The regular meeting of the Planning
and Zoning Commission was called to
order by Vice Chairman, Clarence Pyron

~~. Pyron directed the members of consideration of
minutes of the previous meeting. 11otion of approval
was made by Ifr. Sprott, seconded by 1,'Lr. Crawford.
I-íotion carried unanimously. After the approval of the
minutes 1·1r. Ray Porter arrived and presided as Chairman
for the balance of this commission meeting.
PZ 69-13 Request of fIr. E. P . Haltom to rezone 34-64/100
acres out of the J .1\1. Vandusen Survey from its
present classification of tJ IF-12 One Farnily
Dwelling" to a proposed classification of "local-
Retail. A power of attorney appointing 11r. B.F.
Bedford to represent I·Jr. Haltom was furnished
this cOlDJP.ission. l-Ir. Bedford came forward to
present his case to the commission. }~. Bedford
stipulated that on June 2, 1969 a letter had
been forwarded to I'J1r. S. K. Shutt requesting that
the Cit:y of North Richland I-lills furnish both
sewer and water for the entire proposed develop-
ment. l;fr. Bedford further stipulated that the
entire development over a projected five year
period would approximate $50,000,000.00. It was
further pointed out that the Blessing property
was not in question. T-1!'. Richard Russell and l'fr.
Frank Campbell were introduced to the commission
as the proposed developers of the present¡Y zoned
12.85 acres and the 34.84 acres asked for in this
zoning case less 500 feet by 1,139 feet proposed
to be used for lIid Cities Child Care Center. 1.Jr.
Campbell came fOr\~d stating the tract was still
under surv"ey, and in the hands of a land planner
to determine its ultimate use. I·~. Bedford then

'proposed plans and board of directors for the
child care center. This project as pointed out
would serve the handicap child and eventually
would employee some 400 people. The center
would be non profit, and the cost would be shar-
ed by the State and Federal Goverment. The build-
ings proposed would be a credit to the City.
IIotion of' approval was made by !.j.r. Sprott,
seconded by 1·:Ir. Crawford. 11otion carried
unanimously.
P Z 69-14 Request of' Vr. E.P. Haltom to rezone 16-04/100
acres out of the R.P. Barton Survey from its
present classification of "Agriculture" to a
proposed classification of "2F-9 Two Family
welling". J,':r. B.F. Bedford came fonlard to
present his case to the co~ædssion. This is
to be developed b:)T lIr. 11illiams and lŒr.
Sheridan ~dth Sabine Valley and financing by
Yeager and Company. The construction vdll be
of high class Duplex of brick. 1,000 square
feet to 1,500 square feet will be the average
for each side, as per Planners, and 1rill be
top quality. Pictures of the proposed Duplex
were s110tm to the co:mmission. They would be
for rent, lease, or for sale. They would rent
for $200.00 to $300.00 't'lith rrd.nirnum of' 1,000
square feet per side. It was poj~ted out that
t11is wou~d provide Ii ,ring quarters of a type
not available at the present in this area.

Zoning at this tilne.
PZ 69-15 R~quest of' Hr. E.P. Haltom. to rezone 0-908/1000
acre out of the 1Jm. Trimble Survey from its
present classification of UAgriculture" to a
proposed classification of H}Jeighborhood _
Retail". IIr. B.F. Bedford came fort-lard to pre-
sent his case to tl1e commission. l:r. Porter
stated that Ikighborhood-Retail is higher than
Local-Retail m~{ing it more restrictive. This
would consist of neighborhood grocery, or shops
to serve tl1is area. l:otion of approval1rfaS made
b:y IT. Sprott, seconded by lIr. Pyron. 11otion
carried unanimously.
PS 69-5 . Richland Enterprises, Inc. preliminary plat of
I-Iolida~y lJorth ,·ras submitted to the comrnission
for revie't'lT. l·;r. j\lan I-Iamm was not able to attend
at tIle tirne of the reviet·¡ of the plat. After
furt11er stu<ÎJv1" motion of approval was made by lIr.
Sprott, seconded b:)T LIr. Pyron. 11otion carried
unanimousl:y.
