HomeMy WebLinkAboutPZ 1961-09-16 Minutes ~ - MINUTES OF THE MEETING OF THE ZONING COMMISSION, NORTH RICHIJAND HILLS, TEXAS, SEPTEMBER 16, 1961 e MEMBERS PRESENT: Renfro, Porter, French with Mr. Frank Stalcup sitting in. The legal notice was read by Mr. Renfro on the petition of Mr. Alfred Evetts to rezone lots 1 and 2 of the Lonsdale Addition. Mr. Renfro pointed out that we had just completed action on Lots 3 thru 11 and that it had been approved. After short dis- cussion Mr. Renfro moved that these two lots be re- zoned from Class A residential to local Reta11District. Motion seconded by Mr. Porter. Next on the agenda was an application from Mr. Louis Dorfman to rezone from its present Classi- fication of Class A residential to local Betail Bus~ 1ness a twenty acre tract fronting on FM 1938, beginning North of. Laura Street and paralel11ng FM 1938 for 1,650 feet at a depth decreasing from 600 feet on the Southern end to approximately 450 feet on the Northern end. Mr. Lester "Day and Mr. Cliff Magers represented Mr. -Dorfman. Mr. I. C. Crunk appeared in opposition to the rezoning. He lives on the corner of Tiffin and Laura Street. Mr. Crunk stated he would like to see Laura Street, as it dead end at this time, jog North onto the Dorfman property, thence East again to provide more distance between his property and the proposed commercial property. This plan was not practical. Mr. Porter made motion that the twenty acre tract, as subm1tted, be rezoned to local Retail Business. Mot1on was seconded by Mr. Renfro. - At this time Mr. Renfro disqualified him- self to act on the application of Mr. H. L. Arnold and Mr. R. H. Kearby to rezone from Class A residential to local Retail Business: Lots 11, 12 and 13 of Block 6 of the Hil1view Addition. Mr. Frank Stalcup, who had been appointed by the Mayor and affirmed by the City Councl1,to serve in Mr. Renfro's place. Mr. Renfro stated that due to the closeness of his home to the property in questlon, he did not feel he could serve fairly as a member of the Zoning Commission. Mr. Kearby stated his reasons for believ1ng the property was suitable for a drive-in grocery. Mr. Kearby stated that he was also buying lot 10, the corner of Carma and P1pe).lne Road, that it would serve as a buffer zone. - Mr. Renfro then presented a petition to the Commission bearing six signatures of property owners of the H111v1ew Addition protesting to the change in zoning. He also stated his feelings on this matter. Mr. Arnold voiced his opinions on the re- zoning. Motion was made by Mr. Stalcup and seconded by Mr. Porter to recommend to the City Council that the application for rezoning of lots 11, 12 and 13, block 6 of the H111vlew Addition be denied.
