MINUTES OF THE BEAUTIFICATION COMMISSION

CALL TO ORDER
Patsy Tucker called the meeting to order at 7:15 p.m.
2.
APPROVAL OF THE MINUTES
Motion by Theresa Hampton to approve the minutes of the August 17, meeting, second
by Emily Ward. Motion approved.

DISCUSS DESIGN FOR 1999 CHRISTMAS DECORATION AWARDS
Commission members discussed the possibility of purchasing undecorated, wooden
Christmas trees, which could be bought from Garden Ridge for $5.98 each, to use as
signage for the 1999 Christmas Decoration Awards. Members then discussed whether
or not to have the tress painted and decorated by a professional or attempt to decorate
them themselves. A motion was made by Deloris Pultz to table the tree decorating
discussion until the October 5, workshop, second by Theresa Hampton. The members
did decide to use the wording NRH Christmas Decoration Award -Festive-, NRH
Christmas Award -Spiritual-, and NRH Christmas Decoration Award -Regional- on
whatever signage is used.

DISCUSS CLEAN CAMPUS PROGRAM
Since the Clean Campus Program has been on hold, Jeanne Lueck recommended that
she talk to the school principals and grounds keepers to see if they wish to keep the
program or do away with it. Ms. Lueck pointed out that several of the schools have new
principals whom might have ideas as to how the school children can be more involved
in the program. Ms. Lueck will report whether or not the schools have chosen to
participate in the program, at a later date.

REVIEW OF NEW ADOPT-A- SPOT PARTICIPANTS
Kathy Luppy"whose 5th grade class at North Ridge Elementary adopted Meadow
Street, which is located between Chapman and Hightower, would like to have an Adopt-
A-Spot signthat can be placed in the area they have adopted. A motion Wasmädéby
Theresa Hampton to change the current Adopt-A-Spot signs from a green background
with white lettering to a luminescent blue background with white lettering with North
Richland Hills Beautification Commission appearing in small letters at the bottom of the
sign and the Adopt-A-Spot participants name in large letters at the top, second by
Deloris Pultz. The motion passed with a recommendation that only two signs are
purchased at this time. One of the signs purchased will be for Kathy Luppy's 5th grade
class and the other will for the Beautification Commission.
Staff member Debbie York suggested having signs made which state This Spot
A vailable for Adoption and having Commission members place them in areas they feel
need the most attention. Commission members felt this idea was worth discussing at a
later date, so it was tabled until November.

REVIEW DECISION TO FUND PARKlRECREA TION AFTER SCHOOL
Debbie York reported that Vickie Loftice, Assistant Director of North Richland Hills
Parks and Recreation Department, was very appreciative of the gum ball machine
proceeds donation.

DISCUSSION OF VOLUNTEER BANQUET PLANS
A motion was made by Jane Dunkelberg to have the banquet at Steak & Ale restaurant,
second by Emily Ward. Motion passed. The banquet will be November 2, at 7:00 p.m.
Debbie York will check with Steak & Ale on pricing and report to Commission members
at the October 5, workshop. Patsy Tucker will furnish a guest list to Environmental
Services staff who will then mail out invitations.
9.
DISCUSSION OF OTHER ITEMS/CITIZEN INPUT
Debbie York reported that North Richland Hills Fire Chief Andy Jones has agreed to
provide a fire truck for the December 6, tree lighting ceremony; and firefighter Steve
Papagno agreed to play "Santa" and hand out candy canes. Commission members
agreed that the candy canes handed out at this years ceremony should be larger than
the ones handed out in previous years.
Debbie York also reported that Donna Huerta, North Richland Hills Director of
Communications, would include the Christmas Decoration Awards information in the
City newsletter.
Jane Dunkelberg reported that she had recently attended the American Urban Forestry
conference held in Seattle and would like to discuss the possibility of the Beautification
Commission furnishing and planting 2000 trees in celebration of the year 2000. This
item will be discussed during a workshop at a later date.

Patsy Tucker made a motion to adjourn the meeting at 8:45, second by Theresa
