!he regular meeting of the North Richland Zoning Commission was called
to order at 12.30 P. M. llembers ot the Board present were: Mr. Rent'ro
and ".Croft. Other in:teres1;ed parties present included Mr. Joe Owens,
Jfr.1Ia1rkins, property owner adjaoen1ï to Hallmark Square Addition, .JIr.
F.C.Reoconnu.a1so adjoining property owner. Jar. Jaok Howell and tour
men he . had invited to take part in the hearing.
The legal notioe ot the hearing tor rezoning parts of Hallmark Square
was read by Mr. Ren:f'ro. It was pointed out that the original request
'Was brought into the oity office on March 4th and Mr. French showed
some changes that would have to be made before the Board would accept
it tor consideration. It was submitted again on .April 6th. though the
letterotintent ..... still dated Jlaroh 4th. There were no deed re8trict~
ions accompaning the proposed plat. The Je tter of intent was read to
the group, it stating that all requirements of this area wouldaeet or
exceed Ordinance No.'s 33 &: 611.541:
Mr. Rent'ro explicitly requested an interpretation ot Item 3 of proceedure
rules. He stated if' we were to follow proceedural rules. we could not
have held hearing on Hallmark Square. The floor was opened for comment.
l'either Mr. Howell nor Mr. Orins had any objections to -che pla-c. JIr.
Hawkins and Mr. Reconnu objeoted -Co granting the Class "Bit end Commer-
cial reques1;. !'here was no representative of Hallmark Square present
at the hearing. Mr. Renfro said he and Mr. Croft would have a rec-
OODlllØndationfor the Council Jlonday night.
Mr. Rowell and oth~rs of his group disoussed the need for lowering of
the class itA It res-crict ions. ME-. Renfro asked that developers Haltom.
Howell. Jaokson and Owen draw up an amendment to the Ordinanoe for
presentation to iihe Council.. They agreed -to do so.
Af'ter further discussion" the meeting was adjourned.
