Warren Cox Lyle Welch Pam Burney Pat Donaldson Davis Blvd. Animal Clinic Executive Director, SPCA of Texas City Councilman Environmental Services Director Environmental Services Secretary 2 Approval of Minutes, 09(l3f)3 Meeting MOTION: To approve minutes: PASSED 3. Appoint new Secretary MOTION: To appoint Pat Donaldson, Environmental Services Secretary as Recording Secretary to Board. PASSED 4. Colleyville Interlocal Agreement Pam Burney, Environmental Services Director, explained to the Board about the Interlocal Agreement with the City of Colleyville. She advised that it was not in effect as of yet and that we were still awaiting a signed agreement from the Colleyville City Council. Ms. Burney explained that the City of Colleyville would be providing a person from their city to train with the North Richland Hills Animal Services Division to learn our procedures. She advised that the agreement would be cost effective. Mr. Cox asked approximately how many animals do we anticipate that we would be receiving from the City of Colleyville. Ms. Burney said that it would be approximately 100 - 150 animals per year, and that some of these animals would be adoptable. 2 Ms. Burney, also explained that working with the City of Colleyville gives the Animal Services Center more exposure throughout the metroplex area, which will help in increasing adoptions and more awareness of our private cremation services. Dr. Metcalf, asked how many private cremations are being performed each month. Ms. Burney explained that it was between 3 to 5 per month, but we expected that amount to pick up in the future. 5 Pet License Program The Pet License Program is behind schedule, Ms. Burney explained to the Board, as we have had a lot of Computer Network System problems. She explained that our pet licenses are down from last year at this time. She said so far it looks as if approximately 20% of the pet license have not been renewed this year. Due to the down time involving the Network there have been delays in sending out renewals. She advised that a new version of Animal T rakkers is ready which will help identify those who do not renew but that we are waiting until the Network is operating smoothly before loading it. MIS has engaged the services of computer network consultant Brady Leblanc who is helping us to correct problems, one of which limits the number of users on the system. There will be some cost associated with upgrading the system, but it is felt that at this time the cost will be reasonable and somewhere in the area of $4,000 to $5,000.. Ms. Burney stated that the next step in the Pet License Program would be the canvassing. Warren Cox and Lyle Welch suggested that we may want to consider college students to help canvass. Although Warren Cox said it didn't necessarily have to be college students, the main thing would be the maturity of the individuals that we send into the neighborhoods to do the canvassing. Dr. Metcalf - suggested that we drop notices in the water bills and also put a notice in the newspapers to let the citizens know of the upcoming canvassing program. Lyle Welch stated that it was very important that we send out notices of renewals, as most people do not think about renewing their pet license unless they get a reminder. Lyle Welch suggested that we contact the Teen Court coordinator about using their kids to do canvassing. Ms. Burney advised that she would contact Teen Court. It was pointed our that the Personnel Study recommended that we change Animal Control Officer to Animal Services Officer and that the Division should then be designated the Animal Services Division. Mr. Cox suggested that this would be a positive public relations factor. MOTION: To change name of Division to Animal Services Division. PASSED Warren Cox asked about how much money is generated in donations and Ms. Burney said it was estimated to be approximately $33,000 for this budget year. Ms. Burney stated that donations were up from last year. Ms. Burney showed the Board members a copy of an Annual Report from Calcasieu Parish, 3 Louisiana Animal Services and stated that she would like put something like this together for our Animal Services Division. Mr. Cox suggested that it would be very beneficial and important that we do put together an annual report for the Animal Services Division. Lyle Welch said he would like for the Secretary to send a copy of this Annual Report to the City Council. MOTION: To produce an annual report which could be made available to community. PASSED 6 Private Cremation Brochure Ms. Burney showed the Board members a copy of the new brochure for Private Cremations. Lyle Welch suggested that we put a copy of this in the Water Bills, so the citizens know that this service is available. Ms. Burney advised that we would look at cost and try to get them out first to all veterinary clinics in the area and have the service featured in the Quarterly Newsletter. 7 Northeast Cities Pet Show Ms. Burney asked the Board to consider inviting the surrounding cities such as Watauga, Keller and Colleyville to join in our Annual Pet Show. All members agreed that this would be a very good idea. MOTION: To invite Watauga, Keller and Colleyville to join in our Annual Pet Show. PASSED 8 Humane Educator Program Ms. Burney explained the need for someone to handle a Humane Educator Program. She stated that we needed to get this program established, but that it would be very hard to get someone to do this on a volunteer basis. The Board requested that Animal Services ask for a position in the 1994/95 budget.. Warren Cox stated that we may be abe to enlist some corporate support for this program. The Board unanimously agreed that this program would be beneficial for the community and recommended that we request a position in the next budget year. It was suggested and agreed that this position be a "Public Awareness Officer", MOTION: That Animal Services request position for "Public Awareness Officer". PASSED 9 "Alpd Responsible Dog Owners Program" TABLED - for later discussion 10 "Cycle Shelter Cash In Plan" ------~*-~._~~._~_._,-_._.,-,,'_.,- 4 Ms. Burney reminded the Board that we are new members of "Cycle Shelter Cash In Plan." Ms. Burney stated that we would like to pass out the saver envelopes to veterinary clinics and also go to area grocery stores and tape the brochures on all the bags of Cycle dog food. Warren Cox stated that this would be a good program for youth groups. Mr. Cox stated that we could have the Teen Court participants pass our flyers to the public. Ms. Burney advised she would get with the Director of the Teen Court and see what could be worked out. II Future Projects Future project for the Animal Services Center to install a public dog dip was discussed and the board decided that this would not be a good idea due to the possibility of animals transferring diseases in the dip or the possibility of poisoning.
