Don Sharp Lyle Welch Carey Parrack Director, Environmental Services Executive Director, SPCA of Texas Animal Services Public Awareness Officer Davis Boulevard Animal Clinic Supervisor, Animal Services City Councilman Secretary, Environmental Services ITEM DISCUSSION ACTION TAKEN Call to Order Dr. Joe Metcalf, D.v.M. called the meeting to order at 6:38 p.m. Approval of Minutes: Motion to approve the minutes from July Approved 07/20/99 Meeting 20,1999 by Dr. Joe Metcalf, D.v.M. second by Don Sharp. National Shelter November 7 through 13, is National Appreciation Week, IR-01 Shelter Appreciation week. As a kick off for the week, a garage sale has been scheduled at the shelter. The garage sale will be Saturday, November 6, from 10:00 a.m. to 4:00 p.m. Letters went out to area merchants and service oriented businesses soliciting donations or services unique to their establishment. Pre-owned items have also been donated. Items that have not sold at the Critter Connection will be put in grab bags and sold for $5.00 to $10.00 dollars each. A Proclamation will be presented at the November 8, City Council meetinq. Critter Connection Critter Connection Adoptions: Report, I R-02 Y-T-D: 2211 Fiscal Y-T-Date: 825 Critter Connection Revenue: Gross: $67,267.26 Net $22,533.76 Critter Connection Donations: Individual: $25,521.38 Shelter Jars $ 2,540.41 10f the 221 adoptions from the Critter Connection, onlv 8 were returned. ITEM DISCUSSION ACTION TAKEN Don Sharp reports since the Critter Don Sharp: Have staff Connection opened, traffic at the Animal put together a baby book. Shelter has increased 25 -30%. Warren Cox suggests putting together a "baby book" of pictures and stories about the animals currently available at the shelter. The book will be updated weekly and placed at the Critter Connection for the public to view. Pam Burney reported that since North Hills Mall has been sold there is a possibility that the new owners will want to rent out the storefront the Critter Connection currently occupies. The Critter Connection will remain open until asked to vacate. The mall may then choose to relocate the Critter Connection. North Central Texas Animal Pam Burney reports the NCT ASC, North Make corrections to IR- Shelter Coalition, IR-03 Central Texas Animal Shelter Coalition 03. It should read North has replaced the North Central Texas Central Texas Animal Animal Control network. The Coalition has Control network instead applied for a non-profit status of 501 (c) 3, of North Texas Animal which will allow them to apply for grants Control network. Also, and receive donations they otherwise non-profit status should would not be eligible to receive. The be 501 (c) 3 instead of Coalition will coordinate annual events 501C. such as Adopt-A-Thon, National Shelter Appreciation Week, as well as, provide educational programs previously performed by the network. Since the Coalition's main goals are to increase shelter adoption and educate animal shelter personnel, membership is available to both private and municipal shelters. Kaufman-Broad,IR-04 Pam Burney reports that Kaufman-Broad, a major homebuilder based in California who is expanding into the Metroplex, would like to promote pet ownership by contributing $30.00 towards dog or cat adoptions for families residing within the subdivision. During National Animal Shelter Week, North Richland Hills Animal Shelter will coordinate with Fort Worth Animal Services to distribute flyers in the Arcadia Park subdivision, near Summerfields, informing residents of the offer. Kaufman-Broad is developing a subdivision in North Richland Hills on ITEM DISCUSSION ACTION TAKEN Holiday Lane, but as of yet, they are in Don Sharp: Prepare land preperation phase, with no housing proposal for area construction. However, once thè homes homebu ilders. are built and fences are put up, Animal Services will inform those residents as well. Councilman Welch suggests notifying other prominent builders in North Richland Hills, such as Barfield and Sandlin, of Kaufman-Broads proposal and perhaps they too will offer some type of assistance. Friendlier License Renewal Because of some problems reported by Don Sharp: See that Notices, IR-05 one of the clinics that sells the NRH pet license information gets license and; in an effort to increase to Water Department for customer-friendly service, some changes new residents. are being made to the license renewal notices. This is because more altered animals are being licensed and the fee for the first license is waved for anybody who adopts from the shelter. Councilman Welch asked what other ideas could be implemented to raise pet licensing awareness. Pam Burney noted that with builders such as Kaufman-Broad offering money for pet adoptions, and the new ordinance coming November 8, citizens should be better informed. Warren Cox suggests when Animal Services Officers investigate a complaint, they should be checking for pet licenses. Warren Cox also suggests Animal Services Officers going to different areas throughout North Richland Hills and ask citizens if they have had any animal- ITEM DISCUSSION ACTION TAKEN related problems in their neighborhood. Talking to the citizens will give the Officers a chance to educate the public about the licensing requirements and the importance of vaccinating. Mr. Cox also suggests capitalizing on the recent rabies cases reported in Fort Worth by sending out flyers to residents informing them of the importance of getting their animals vaccinated and licensed. Pam