S. CALL TO ORDER Patsy Tucker called the meeting to order at 7:20 p.m. and asked Pam Burney to introduce guests Steve Brown, N.R.H. Library Director, and Stacy Smith, N.R.H. Cultural Arts Program Coordinator. 2. APPROVAL OF THE MINUTES Motion by Peggy Weatherred to approve the minutes of the July 18, meeting, second by Jeanne Lueck. Motion passed. Pam Burney stated that a copy of Patsy Tucker's and Peggy Wetherred's Keep Texas Beautiful report would be included with the City Council's copy of the minutes from the July 18, meeting. 3 CHRISTMAS FESTIVITIES DISCUSSION Pam Burney explained to commission members that in January the City established a Millennium Committee in order to see what activities the City could do in celebration of the millennium. The committee decided to encompass the whole year of events, rather than having one major event, culminating with Christmas. The City Council expressed an interest in enhancing the Christmas decorations at City Hall so the Millennium Committee came up with an idea and presented it at pre-council. Council approved the idea, as well as its funding. Ms. Burney also stated that Council agreed to the purchase of 50 additional Christmas banners, which will be placed along Grapevine Hwy. Stacy Smith then communicated to commission members some ideas he and the Millennium Committee came up with to enhance the annual Christmas Tree Lighting Ceremony. Mr. Smith suggested starting the ceremony at 6:00 p.m. rather than 7:00, having a candle light processional, string quartet and carolers, performances by both professional and local entertainment, ending with the Mayor lighting the tree around 8:30 p.m. Pam Burney and Steve Brown then relayed to commission members that the funding package approved by Council included money to pay for professional entertainment, professional decorators to decorate the Linda Spurlock tree, money for a portable stage and lights which will be set up by the Christmas tree, and the subsequent year costs. Ms. Burney then revealed to commission members that the Christmas theme will be How the Grinch Stole Christmas, which conveys the true spirit of Christmas. Ms. Burney also stated that the characters would be placed on the rooftop at City Hall and the theme would possibly carry over to the Library. Steve Brown then read to commission members a condensed version of How the Grinch Stole Christmas. Ms. Burney and Mr. Smith, presented a rough draft of what the display will look like and explained that Mr. Brown is currently working on the copyright. Patsy Tucker then asked commission members for comments or ideas. Kathy Luppy would like to see "a couple of elementary schools getting involved and possibly the teachers could practice the same song". Jane Dunkelberg was concerned about who would be responsible for setting up and removing the display. Pam Burney assured Ms. Dunkelberg that professionals would handle the setting up and taking down of the display. Patsy Tucker was concerned that the Beautification Commission would be "left out". Ms. Burney clarified that the commission will definitely be involved, but Stacy Smith will take care of some of the other matters which commission members have handled in the past, such as making phone calls and finding the entertainment. The remaining members were pleased with the plans and look forward to the event. A motion was made by Emily Ward to accept and support plans for using the Grinch story theme, second by Jane Dunkelberg. Motion passed. Commission members discussed altering the Christmas Decorating Lighting Award contest from three themes and three winners to no theme and one winner from each of the nine areas. Judges will select three nominees from each of the nine areas. The Beautification Commission will then choose one winner from each area. Judging will be held December 10, and the awards will be handed out at the December 11, City Council meeting. The contest will be advertised in the city newsletter and on Citicable. Peggy Weatherred made a motion to change the Christmas Decorating Lighting Award contest to one winner from each of the nine areas with no particular theme, second by Jane Dunkerberg. Motion passed. . 4. REVIEW YARD-OF-THE-MONTH AWARDS Patsy Tucker conveyed to commission members that one of the Yard-of-the-Month judges unknowingly chose Councilwoman JoAnn Johnson's yard as one of the winners for the month of August. Ms. Tucker also explained that Ms. Johnson's mother is the one who takes care of the yard and that is whom she wants to recognize, not Ms. Johnson. Pam Burney stated that it would be ok to recognize JoAnn Johnson's mother, Bertha King, by giving her an Honorary Yard-of-the-Month certificate, but due to an ethics issue, she cannot receive a gift certificate. 5. MARKETING OF FALL SEMINAR Commission members viewed the fall seminar brochures and posters Peggy Weatherred created and discussed how the event would be advertised. Commission members decided to place the brochures and posters at the Library, Recreation Center, City Hall, and Green Mama's. The event will also be advertised on Citicable, local radio gardening shows and the Native Plant Society has agreed to put the seminar information in their September Newsletter that goes out to their members. 6. PLANS FOR VOLUNTEER BANQUET Commission members set November 14, as the date for the Volunteer Banquet. Yard- of-the-Month judges, adult Adopt-A-Spot volunteers, and City Council will be invited to attend. Staff members will contact Nikki's Pasta and Pizza, Birdville Fine Arts Center, and Iron Horse Golf Course to see if these establishments can accommodate a large group of people, and to compare menu selections and prices. 7. BUDGET FY 2000/2001 Staff and commission members briefly discussed the proposed budget for fiscal year 2000/2001 . 8. STAFF REPORT None at this time. 9. CITIZEN INPUT None at this time. 10.
