I II. CONSIDERATION OF J-HNUTES: 11otion of approval was made by Hr. Trotter to
accept the ~inutes of the previous meeting as submitted.
Dr. Hahn seconded the motion. :Motion carried unanimously.
IV. ZONING CASES:
PZ 68-35
Request of ]'lr . Alvin Jennings for a variance from the
City of North Richland Hills Zoning Ordinance No. 179
on Lots 2A and A3, Block 4, College Hills Addition to
include printing and publishing in Neighborhood Retail
due to the improper zoning for this type of business as
now zoned. This request is for the business to be at the
rear portion of the property. ~:1r. Jennings came forward
to present his case to the board members. He stated that
in October 5, 1967 he entered into an agreement with l-ir.
Owens to purchase the property with the understanding it
was zoned Commercial, and did not know it had been rezoned
to Neighborl1ood Retail. The type of printing was publish-
ing Bible work for the Church and for the College. He
stated that no heav:Y work would be done in the proposed
building as it was sent to the News Texan for publication.
His machinery consisted of a paper cutter, and a print-
ing machine or a duplicator for the 16 page Inailer with
approximately 5,000 circulation per quarter. Dr. Hahn
asked 1';lr. Jennings the proposed size of the building.
He stated it 't~ould be 50 X 100, but would like to know
how he would handle the 10 foot extension to the build-
i11g if the variance was granted. l·~r. Helton, and l"lr.
Ballenger explained that the only size building that could
be erected was the size as shown on the plat with the
a ppl1cation for the variance. Hr. Bill Lyons of 7705 Bogart
came fon.¡ard in protest of the variance. lIre Helton explained
to Hr. Jennings that this was a fine line between Zoning and
Variance, at this time the board would have to discuss this
further and he would be notified of the decission within the
next five days. After careful consideration and discussion
it was the recommendation of the Board of Adjustment for
denial since it vms not in the proper zoning and should have
gone before the Planning and Zoning Commission. l!lr. I-Ielton
made a motion for denial. l~. Trotter seconded the motion.

A s further clarification the members of the board
decided that if a variance \1aS granted, the variance
",¡ould cover only that portion of the building proposed
for the printing business. The reason for denial was
tllat the Inembers of the board felt that it would not
restrict ~'1r. Jennings from further expansion, there-
fore, it should go be~ore the Planning and Zoning
Commission for their recommendation.
