came forward and in-
formed the Corrnnission that l'J1r. Creorge Kolb who was to
present the case and furnish the plat showing the intent
of the use had been unavoidably detained, and was unable
to appear at this meeting. Upon suggestion of }jr. Porter
the Commission voted unanimously to Table this case until
the next regular scheduled meeting.
