JULY 19, 2005 1. APPROVAL OF THE MINUTES Commission Member Holly BULLINGTON MOVED TO APPROVE THE MINUTES OF THE MEETING HELD MAY 17,2005. COMMISSION MEMBER Sarah ENFINGER SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-0. 3. KEEP TEXAS BEAUTIFUL CONFERENCE REPORTS & AWARDS Commission Chair Kathy Luppy and Staff member Debbie York each gave a brief synopsis of this year's conference. While at the conference, Chairperson Luppy and Staff member York each attended various workshops where they collected valuable information and ideas from other cities, which they feel the commission might like to incorporate into or add to its existing programs. (- 1 -) · -'-'---~~-~-----_....._--_,...._._~__.....___._,__..__.__.M_~_,~_.__.._...._._,.._._ Ms. York provided commission members with a copy of the 2005 Governor's Community Achievement Award application they submitted, as well as a copy of the application score sheet so they could see how many points each section was worth and how many points they earned for each section. The application KNRHB submitted earned 98 points out of a possible 100, making them the overall winner in their category and recipients of the $130,000.00 award money given by TxDOT. Commission members were then given the program guidelines for spending the award money and asked to bring with them to the next meeting recommendations for at least two project sites as well as plans for developing these sites; and to keep in mind that TxDOT does not want the money used to promote the city. Ms. York also told commission members they will not be eligible to win the GCAA next year since they won this year; however, there are many other awards they can apply for. 4. EVALUATE FY 2004/2005 PROGRAMS Commission members chose to keep their current programs but determined changes needed to be made to several of them and made the following suggestions; make the Yard of the Month program more competitive, incorporate monetary items such as t-shirts adverTIsing the program and promoting the city; expand the ECO Partner and Clean Campus programs and "tweak" the Pond/Garden Tour, try to get more monetary donations. 5. DISCUSS PROGRAMS FOR FY 2005/2006 Commission members suggested possibly adding new programs such as a recycling program for apartment complexes, or a reuse center like the Teacher's Reusable Resource Warehouse operated by the City of Lufkin's Beautification Commission recycling; be involved with other City functions such as Concerts in the Park and Pet Photos with Santa; commission members all agreed that in order for any of their programs to be successful, more exposure is needed. Commission members discussed inviting a member of the Youth Advisory Commission to sit in on one of the board meetings so they can give their opinion of current programs and possibly ideas for some new ones. Debbie York WILL OBTAIN ADDITIONAL INFORMATION FROM THE CITY OF LUFKIN REGARDING THEIR TEACHER'S REUSABLE RESOURCE WAREHOUSE PROGRAM. Debbie York WILL INVITE A MEMBER FROM THE YOUTH ADVISORY COMMISSION TO ATTEND A KNRHB BOARD MEETING. (- 2 -) 6. STAFF REPORT Staff member Debbie York read aloud a letter written from Mayor Oscar Trevino to the Keep North Richland Hills Beautiful thanking the commission for their generous donation to the Liberty Park Veterans Monument. Ms. York also read aloud a card from former commission member Patsy Tucker, congratulating the commission on their winning the Governor's Community Achievement Award. Ms. York reminded commission members that they will be recognized at the July 25th city council meeting and encouraged each of them to attend. 7.
