APPROVAL OF THE MINUTES
Mr. Baxter made a motion to approve the
minutes of the September, 1991 meeting.
Ms. Mapston seconded the motion.
The vote was unanimous in favor of the
motion.
ITEM 3: ELECTION OF OFFICERS
In accordance with the Beautification Commission By-Laws, elections of
the Chairperson and Vice-Chairperson will be held at the regular
business meeting in October of each year.
Nominations for Chairperson were opened. Ms. Dunkelberg nominated
Jerry Taylor for Chairperson, Ms. Scoma seconded the motion. No other
nominations were offered. Vote was unanimous in favor of the motion.
Nominations for Vice-Chairperson were opened. Mr. Taylor nominated
Alice Scoma for Vice-Chairperson, Ms. Tucker seconded the motion. No
other nominations were offered. Vote was unanimous in favor of the
motion.
Mr. Taylor thanked the Commission for their confidence in electing him
as Chairperson.
ITEM 4: REPORT ON NUISANCE ORDINANCE BOOKLET
Mr. Taylor updated the Commission as to the status of the booklet.
Messrs. Browne and LeBaron submitted their suggestions for addendums
to the booklet. Discussion was held and changes were made. Mr.
Taylor requested Ms. with and Ms. Sommermeyer assistance in
proofreading the booklet before they were printed and went to the
Finance Department for distribution to the citizens.
ITEM 5: CHRISTMAS TREE LIGHTING CEREMONY
The Parks and Recreation Department have received shipment of the
recently purchased Christmas tree lights. Ms. Scoma stated that the
Ceremony has been set for December 7, 1991 at 6:00 P.M.. The Richland
High School Choir and Jazz Band will perform. Once again, Santa will
arrive on a Fire Department truck. The Parks and Recreation
Department will set up the lights as in the past. Mr. Taylor stated
that he will check with NAS Dallas and Carswell Air Force Base in
trying to reserve an honor guard to also commemorate the 50th
Anniversary of the attack on Pearl Harbor.
ITEM 6: DISCUSSION OF GREEN THUMB SEMINAR
Ms. Dunkelberg gave the following report on the upcoming seminar.
Ms. Jan Wilson will be holding the seminar on Wednesday, October 30,
1991 at the Recreation Center. Ms. Dunkelberg requested staff's
assistance in mailing information on the seminar to the "Don't Bag It"
participants and Yard of the Month and Landscape of the Month
recipients, as well as press releases to the various radio stations
and newspapers. Also a release on Citicable 36 was requested.
ITEM 7: BEAUTIFICATION OF CITY ENTRY POINTS
At the September 17,1991 City Council "Summary of Goals Setting
Workshop", the Council issued their perceptions of goals for the city.
One of the items listed is the beautification of entrances to the
City. It is the Council's desire to upgrade and improve the visual
appearance of various entrances into North Richland Hills, especially
along Grapevine Highway between Harwood and Bedford-Euless Roads.
Discussion was held on the various areas for signage and landscape.
Mr. Baxter will look further into this project.
ITEM 8: DISCUSSION OF OTHER ITEMS
Ms. Dunkelberg stated that the Chamber of Commerce Project Pride will
begin an "environmental center" for Life Science classes near Haltom
High School. Emphasis will be placed on greenbelts. The Commissions
and Boards in the five participating cities along with the Birdville
Independent School District are asked to participate in this project.
Also, Project Pride's "Bag-a-Thon" has been tentatively set for
April 4, 1992. Ms. Dunkelberg made a motion to commit the NRH
Beautification Commission to join with the other participating
cities' beautification commissions in the annual "Bag-a-Thon".
Ms. Sommermeyer seconded the motion. Vote was unanimous in favor
of the motion.
Ms. Sommermeyer submitted the attached report on the "Waste in Place"
Seminar held at the Wiley G. Thomas Coliseum on September 21, 1991 for
Birdville ISD staff.
Mr. Taylor designated responsibility for the various annual projects
held by the Beautification Commission. Discussion was also held on
the budget expenditures for the Commission for FY 91-92.

Ms. Dunkelberg made a motion to adjourn.
Ms. Sommermeyer seconded the motion.
