ZONING COMMISSION MEETING
MAY, 17! 1965
Members Present, Clarence Pyron, Ray Porter, Jim McCoy, Bill Marshall
Alan Hamm and C W Adcock.

1. Discussion-PZ-65_5 20 Acre Tract of Land out of the W. W. Wallace
Survey. ( Weaver Tract ). Abstract 1606 bounded on the North by Shauna
Drive, on the South by Victoria Ave. on the East by Reveria Dr. Oliver
Dr. and Georgia Ave. on the West by Rufe Snow Dr.from its present Class-
ification of Class "A" Residential to a proposed classification of Class
"C" Residential, said tract c~mmomly called the Weaver Tract.
After reading Legal Notices that appeared in the Daily News Texan, Ray
Porter asked for comments from Mr. Weaver . Mr. Weaver or his agents
were not present. Mr. James Parker came forward and asked if someone
would explain the difference in Zoning of Class "A" to class "en, Mr
Porter did so in detail. Mr. Paul Harmon asked if this zoning could
be presented to the Zoning board again, Mr Porter answered yes with
another fee. Mrs Bettie Tarlton wanted to go on record as being aganist
the re-zoning. Mr. Brawder asked if this property was rezoned, could
they build Class "C" homes, Mr. Porter stated it would revert back to
Class "A" if they did not comply to their orginal request. Mr. Claude
Shockelford stated he was opposed to the Zoning. Mr. James Parker asked
if it would possible to make Mr. Weaver put up a performance bond, he
then asked if everyone Opposed to the zoning would stand, twenty did
so. Mr McCoy made a motion to deny the requested re-zoning, Mr Hamm
seconded, the motion carried 4-0.
11. pz-65-6 Request to He-Zone Lot A, Block 30 from its present
Classification of Class " A" Residential to a proposed Classification
of Local Retail Business.
Mr. Porter asked Mr. Owens to come forward and explain reasons for re-
zoning this property. Mr. Owens explained College Hills had 350 resident
ial lots, and the nearest Super Market and Drug Store was some two
miles away. Mr. Owens felt some retail stores was needed in this area.
Mr. A G Meachem asked some one to explain Local Retail Zoning to him,
Mr. Hamm did so in detail. Motion carried 4-0.

111. pz-65-7 Request to Rezone Lot A Block 4 of the College Hills
Addition from its present Classification of Class "A" residential to
the proposed Classification of Local Retail.
Mr. Owens stated that there was a need for a small store close to the
campus, also some apartments in this area. Mr. Porter explained there
would be no need for re-zoning for apartments if the request was granted
Motion to grant this re-quest was made by Mr. Hamm, second by Mr. McCoy
motion carried 4-0.

IV. pz-65-B Request to re-zone a portion of a 121.7 acre tract
situated East of F. M. Road 193B and North of Laura St. from its present
Classification of Class "A" residential to the proposed Classification
of Class "C" residential. Mr. Porter asked Mr. John Worley to explain
his request for re-zoning. Mr. Worley explained their reasons for re-
questing Class "C" zoning was to build smaller homes, that were to be
constructed of 75% brick with air conditiong. Plans were also for a
community Park and through streets one mile apart, 7.6 acre site for
elementary school to be sold to the school boa~d. Mr Worley explained
the only reason for zoning class "C" was to build on BooO ft. lot and

was not interested in any other uses of "Ct' district. Mr. G. Hall came
forward and stated he had recently bought property on Laurel St. to
build his home, and did not want this type of sub-division near his
property. Mr & Mrs Crunk and Mr. Ed Bridgeman wanted to go on record
as being opposed to this re-zoning. Mrs Portwood stated it was fine
with her as long as no apartments are build. Mrs Staford said she
thought the houses were to small for this area.Mrs L. A June said she
was opposed to this proposal. Motion was made by Jim McCoy! to deny
this request for re-zoning. Second by Mr. Alan Hamm, Motion carried
4-0.

v. SUBDIVISION.
1. ps-65-1 Preliminary plate of TOWER HEIGHTS ESTATES Addition tp
the City of North Richland Hills in the J Condra Survey located in the
Northwest portion of the City of North Richland Hills.
After reading legal notices, Mr. Porter asked Mr Parker to come for-
ward and explain portion of this plate. Mr. Parker explained plans for
utilities, his plan was to install his own water system until it become
inadequate, then he would connect to Tarrant County water supply. His
plans were to use septic tanks now, and tie on to the City Sewer later.
Mr. Porter asked for comments, no one opposed. After reviewing the plate
the board felt the City needed more information on the drainage, also
lab. reports were needed of soil conditions to see if septic tanks
would be sufficent. After discussion Alan Hamm made motion to deny the
request at this time, seconded by Jim McCoy. Motion carreid 4-0.
Motion was made by Alan Hamm to adjourn, seconded by Jim McCoy. Time
1:15 A.M.
