UPDATE ON PURCHASE OF MINI-VAN AND THE U WARM HUGS ON
WHEELS " PROGRAM
The mini-van is due to arrive the middle of February 1993. "Oscar
Ray Leonard" the Centers therapy cat, appeared in the
January/February 1993 issue of Cat companion Magazine. The article
contained Oscars bio, photos, T-shirts and the announcement of his
Delta soceity award in Montreal 1992.
The update on the "Warm Hugs" program was presented by Sandy
carter. The Center has given approximately 250 bears since
September, 1991. The most recent delivery of bears was made to
Bryan's House for children with Aids on December 22, 1992. Thirty
bears were delivered by our volunteers and shelter staff.

LICENSE RENEWAL / COMPUTER NETWORK UPDATE
Sandy Carter advised that the city license reminders program began
October 1992. The license reminders are generated through the
computer program , the computer gets this information from all the
license information of p~ople who had licensed their pets within
the year which will soon be expiring.
Each month reminders are sent for the following month to remind the
people to license their pets.
The advantage to the citizens is that they can do everything by
mail, and the advantage to the Center is the amount of license sold
will increase. Also more animals can be returned to their owners if
they have their tags on. The number of licenses sold for 91/92 has
doubled.
Warren Cox suggested tracking the percentage of people that let
their City License expire and have to pay the late fee. Also
suggested to push license canvassing. Pam Burney advised the Board
that the canvasing would begin in late spring.
Lyle Welch suggested contacting the utility department in reference
to receiving a printout of all new comers to the city. This will
enable the Center to deliver a welcome package with all information
the Animal Control Ordinances and Animal Care and Control Center.

EXTENDED HOURS OF OPERATION UPDATE
Dr. Joe Metcalf Chairperson arrived at 7:40 p.m. and took over the
meeting, beginning with this section of the agenda~
In August of 1992 the City council requested that the Center extend
it's hours of operation, to allow citizens to visit the Center
after the normal working hours.
city Council was informed in August of 1992, that the Center had
extended it's hours temporally from 5:00 pm to 7:00 p.m., Tuesday
through Friday. This arrangement was chosen because it would have
the least effect on the budget during the trial period.
To accommodate this schedule a part-time shelter attendant was
needed to work the hours from 3:00 pm to 7:00 pm to help the Animal
Control Officer in the Center with receiving, adoptions and
paperwork.

The last three months of 1992 the animals reclaimed by owners
increased by 8% in October, 28% in November and 78% in December.
A request was made to City Council to make the temporary part time
Shelter Attendant. A permanent position. This position required the
City Council to appropriate $5,000.00 to continue to fund this
position for thê-remainder of this budget year. This request was
approved by the City council January 1, 1993.

INTRODUCTION ORDINANCE # 1848
The changes suggested by the Advisory Board, Animal Care and
Control Staff and the City council, were passed and approved
November 23, 1992.

CREMATORY CRITERIA
The crematorium is expected to be installed in mid March of 1993,
after the installation of the gas line is completed.
Dr. Metcalf suggested that the fees be competi ti ve with other
services provided in the surrounding areas.

Pam Burney announced the National Animal Control Association'1993
Conference at the worthington Hotel in Fort Worth May 5th through
may 9th, 1993.

C.E.T PROGRAM
Two North Richland Hills Animal Control Officers Sandy Carter and
Renee Perkins attended the C.E.T. program in January 1993 and
became certified.

STANDARD OF EXCELLENCE PROGRAM
This program will begin upon completion of the Crematory.

OTHER BUSINESS
The general consensus of the Board was that the City is not liable
for any feeS incurred by the Dromgooles in reference to their
tiger.
