'I Till-1S ON AGENDA FOR REGULAR PLANNING AND ZONING 1vŒETING PZ 69-1 Request of ~~. Norman Kilgore to rezone 16 acres out of the Alexander Hood Survey from its present classification of "Agriculture" to a proposed class- ification of IF-9 One Family Dwelling. Chairman Ray Porter read the request for the zoning change for the property only. l'fr. Porter asked 1·1r. Kilgore to come forward. Iv1r. IG.lgore was not present at the time, I'Ir. D. Cordova came forward stating that Ivfr. Kilgore would be late attending the meeting. 1fuen }Ú'. Kilgore arrived he came forward to present his case to the members, stating his desire to build trOne Family Dwellingstr on the above property. 11r. Sprott made a, motion for approval of the zoning change with the stipulation that IF-9 zoning required 9,000 Square Feet of lot area, these lots would not have less than 10,200 Square Feet . ~fr . I\ilgore agreed to this, and stated that he would resubmitt a new preliminary plat of the sub division. }~. Crawford seconded the motion. 11otion carried unanimously. - PZ 69-2 Request of ~~. E.F. Crites Jr. to rezone 9 acres out of the J .I-i. Van Dusen Survey from its present classi- fication of "One F-J2 One Family Dwelling" to a pro- posed classification of "Planned Development". Application by :Mr. R.C. Haltom, owner, was read by Chairman, 1vTr. Ray Porter. Plans were read by 1'-ir. Porter signed by ¥~. E.F. Crites Jr., who has option to purchase this property from :rvr~. Haltom. :Mr. Robert M. Rando¡ph represented the case. ~~. Haltom ownes 70 acres of property from Rufe Snow Drive to Diamond Oaks Addition. Only 9 acres to be rezoned at this time which is in an L shape. It is bounded by Rufe Snow on the East, St. Paul Presbyterian Church on the South and East and Texas Electric right-of-way on the South . West, and praJ.rJ.e on the North and East. This would ~ consist of l52 Units with 2 cars per Unit off street parking spaces, playground space, and set backs of buildings more than required by the Zoning Ordinance. Mr. Jess Epps Jr., Architect, came forward stating actual construction would begin 9 or 10 months after zoning approval. Mr. Crites has an option to purchase the remaining 60 acres for one family residence, this will be platted and sub-division requested at that time. No zoning request for this area at this time. American National Mortage Company will handle the financeing, and 1{r. Crites is President and will operate the Apartments. Single family..',dwellings will be West and East of the Apartments. There will be approximately 130 feet between existing single family dwelling and Apartments.bui1dings. There will be approximately 212 lots in the sub-division with the homes priced in the $18,000.00 to $24,000.00 range. The main road leading off Rufe Snow Drive shown as private on the plans, will have to be dedicated to the City, and meet standard street plans by the developer. Mr. Louis E. Rinn of 6617 Briley came for- ward in protest of any zoning change. Mr. Porter asked what date the petition of property owners was received. It was received Monday, January 20, 1969. Mr. James R. Ragsdale came forward representing the St. Paul Presbyterian Church, having no objection to the zon-, ing change. Mr. James D. Seaver of 6625 Briley came forward in protest of re-zoning and stated there would not be enough recreational facilities for the Apart- ments. Mr. Crites stated he would provide these fa- cilities on his own property. Mr. N.W. Clinger of 6701 Victoria came forward in protest of re-zoning and wished to continue one family dwelling residence in this area. }~. G.W. Stowe of 6621 Briley came for- ward opposing the re-zoning. Members of the Commission reviewed the plans, and Mr. Porter asked what size baths were to be installed in the various size Apart- ments. It was stated that l~ and 2 on 2 bed rooms, 2 baths on 3 bed rooms, and single baths on 1 bed rooms. Members of the board asked if the two car per unit was all off street parking. The reply was it would be off street parking. Mr. Howard Nix of 6613 Briley came forward questioning over crowded students in schools at the present time, and was opposed to re- zoning. 11r. Randolph came forward stating that studies showed .13 or .18 per unit, or less than one child per one family house. He stated the school tax would more than pay for the addition of school children. lvfr. James C. Barnhill of 6633 Briley came forward opposing re-zoning. He stated the Apartments would not have as much play grounds as homes, and also would create too much traffic. Mr. Tonuny Gilbert of 6609 Briley recently purchased a new home and was opposed to re-zoning other than one family dwelling. 1v1r. Crites assured the Commission that adequate play ground area would be provided by the development on their land at their expense. Motion was made by IvIr. vlalker, seconded by }1r. Sprott for approval of the zoning request as submitted. 11otion carried unanimously . . ADJOURNMENT: lfotion was made by }vIr. Pyron, seconded by Mr. Crawford. . . .
