fir. Porter directed the members of consideration of
minutes of the previous meeting. l(otion of approval
was made bJT l'~r. Pyron, seconded by }<1r. Sprott. 1-1otion

Request of Richland Enterprises, Inc. to rezone
10. 77 acres out of the 1"/. ~'/. 1rlallace Survey from
its present classification of "IF-9 One Family
Dw-elling" to a proposed classification of ffl-1ultiple
Family Dwelling". 1~. PJrron showed the location of
of the propert:;.r requesting to be rezoned to the
members of t11e audiance. I-lr. Alan I{aITn11 came forward
to present l1is case to the members of the co:m111ission.
I·:r. Harrurt stated that extensive land planning had
been done, and Carter and Burgess had done much work
on tIle plans. lIre Harnm discussed the area proposed
to Chairman, I'Ir. H.a~y Porter and the ma'TIbers. I'Ir.

't1'ard in protest of the zoning. ITr. Porter pointed
out that the best use to the Ovlner is a state law
and must be heard by the ovmer. l'~r. Yœause stated
that this would drop the value of the property owners,
and people livinß in the apartments do not pay their
share of t~'Ces, and there vlas no water pressure at
trlis tinle. l.'Ir. tJ. 13. Sandlin came forward stating that
a water system is planned to the northern part of thi
area. He ax~plained to the audiance that persons livin
in apartments pay tl1eir rent, and the property Ol,mers
pay the taxes. In a recent survey it was shovm that
approxL~ately 5~:; ,·ras paid by apartm.ent o'tmers and
2.5% bJT home ovmers. A si~lar development being
constructed in Hurst is estirnated at approxi1nate~T
$36,000.00 per unit and will rent for $250.00 per
