The regular meeting of the Planning and Zoning Commission was called to order by Chairman, Ray Porter PRESENT Chairman Vice Chairman Secretary Ray Porter Clarence Pyron John Sprott Jr. John Crawford .ABSENT : Jarnes i'valker Staff Present: C.R. Ballenger, Director of Public Works, Betty Terrell, City Clerk PZ 70-6 Request of 11r. Ja..~es T. t~lood Sr. to rezone 6.5281 acres out of the S. Richardson Survey from its present classi- fication of "l\.griculture" to a proposed classification of nPlanned Development". This zoning request was tabled at the meeting of January 22, 1970. l·~. George Kolb came for- ward to represent }!Ir. ~iood in his zoning request. J~Ir. Kolb stated that he owned one half of the company and fæ. Williams owned the remaining one half. }~. Kolb stated that this location was to be their Company headquarters and use of the property would be the fabrication of pipe and steel and the storage of equipment not in use on their jobs. ~æ. ICoIb proposed to build a 50 ~{ 100 I·1esco type building at this tirne, and install a road into this property. l-'1r. Porter at this point explained to the applicant the differ- ence between Planned Development and Specicic Use. ~~. Kolb then requested his application be ammended, and his request changed from Planned Development to Specific Use. This property would remain in an Agriculture classification with a Specific Use perrait. lIotion of approval was made by lIr. Sprott, seconded by lir. Crawford. l:lotin carried unani- mously. PZ 70-7 Request of ræ. John W. Barfield to rezone 22.8334 acres more or less out of the John Barlough Survey from its present classification of "Agriculture" to a proposed classification of "Planned Development". l'Jr. Barfield came forward to present his case to the members of the Commission. lCr. 13a.'rt.ield f s request was for IF-7 lots and 1,100 square foot house. He stated that this would allow him to sell at a total cost less than $20,000.00. He stated that 75~;~ of the prospective :homeowners are unable to quali- fy for hOlnes in excess of ¿?20,OOO.OO. He stated he would build under FHA and V A #203 Building program. . He further stated that the minimuml lot size would be 65 foot front b"v llO feet dept}1. l:Irs. Hazel Fetner 1rho OW11es 15 acres North Q:t the proposed project appeared in oppo- sition stating in her opinion this type home would de- crease her land value. lIre Joe Barnett carne forward and stated l1is opposition to the project. lire Charles I-langham cwne forward to inform the Commission that plans were under way to i~prove the East West runway and a traffic pattern "Tould be irnmediately over this property. He assured the Comrrission he is not against the proposed zoning, but was appearing to inform I-IT. Barfield and the Commission of the Airport's intentions. The COlnmission duly noted that the master plan called for a Pr~nary Thoroughfare thru this propertJr. The exact location of said Thoroughfare not be- ing sho~m or verified. The COffirnission on a motion by l,fr. Sprott, seconded by I'Ir. Crawford voted unanimously to table action on this case pending further information from the Engineers, and so directed tl1e Director of Public 1~lorks to obtain this information. . PZ 70-8 Iìequest of r:;r. Jolm 1nl. Barfield to rezone 36.0753 acres nlore or less out of the c.John Barlough Survey from its present classification of HAgricultu.re" to a proposed classification of "Snecific Use". l-'œ. Barfield came for- ward to present his case to the members of the Commission for a I~obil Horne Parle. lvÍr. Barfield stated that the normal payout period for a l·:Iobil Home Park '-Tas ten years. ~~¡ith the changing tL~es he felt by the end of this period should the need be non existant this land could be used otherwise. This property is bounded on the East by Industrialzo~ on the North and 1rlest by his IF-7, and on the extrelne '~1est by Industrial. lIr. Barfield sited the dire need for this type facility at the present tL~e. The proposed density would be approximately 8 spaces per acre for a total of 339 spaces on 36 acres. I,Ir. Joe Barnett carne forward registering disapproval to the proposed zoning. T··ir. Sa.m SherJnan property o'tmer in Sunny 1<i.eadow ltddition came for- ward to oppose the zoning. l-1rs Paul Shelby, and IJrs Holloway also of the Sunny l¡~eadow Addition voiced a pro- test. Pitchford to sub- divide a tract of land out of the Clearview Addition into three lots. This being a revision of Tract A, Block 23, Clearview Addition an addition to the City of North Rich- land IIills, Tarrant Count~l, Texas, being Lots l-R, 2-R, and 3-R, Block 23. lIotion of approval was made by lir.
