REPORT ON DELTA SOCIETY "JINGLES AWARD"
Given by Pam Burney
The Delta Society, an international organization, gives an award
each year to an outstanding animal which is involved in pet
facilitated therapy.
"Oscar Ray Leonard" was awarded the "Jingles Award" for visitation
animal of the year. "Oscar" is the first cat to receive this award
from the Delta Society.
Along with the "Jingles Award" the Animal Care and Control Center
received a $ 1000.00 cash award, which will help purchase the mini-
van for the "Warm Hugs On Wheels Program."
Oscar was flown to Montreal to be recognized at the International
Conference on Human/Animal Relations.

VOLUNTEER PROGRAM REPORT
The "Warm Hugs on Wheels" program will be supplied with a mini-van
purchased with funds from voluntary donations, and the cash award
given to the Shelter for Pet Therapy from the Delta Society.
The mini-van will be used to transport the therapy pets and
volunteers to an from the Convalescent Centers, hospitals, and
schools. The volunteers are using their own vehicles at this time,
making three and four trips each week.
Suggestions were made to create a policy and procedure manual and
a daily log for the volunteers in the "Warm Hugs on Wheels"
program.
Preparations need to be made to have the van painted and to have
decals and the logo put on.
Suggestions were made by Warren Cox to get a volunteer to go to the
schools and begin RPO and Bite Safety programs.

CITIZEN PRESENTATION ON CAT PROBLEMS
Walter Alexander of 7136 Barbados North Richland Hills, Tx. 76180
was awarded yard of the month and has a vegetable and herb garden
in his back yard.
Mr. Alexander has problems with his next door neighbors cats. His
neighbor has multiple cats, which run loose at times and do not
wear tags. Mr. Alexander advised the board that these cats are
destructive and cause many problems. The owner of these cats has
installed a doggie door in their garage door, which allows these
free roam of the neighborhood. Mr. Alexander made the suggestion
to have the doggie doors outlawed in the City of North Richland
Hills, so as not to allow the cats to run loose in the
neighborhood.
Mr. Alexander wants the Animal Control Department to patrol in the
early morning hours between 6 am. and 9 am., also between the
evening hours of 7 pm. and 9 pm. for loose cats and dogs.
The board advised Mr. Alexander that some changes would be made in
the ordinance, and submitted to the City Council for approval.
One of the changes will be to classify the cats in the same
category as the dogs, which will require the cats to be confined to
their property either by a structure or a leash.

POLICY ON REIMBURSEMENT FOR VETERINARY / MEDICAL BILLS
Dr. Joe Metcalf obstained from this discussion because this case
involved one of his clients.
The recommendation is that each case be dealt with on an individual
basis. Advise the city attorney, Rex McEntire of the case history
and act on his advise.

BUDGET REPORT / DONATION FUND
"WARM HUGS ON WHEELS"
These topics were covered in the volunteer program report.
The funds for the mini-van will come from voluntary contributions
from the citizens of North Richland Hills and Watauga, of which the
shelter will receive 30% annually.

LICENSE CANVASSING
Warren Cox suggested that the shelter needs to begin a program
starting with sending reminders of license renewals beginning from
Oct. 1991.
The shelter should use contract labor and have door to door
canvasing each person doing the canvasing would receive a dollar
for each license sold. Check with city attorney Rex McEntire for
legalities.
This program would need sectors set up, policy and procedure guide,
canvasing forms and the news media contacted.
The animal control officers should be given a set number of
licenses to sell each day on their shift.

CENTER HOURS OF OPERATION
The city council requested that the Animal Care and Control Center
be made more accessible to the citizens, to accomplish this we
proposed to extend the center hours from 9:00 am. to 5:00 pm. to
9:00 am. to 7:00 pm., Tuesday through Friday. A part time person
to help the animal control officer in the office on the extended
hours is needed and will be requested of the City Council.
These new hours will be advertised as a trial period, and if this
works well we will recommend it be made permanent.
