Call to order Chairperson Kathy Luppy called to order the regular meeting of the Keep North Richland Hills Beautiful Commission at 6:50 p.m. on November 15, 2005 in the Neighborhood Services office located at 7200-C Dick Fisher Dr. S. Roll call The following persons were present: Commission Members Kathy Luppy David Webb Holly Bullington Doris Tipps Vicki Propp Sarah Enfinger Staff Members Jo Ann Stout Stephanie East Carey Parrack The following persons were absent: Commission Member Micah Beck Staff Member Debbie York Chairperson Commission Member Commission Member Commission Member Commission Member Commission Member Director of Neighborhood Services Environmental Health Supervisor Secretary Vice-Chairperson Environmental Resource Coordinator 2. Approval of minutes from last meeting Commission Member David Webb motioned to approve the minutes from the October 18, 2005 meeting; Commission Member Holly Bullington seconded the motion. The minutes were approved as written. 3. Report of progress on TXDOT project Director Jo Ann Stout told commission members that the section they recommended for improvement, the area known as the Davis fly-over, is already part of a CIP project so Administration would like to see improvements made on Davis Boulevard, starting with the section at Davis Boulevard and Maplewood Drive and ending at Emerald Hills Way. Ms. Stout stated that since this is such a large project, it will be done in phases; funding will come from the $130,000.00 awarded to the Keep NRH Beautiful commission and $50,000.00 the Parks department set aside for project development. Ms. Stout relayed that once it is determined how far this money will go ($180,000.00), the rest of the project costs will be calculated; then, "they" will go before council to request the additional monies needed for completing the project. Ms. Stout also said that TXDOT has a matching grant program that will "match" the amount approved by council. Ms. Stout then told commission member that the Parks department must meet with TXDOT engineers to get their approval for putting pavers in the street; Park's is "pretty confident" that the remainder of the plan, sidewalks and landscaping, will be approved. Once TXDOT has approved the project plan, it will be presented to the Keep NRH Beautiful commission 4. Review of Clean Campus Program applications Jo Ann Stout reported that Debbie York has still only received (3) three Clean campus Program applications, the same applications commission members evaluated at the last meeting. Clean Campus Award check requests have been submitted for the (3) applicants: Alliene Mullendore Elementary, North ridge Elementary and Snow Heights elementary; each of the schools will receive $100.00. 5. Discuss Christmas Lighting Contest Debbie York has asked each of the Yard-of-the-Month judges to make nominations for the Christmas Lighting Award contest in their area. Commission members are to meet at the Neighborhood Services office building Sunday, December 11,2005 at 5:30 p.m. for the lighting contest tour; awards will be presented the next night at the council meeting. 6. Staff Report Jo Ann Stout reminded commission members of the December 3 Night of Holiday Magic event and went over the work schedule for the children's train station, which they chose to help with. Ms. Stout also provided commission members with the following information regarding Christmas tree recycling: .:. Residents may drop off undecorated Christmas trees at Green Valley Park, 7701 Smithfield Road, from December 26,2005 thru January 6,2006. Cleaned trees that have been dropped off will be mulched. .:. There will be (1) one curbside pickup of cleaned trees on December 31st. .:. Mulch will be available for citizens to pick up January 7 thru January 11th. .:. Any left over mulch will be removed from Green Valley Park on January 12th. Lastly, Ms. Stout told commission members that Debbie York has received (12) twelve applications so far, for this year's Trees for Tots dedication ceremony. 7.
