Approval of Motion was the Minutes made: of July 29, To approve the 2004 Minutes of the meeting meeting held July 29,2004 Jed Ford Pam Burney Motion Passed New Introduction of new board Humane members Councilman John Services Lewis and "Prospective" Supervisor Humane Services Supervisor, Tommv Miller Proposed Board members were informed Amendment that NRH is considering to Ordinance amending Ordinance No. 2424, No. 2424 Article 11, Section 11 .13 REQUIREMENTS FOR REGISTRA TION AND POSSESSION OF A REGISTERED DANGEROUS DOG. Item Discussion Action Taken Follow Up by eliminatinq Section 11.13.A.3 which requires the owner to present proof that the dog as been altered so as to prevent reproduction and, addinq a new Section which allows the Courts to determine whether or not the dog should be spay or neutered as a condition of release to the owner. Jo Ann Stout provided the history behind the amendment request and results of a survey taken of surrounding shelters regarding their policy on handling dangerous dogs. Pam Burney provided the history of how and why the ordinance was written; dog bite statistics; reports from the C.D.C. and information regarding animal behavior. Burney also advised board members that "this section applies to a very small percentage of dogs in North Richland Hills; less than 1 %" and she does not recommend amending the ordinance. Tommy Miller suggested having the Municipal Court Judge determine if a dog is dangerous and also whether or not the dog should be spay or neutered, because of the fact that, unlike a City, a Judge cannot be sued. If the Judge does deem the dog dangerous, the owner must meet certain requirements, determined by the Courts, in order for the animal to remain in North Richland Hills. Item Discussion Action Taken Follow Up Status of Jo Ann Stout stated that the city Fundraising is going to hire a professional to for Shelter spearhead the fundraisin9 once Expansion Tommy Miller is officially hired. Pam Burney recommended putting a statement in the RFP that the architect must bring a consultant who specializes in building animal shelters. Adjournment Motion to Adjourn @ 7:30 p.m.
