Discussion
Pam Burney informed the board
members that NRH Animal
Services Center would like to
make a change to their name, as
well as their uniforms, in order to
promote a more "positive" image.
The proposed name change is
NRH Animal Rescue Center
which would better reflect the
goals of the animal shelter, which
is to reach zero euthanasia of
healthy adoptable animals; to
provide a safe haven for unwanted
and lost pets; to provide
emergency care for injured or sick
animals and to re-home lost;
unwanted and abandoned
animals.
Animal Rescue Center employees
will no longer wear black BDU's
but instead, go to a tan or khaki
color pant with a polo style shirt.
The new look is less militant and
will have only a small impact on

the budget. There will be a
change in the logo too. The word
"Services" will be removed and
"NRH" will be added. However,
this will be phased in gradually.
Board members and staff also
discussed changing the division
name from Animal Services
Division to Animal Rescue and
Protection.

Statistics reviewed Shelter Statistic
Report Reports as well as two new
reports, Officer's Daily Activity
Sheet and Cremation Services
Performed.
Pam Burney reported that the
NRH Animal Rescue Center is
working with the GIS
department to create a map,
which can be used to track
specific information, such as
pet licensing and areas with
confirmed rabies cases.
Pam Burney also informed
board members that NRH
signed an Interlocal Agreement
with the City of Keller,
Resolution 2002-02, agreeing
to cremate their dead animals
(animals picked up off the
streets), at a cost of $20.00 per
animal as well as animals
euthanized by Keller Animal
Control, at a cost of $30.00 per
animal. A fee differential of
$10.00 was added to the cost of
cremating animals euthanized
by Keller Animal Control
because of the added wear and
tear on the cremation unit. The
firebrick in the unit cost
approximately $6,000 - $7,000
to replace and has only been

replaced once since being
installed in 1992. According
to Warren Cox, "NRH staff are
well trained and do a good job",
is the reason the firebrick has
lasted as long as it has.
IR-02-02 Pam Burney reported that a bond
Shelter committee is currently being
Expansion formed and the shelter expansion
will be included in the bond
election. Pam Burney also stated
that the $2,000,000 expansion will
not be considered a major project,
compared to the other CIP
projects, but it will be given to the
committee "who will hopefully" put
it in the bond package.
IR-02-03 Don Sharp reported that on
Critter December 15, 2001, the 1000th pet
Connection was adopted from the Critter
Connection. Don Sharp also
reported that although the
numbers are down, "we are still
doing okay". Don Sharp also
presented board members with a
new report which tracks donations
made to the shelter through the
Vehicle Donation Program. The
program, which began in 1999,
has received a total of $20831.25
in donations since December
2001.
IR-02-04 Don Sharp supplied board
Rabies members with the results of a
Update survey of area Veterinarian Clinics,
which was done to determine if the
rabies outbreak had an effect on
the number of pets vaccinated in
2001 as opposed to previous
years. According to the survey,
the number of pets being
vaccinated actually decreased,
even though there were 471
confirmed cases of rabies in TDH
region 2/3 as of December 31,
2001.
Don Sharp also stated that NRH
had its first positive rabies case
this year. Two dogs killed a skunk
when it entered their backyard on

January 11. This took place on
Brookhaven CT., which is located
in the Stoneybrooke Addition. The
skunk was sent to the Texas
Department of Health in Austin,
where it tested positive for rabies
on January 14, 2002. NRH
distributed flyers in the
Stoneybrooke Addition alerting
residents of the situation and
advising them to have all pets
vaccinated immediately.
IR-02-05 Don Sharp provided each board
CSU Survey member with a copy of the CSU
Survey NRH has been
participating in since July 5, 2001,
as requested at the July 10,
meeting.
