MINUTES OF THE PLANNING AND ZONING COM:MISSION
' MERrING JULY 25, 1968
MEMBERS PRESENT: Mr. Clarence Pyron, Vice Chairman, Mr. John Crawford,
Mr. John Sprott Jr., Secretary, Administrative Staff Mr. S.K. Shutt,
City Manager, Mr. C.R. Ballenger, Director of Public Works, and Mrs.
Terrell.

CONSIDERATION OF MINUTES:
Motion was made by Mr. Sprott for approval of the minutes of the previous
meeting. Mr. Crawford seconded the motion. Motion carried unanimously.
ZONING CASES:
1. PZ 68-22 Mr. Pyron read the request of Mr. Henry H. Dickerson Jr.
to rezone 16.5 acres out of the R.P. Barton Survey from its present
classification of "Agriculture" to a proposed classification of "Multiple
Fam:iJ.y Dwelling". Mr. Claud Griffith presented the request to the members
of the board. }fa-. Griffith stated that the time the property was zoned
it was in Haltom City, and now that the property has been annexed to the
City of North Richland Hills it was their request to have this property
zoned "Multiple Fam:iJ.y Dwelling". Mr. Griffith stated there would be
approximately 850 or 900 units, and approximately a total of 88 acres
to build on. ¥œ. Sprott checked the legal with the members of the board.
After discussion of the board, Mr. Pyron asked if any one in the audience
wished to voice their opinion. No one came forward. Motion was made by
}vir. Sprott for approval as submitted. Mr. Crawford seconded the motion.
Motion carried unanimously.
2. PZ 68-23 !vir. Pyron read the request of Mr. Gene ~lelch to rezone 26.197
acres out of the W.W. 1vallace Survey from its present classification of
"Agriculture" to a proposed classification of "lvfultiple Family Dwellingu.
:f.Ir. Sprott read the legal to the board to review. After checking the plat
ánd legal submitted, Mr. Pyron read the names of residents notified with-
in 200 teet of the property to be rezoned. Mr. WeleD presented his request
for zoning to the members of the board. Pictures were shown to the members
and to the audience as to the type of construction of the homes that w~e
to be built if zoning was. approved. Members of the audience voiced their
opinion if they would have a fence between their property and the apart-
ments. After full discusion as to the guarantee of what was proposed to .
be done if the zoning was approved Mr. Shutt asked Mr. Welch if they owned
the property. }h-. Welch stated that they did not pending the zoning. Mr.
Shutt stated to lIæ. Welcþ that that Þfultiple Family Dwelling does not give
the guarantee that Planned Development does. Va-. Welch agreed to make
application for Planned Development at a later date. Motion was made by
VIr. Crawford to table the zoning. ~1r. Sprott seconded the motion. Motion
carried unanimously.

To provide a set back for roads and streets if City requires
right-of-way. Due to the amendment the City wou1d not have to pay
for fixtures, fences or shrub. This would effect open area and
little county roads that would later be our City streets. This
does not apply to any thing that is now existing. J.fotion of approval
'WaS made by I\tfr. Crawford as submitted. 1~1r. Sprott seconded the motion.

seconded the motion. Motion carried unanimously.
