CITY OF NORTH RICHLAND HILLS
Beautification Commission of the City of North Richland Hills
March 7. 1989 at 7:00 P.M.

APPROVAL OF THE MINUTES Motion made by Ms. Scoma and seconded by Ms. Kemp to
approve the minutes of February 7, 1989 meeting.
ITEM 3: DISCUSSION OF TREE PRESERVATION ORDINANCE
Discussed placing "Guidelines for Tree Preservation" in two city offices, but not in
ordinance. Ms. Robinson will ask the city attorney to meet with us in April. Ms.
Scoma will draft an introductory letter to preface ordinance.
ITEM 4: DISCUSSION OF NUISANCE ORDINANCE
Ms. Robinson recommended changes in nuisance ordinance as follows:
1. Time limit - 45 days too long - should be cut down to 10 days.
2. Needs a definition of what a junk car is.
3. Needs a definition of what an antique car is.
4. Possible permit for antique cars.
5. Junk yard should be defined.
6. Install a "Court of Record" in our court systems:
a. So monies will remain in our city.
b. So judges in Tarrant County would not just throw cases out of court because
no record was made when ticket comes to trial.
c. Cut postage to city.
d. So citizens will feel that complaints they make are being taken care of and
the law is upheld.
e. So citizens can enjoy their homes and neighborhood.
Ms. Robinson will draft a letter to City Council recommending the establishment of a
Court of Record.
ITEM 5: DISCUSSION OF OTHER ITEMS
Ms. Robinson reported that Mr. Powers will not be able to attend meetings for at
least two months. Motion was made by Alice Scoma and seconded by Pat Fisher to
allow a leave of absence for that time.
YARD AWARDS - Ms. Scoma reported that the City will paint signs, print certificates
for yard awards. Guidelines:
1. Consistent maintenance of lawn.
2. Good use of year-round shrubs.
3. Good use of seasonal plant.
Need to contact Haltom City Garden Club about other guidelines.
Guidelines for Business of the Month:
1. Consistent maintenance of visible areas.
2. Significant improvements of visible areas.
Ms. Scoma volunteered to be head of the committee for these awards. Awards will be
given May - October. Volunteer citizens will be asked to be part of committee to
choose yards and businesses.
No workshop will be held in March. The next meeting will be April 3.
Monday at 7:00 P.M. because of fund-raiser for Chamber of Commerce and
Birdville School District.
