H.B. Helton at 7:40 P.li. PRESENT : Chairman Secretary Vice C:hairman :f\1r. H.B. Helton Dr. E. K. Hahn Leslie A. Trotter Charles Palachek Jr. Jay Jones ABSENT: None Administrative Staff C.R. Ballenger, Director of Public Works, Betty Terrell, City Clerk Motion of approval of the minutes of the previous meeting was made by ÌvÚ'. Trotter, seconded by 1vír. Jay Jones. IJlotion carried unanimously. All voting affirmative. PZ 71-29 · Request of Mrs. A.J. Swank for a variance from the City of North Richland Hills Zoning Ordinance No. 179 on the South 100 feet of Lot 9, Block 2, Jack M. Estes Subdivision. The request is to operate a poodle grooming shop out of a residential structure located on property zoned Commercial. Mrs. Swank came forward to present her ease to the members. She stated that in her application she had asked for a variance on her property to operate a poodle grooming shop, but at this time the tenant for the business had found another place. The meeting scheduled for December had to be posponed until this date due to not having a quo~~. ~œs. Swank told the members that at the present time she did not have any idea what type of business the tenant would want, but wanted to know what she would have to do to bring her property up to the minimum standards of the City for commercial operations. }~. Palachek asked }~. Ballenger what would have to be done to meet these requirements. 1j~. Ballenger stated that on any commercial business the wiring of the building vlOuld have to be in conduit, the parking requirements would have to be met, this being of asphalt paving, and the brick reguirement would have to come up to the City's build~g code. ~ . :r.irs. Swank stated that her lot was 100 feet deep, and the structure on this property was approximately 30 X 30 having about 884 square feet. The members pointed out to lirs. Swank to consider the cost factor of bring- ing this structure up to meet all codes. After much discussion and deliberation of the members, motion to table this request was made by l1r. Jay Jones with the stipulation to allow Þir. Ballenger to make the decision of what would be required regarding the upgrading to meet the codes, depending on what type of business that might be allowed at this location. At such time this was determined, the members would call a special meeting to determine the length of time granted the variance, and provisions of the lease, and the stand- ards that would have to be met to allow such an opera- tion of business at this location. ~ir. Trotter seconded the motion. I-lotion carried 5-0. All members voting affirmative. OLD BUSINESS: Chairman, }ir. H.B. Helton, read the citizen request of l'ir. Omega Lovett of 4808 Blaney, to allow the construct- ion of a fence in his front yard on City right-of-way easement being made of iron post to be erected approx- imately 3 feet in the ground, and about 3 feet above the ground, looped by chain in between, not to be closed in. This request was made due to the curve on Blaney where ~ir. Lovett resides, and the speed of autos not being able to make the curve have done considerable damage to his property in the past and would like to erect this fence to protect his yard and house. Motion of approval was made by Hr. Trotter with the stipulation that a telephone check be made to neighbors of }ir. Lovett to see if they objected or felt they would like to do the same, and this could be done in a uniform marmer. lvir. Palachek seconded the motion. Notion carried 5-0.
