MINUTES OF THE PLANNING & ZONING COMMISSION

III. CONSIDERATION OF }íINUTES:
11otion was made by ¥.ar. Crawford for approval of the minutes
ot the previous meeting. Mr. Pyron seconded the motion.
~/Iotion carried unanimously.
IV . ZONING CASES:
-
1. PZ 68-1 };Ir. Pyron read the agenda to the Planning and
Zoning members. PZ 68-1 was the request of Mr.
Don Forman to re--zone lots 1 and 2 Block SA
Richland Heights Addition from the present class-
ification of ''IF-9 Residential II to a proposed
classification of nConunercia.¡rr. !vIr. Forman stated
his reason wanting to re-zone to the commission
for the purpose of building a plumbing and elect-
rical shop, and combining IDts 1 and 2 into one
Lot. He stated there would be no manufacturing,
as it would be used for a warehouse shop.Mr.
1Alillingham of 4208 Booth Callaway Road presented
a petition of home owners in the area involved
signed by Mr. ~v.R. ~villingham, Mr. U.A. lling, }f.tr.
B.B. Burk, and :f.fr. C.R. Holt in protest of Comm-
ercial Zoning in a residential district. Mr. Sprott
asked what the present Zoning South of the property,
was, and }·fr. Shutt advised it was "IDeal-Retail".
111-. Pyron advised Mr. Forman his case would go be-
fore the City Council for their recommendation.
l·fr. Holt asked the Zoning West of Booth Calloway
Road, and he was informed it was "Local-Retail".
:f.1r. Holt stated he did not want Connnercial in a
small block, and not in a residential area. Mr.
Pyron suggested to him that apartments, or duplex
would not break up residential addition. 11otion
was made by Þ1r. Sprott to deny the Zoning change,
and seconded by l"fr. Craw.ford. }!otion carried
unanimously .
2. PZ 68-2 Request of ~fr. F. C. Reconnu to re-zone 9.1 acres
from the present classification of "Agricultureu
to a proposed classification of f1IndustrialtJ. }¥!r.
Reconnu stated his caes to the Planning and Zon-
ing Commission as being present at previous meet-
ings concerning the IvIaster Plan, and Zoning. He
stated he felt that his area would go Industrial
in the near future. ~fr. Reconnu introduced Mr. Bill

Polster and Associate to represent the purpose for
re-zoning. liIr. Polster is associated with Pkg and
Facility Inc. He is to purchase seven of the nine
acres for the purpose ot building for packing
facilities and developing park with from 15,000
to 20,000 square feet of parking area. The company
will buy" sell, and trade as;~Corrugated Box Company
to be known as P.F.C Facilities Corporation, with
the concern as an Industrial Park. l1r. Shutt suggested
Industrial is proper for the City and meeting of the
Master Plan, and most important is the certain type
of Industry. lvIr. Polster stated that there would be
no more noise than a normal machine shop. He stated
there would be a slab on the back of the building
for machinery cleaning, and that is all that would
be outside of the building. 112-. Shutt asked for
plans or plat as to what will be in the park, and
in future development. 1"1r. Pyron brought to the
attention that approximately 100 feet on Rufe Snow
Drive will be needed ..tor widening, and building
. restrictions, and parking space for this type of
business should be consulted with our City Engineer
before erection of any building. Utilities were dis-
cussed as to the distance from the property, and Mr.
Polster asked if septic tanks could be used at the
present until sewerage was available. He was in-
structed it could be used at this time. 11r. C.T.
Beckham ownes the property surrounding the property
requesting re--zoning. He stated his feelings of
Connnercial and if railroad facilities would be
available in the future. He stated he is interested
in what the City wants in regard to the Major
Thoroughfare Plan and streets, and the Southwest
corner of his property was not fa.r from the High
School, and would like to see the entire plat plans
of his tract and also that of ¥..r. Reconuu's. lwfr.
Pyron replied it was Zoned tlAgriculturef' because of
the area being used in that manner. ~1'r. Reconnu
stated that he knew that the area Zoned "Agriculture"
would be re-zoned. in some future date depending on
what type business was to be established.
l·fotion was made by 111-. Crawford to approve the Zoning
request of 1·:fr. Recomtm.l, and seconded by IJr. Sprott.
