ORDINANCE NO. 1630
AN ORDINANCE LEVYING A TAX RATE FOR THE CITY OF
NORTH RICHLAND HILLS, TEXAS FOR THE 1989 TAX YEAR
BE IT ORDAINED AND ORDERED BY THE CITY COUNCIL
OF THE CITY OF NORTH RICHLAND HILLS THAT:
We, the City Council of the City of North Richland Hills do
hereby levy or adopt the tax rate on $IOO valuation for this City for tax year
1988 as follows:
$ .24604 for the purposes of maintenance and operation.
$ .25889 for the payment of principal and interest on debt of
this City.
$ .50493 total tax rate.
The tax assessor-collector is hereby authorized to assess and
collect the taxes of the City of North Richland Hills on this 25th day of
September, 1989.

That there is hereby levied and shall be collected as provided by
law, an Ad Valorem tax for the year 1989 on all property, real and personal,
except such property as may be exempt from taxation by Constitution and the
statutes of the State of Texas, and ordinances and resolutions of the City of
North Richland Hills, situated within the corporate limits of the City of North
Richland Hills, Texas, on January 1, 1989, and that the amount to be applied to
the value of such property shall be 50.493¢ per $100.00 valuation.

That the tax so levied and assessed shall be apportioned to the
accounts and funds in the amount as set forth above. The amounts collected for
payment of principal and interest on debt of the City shall be deposited into
an interest and sinking fund for that purpose until a total of $3,653,252 is
deposited from the 1989 Ad Valorem tax levy. A three percent (3%)
uncollectible factor is imputed.

That the taxes provided for herein are in accordance with the
appropriate State statues.

Ad Valorem taxes levied by this Ordinance shall be due and
payable on October I, 1989, and shall becaœ delinquent on the first day of
February, 1990. Payment of such tax is due in one full installment.
5.
If the tax is unpaid after February 1, 1990, such tax will becaœ
delinquent and penalty and interest will attach and accrue as provided by the
Statures of the Texas Property Tax Code Sec. 33.01.

6.
In the event the taxes becane delinquent and in the event such
delinquent taxes are referred to an attorney for collection, an addi tional
amount of fifteen percent (15%) of the total amount of tax, penalty and
interest then due shall be added as collection costs to be paid by the taxpayer.

Taxes herein levied and uncollected shall be a first prior and
superior lien against the property, and the said lien shall be superior liens
charges, and encumbrances, and such lien shall attach to personal property with
the same priority as to real property.
8.
The lien provided herein shall be attached as of January 1, 1989.
9.
Should any section, provision or clause of the Ordinance be
declared by a court of canpetent jurisdiction to be invalid, the same shall not
affect the validity of the Ordinance as a whole or any part thereof other than
the part so declared to be invalid.
10.
The Ordinance shall become effective fran and after the date of
its approval and adoption as provided by law.
PASSED AND APPROVED by the Ci ty Council of the Ci ty of North
Richland Hills, Texas, upon first and final reading, at a regular meeting on
the 25th day of September, 1989.

NOTICE OF VOTE ON TAX RATE
The City of North Richland Hills con-
ducted a public hearing on a proposal to
increase your property taxes by 14.58
percent on September 18, 1989 at 7:30
p.m.
A public meeting to vote on the tax rate
will be held on September 25, 1989 at
7:30 p.m. at City Hall, 7301 N.E. Loop
820, No~th Richland Hills, Texas.
NOTICE OF PUBLIC HEARING
ON TAX INCREASE
The City of North Richland Hills will hold a public hearing on a pro-
posal to increase total tax revenues from properties on the tax roll in
1988 by 14.58 percent. Your individual taxes may increase at a
greater or lesser rate, or even decrease, depending on the change in
the taxable value of your property in relation to the change in taxable
value of all other property.
The public hearing will be held on September 18, 1989 at 7:30 p.m.

The statement 'above shows the percentage increase the proposed
rate represents over the $0.44068 tax rate that the unit published on
August 20, 1989. The following table compares taxes on an average
home in this taxing unit last year to taxes proposed on the average
home this year. Again, your individual taxes may be higher or lower,
depending on the taxable value of your property.

Under this proposal taxes on the average home would increase by
$39.67 or 16.02 percent compared with last year's taxes.
Comparing' tax rates without adjusting for changes in property
value, the tax rate would increase by$0.06513 per $100 of taxable
value or 14.809 percent compared to last year's tax rate. These tax
rate figures are not adjusted for changes in the taxable value of
property.
