The regular meeting of the Planning and Zoning Commission was called to order by Chairman, Ray Porter PRESENT: Chairman Vice Chairman Secretary Ray Porter Clarence Pyron John Sprott, Jr. 1·1otion of approval was made by 1Ýlr. Ballenger, Director of Public Works, Betty Terrell, City Clerk PZ 69-32 Request of Hunt Properties to rezone 2.13 acres out of the tfm. Mann Survey from ita present classification of "Agriculture" to a proposed classification of "Local-Retail" PZ 69-33 Request of Hunt Properties to rezone 41 acres out of the \Vin. 1·1ann Survey from its present classification of rtAgriculturefl to a proposed classification of UMultiple Family Dwelling". PZ 69-34 Request of Hunt Properties to rezone 27.36 acres out of the t1m. Mann Survey from its present classification of "Agriculture" to a proposed classification of "2F-9 Two Family Dwelling n . PZ 69-35 Request of Hunt Properties to rezone 16.9 acres out of the ~vm. IvIann Survey from its present classification of "Agriculture" to a proposed classification of "local-Retail". PZ 69-36 Request of Hunt Properties to rezone 198 acres out of the tV'm. ~1ann Survey from its present classification of "Agriculture" to a proposed classification of "IF-9 One Family Dwelling". 1\1r. Robert 'VtT. Hollin carne forward to present . . . ~ these cases to the members of the Commission. l"lr. Hollin asked Chairman Porter if he could present all five cases at the same time and then have a seperate vote on each case after the presentation. On an unanimous/vote the Commission agreed to hear all cases at one time. lJIr. Hc,llin presented the entire requested zoning according to the plats submitted. After due consideration and review there being a quorum the Commission voted to recommend to the Council approval of all five zoning request as follows: PZ 69-32 1-1otion was made by 11r. Pyron, seconded by }1r. Sprott. 1·1otion carried unanimously. PZ 69-33 1-1otion was made by ~fr. Sprott, seconded by l>Ir. Pyron. Motion carried unanimously. PZ 69-34 Motion was made by ~ir. Pyron, seconded by 11r. Sprott. }1otion carried unanÎAìlously. PZ 69-35 1v1otion was made by Mr. Sprott, seconded by 1·1r. Pyron. 1'-lotion carried unanimously. PZ 69-36 11otion was made by }.1r. Pyron, seconded by ~·Ir. Sprott. 1-fotion carried unanimously. PZ 69-37 Request of 1·fr. Frank Shellburg and Mary Louise Hazelwood to rezone 12.576 acres out of the O. Rumfield Survey from its present classification of "Agriculture" to a proposed classification of "lvIultiple Family Dwelling". 1'IJX. Shellburg came forward to present his case to the members of the Commission. He stated that he wanted to amend the time of construction from 90 days as shown on his application to the time it would be in demand. He stated his request was the best land use, and would increase the land value. The membersreviewed the plat. }~. Pyron stated i t was in an isolated area, and at this time there was no sewer, water, or permanent streets to serve the area. Chairman, ¥~. Ray Porter asked if he had any plans at the present time, and 1\f1r. Shellburg stated no. Ivfr. Shellburg stated the surrounding property owners would dedicate the land to open the necessary streets. ~~. Porter asked if the adjacent property owners intended to develop their property. l\fr. Shellburg stated he was not sure, but l"fr. Kirk would rather de- velop than sell. After careful consideration motion of denial was made by þ~. Pyron, seconded by l:.Ir. Sprott. Motion carried unanimously. PS 69-9 Preliminary Plat Sabine Valley Country Club Estate. !v'Ir. Szurgot came forward to discuss the plat with the members of the Commission. Mr. Ray;' Porter, Chairman read for the records letter accepted November ,20, 1969 from Diamond Oaks Inc. in reference to drainage of Country Club Estates. This letter is to advise that we have been ap- praised of the drainage study dated October 27, 1969, by Semco, Inc., for Country Club Estates ~ . øf North Richland Hills and are not opposed to the study. The Country Club Estates Addition adjoins our property (Diamond Oaks Golf and Country Club) on our eastern boundry. Mr. Porter also read the letter from Mr. 1m. R. Ratliff, City Engineer. Members of the Commission reviewed that part of the plat pretaining to Blocks 1 thru 4, and I(,L,lwI, and N drainage districts. On a mo- tion by }'fr. Sprott, seconded by 11r. Pyron the plat was recommended for approval subject to the second requirment of the City Engineer that ne- goyiationa concerning the paved gwal to under- gone, and that a workable solution acceptable to the City be found. This motion further stipulated the review covered only that portion of the plat South of Pipe Line being namely Blocks 1 thru 4 and drainage districts J(,L,lvl, and N. There being a quorum all menbers of the Commission present voted affirmative. ADJOURNIillNT: I"lotion to adjourn was made by }fr. Sprott, seconded by l1r. Pyron. Motion carried unanimously.