Burney reported the next North Richland Hills newsletter will include licensing information. Councilman Welch suggested including licensing information in with the water bills. Another recommendation was to make up information bags/packets for residents just moving in to North Richland Hills which includes licensing information and application. Request from Moses Animal George Moses, D.v.M., sent a letter to Approved Clinic to participate in North Richland Animal Services spay/neuter program, Action requesting his clinic be placed in rotation Don Sharp: Notify Dr. 01 for the spay/neuter program. Motion by Moses and N.R.H. staff. Dr. Joe Metcalf, D.v.M. to permit Moses Animal Clinic to participate in the spay/neuter program, second by Warren Cox. 2000 Meeting Dates, Action- Because of a conflict in meeting times with Approved 02 another North Richland Hills board, the Animal Shelter Board meeting dates have been tentatively scheduled for the third Monday of the first month of each quarter. Update on New Phone Pam Burney reports that North Richland System Hills will be replacing its current phone system with a new modern system from Fujitsu. The change will take place in November. The new system will have many features the current system does not have, however, there will always be a "live" person answering the main line. Pam Burney also mentions along with the new system come new telephone numbers. Reports on Shelter Traffic Don Sharp reports traffic in and out of the Don Sharp: Add time of Count, IR-07 shelter is up 25-30%. Don Sharp created day to sign in survey. a sign in sheet which is placed at the front entrance of the shelter. The purpose of the siqn in sheet is to track the date of the ITEM DISCUSSION ACTION TAKEN visit, day of the week, number of and in group/party, reason for visit, such as adoption, lost pet, license or other. . Warren Cox suggested that Don also track the time of the visit, whether it was morning, noon or evening which will be helpful in schedulinq employees hours. Meeting Date: October 19, 1999 Subject: National Shelter Appreciation Week Caselltem Number: IR-01 November 7 through 13, has been recognized as National Shelter Appreciation week. As a kick off for the week, we are scheduling a garage sale at the shelter on Saturday, November 6, from 10:00 a.m. to 4:00 p.m. Letters were posted with area merchants and service oriented businesses, soliciting donations of items or services unique to their establishment. We will also have pre-owned items that have been donated by individuals. We will not advertise for public donations, however, in order to avoid people bringing their "junk" for us to dispose of. NORTH RICHLAND HILLS Department: Animal Shelter Board Meeting Date: October 19, 1999 Subject: North Central Texas Animal Shelter Coalition Case/Item Number: IR-03 NCTASC has replaced the North Texas Animal Control network. Officers have been appointed until an election can be held. A non-profit status of 501 C has been applied for which will enable the Coalition to apply for grants. The Coalition will coordinate annual events such as Adopt-A-Thon and National Shelter Appreciation Week, as well as, provide educational programs previously performed by the network. Membership in the Coalition is for both municipal and private shelters. The main goals of the Coalition are to increase shelter adoption, and to educate animal shelter personnel. During National Animal Shelter Week we will coordinate with Fort Worth Animal Services to distribute flyers in the Arcadia Park subdivision, near Summerfields. Kaufman-Broad is building a subdivision in North Richland Hills on Holiday Lane, but as yet, only ground has been broken. Once the homes and fences are built, we will coordinate with them. This should be a good way to introduce new residents to our animal services ordinances, as well as, promote shelter adoptions. Department: Animal Shelter Board Meeting Date: October 19, 1999 Subject: Friendlier License Renewal Notices Case/Item Number: IR-05 In our continuing efforts to increase customer-friendly service and because one clinic that sells our license has reported having problems related to the renewal notices, we are making some changes. We are adding the NRH "paw in hand" logo and the words "Courtesy Reminder" to the envelope and adding a graphic to the bottom of the renewal notices. The way the PetWhere licensing program is currently set up, we are limited to the editing we are able to do. We have contacted PetWhere and they advise the program, FoxPro, cannot handle graphics so we are working on a new form that will work with PetWhere. Department: Animal Shelter Board Meeting Date: Octobèr 19, 1999 Subject: Moses Animal Clinic Case/Item Number: Action 01 North Richland Animal Services received a letter from George Moses, D.v.M., requesting that Moses Animal Clinic, located at 688 Grapevine Hwy. in Hurst, be placed in rotation for the Spay/Neuter program. There have been times when the other clinics were unable to take our animals for surgery. Adding another clinic to the rotation would ease the load on the clinics currently participating in the rotation, plus give us another backup in the event the other clinics are already booked up. The new system will enhance communications by providing tracking and telephone counts, eliminate the need for answering machine for the Lost Pet Hot Line, while still providing a "real person" answering our main lines AT ALL TIMES. The new system will be brought on-line in November.
