BOARD OF APPEALS OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS
AUGUST 18, 1998 7:30 p.m.

The meeting was called to order by Chairman Garry Cope at 7:30 p.m.

CONSIDERATION OF MINUTES OF MARCH 3, 1998 & JUNE 16, 1998
APPROVED
Mr. Augustine, seconded by Ms. Morris moved to approve the minutes of the
March 3, 1998 meeting. The motion carried with a vote of 5 - O.
Mr. Augustine, seconded by Mr. Norwood, moved to approve the minutes of the
June 16, 1998 meeting. The motion carried with a vote of 5 - O.

CONSIDERATION AND ACTION ON BUILDING OFFICIAL'S ORDER TO
DEMOLISH STRUCTURE LOCATED AT 6601 HARMONSON ROAD, ALSO
KNOWN AS LOT 4, BLOCK 63, NORTEX ADDITION; A.JU. & DARLENE E.
PRESLEY, OWNER OF RECORD

Chairman Cope opened the public hearing and asked for any respondents.
Seeing none, he asked staff for their recommendation.
Ed Dryden, Building Official, stated that Code Enforcement had conducted an
inspection of the structure at 6601 Harmonson Road and upon assessment of
inspection, a Demolition Order was issued. The owners have not made any
application for permit nor have they started any demolition activity. He explained
that before the City can take further action, a public hearing must be conducted
and a ruling by the Board of Appeals is required.
Tim Horvath, Code Enforcement Officer, stated that the current owner of Record
had been contacted, explaining that the first certified mail receipt had been
signed for. All additional correspondence has been returned to the City
unclaimed.
An additional title search was conducted in July and the owner of record
remained the same. Mr. Horvath showed pictures of the condition of the
structure.
Having no questions for Mr. Horvath, Chairman Cope asked for staff's
recommendation.
Mr. Dryden stated that staff recommends the structure be found substandard,
deemed a dangerous building and ordered demolished.
The public hearing was closed.
Mr. Larriviere moved to comply with the City's recommendation to have the
property demolished. Ms. Norwood seconded the motion and it carried
unanimously.
Mr. Dryden explained that one last order of demolition will be sent to the ?wner
of record, allowing 30 additional days. Upon the completion of 30 days, the City
will contract the demolition out.

CONSIDER AMENDING THE BOARD OF APPEALS RULES &
REGULATIONS, SPECIFICALLY, SECTION 2.1, ELECTION OF OFFICERS
The Commission decided to leave Section 2.1, Election of Officers, as is
currently written.

STAFF REPORT
Mr. Dryden stated that a staff report was included in the packets, which lists
other houses and structures that have been considered dangerous buildings.
The report showed that the majority of the owners of these structures have
voluntarily worked with the City in these cases.

There were none.

Having no additional business to conduct the meeting adjourned at 8:00 p.m.
