MINUTES OF THE REGULAR CALLED MEETING
OF THE BUILDING BOARD OF APPEALS
OF THE CITY OF NORTH RICHLAND
HILLS, TX JULY 12, 1988. - 7:00 P.M.
CALL TO ORDER

stated the reason for this meeting was to discuss
letter of June 15, 1988, concerning board members
Mr. Skinner read the Mayor's letter to the board
Mrs. Norwood asked if all the board/commissions have
alternate member like the Board of Appeals currently has
Mr. Skinner stated all board/commissions have alternates.
Mr. Baker asked if we have any records showing we were unable
to have a meeting.
Mr. Skinner stated only one time in four years has the board
not had a quorum.
Mr. Crane made the suggestion that the alternates, alternate
with the regular board members so that all members stay
abreast of all cases heard by the board.
Mr. Skinner stated he would draft a letter to the Mayor and
add any additional comments other board members may have.

Dear Sir:
Historically, the Board of Appeals has met once a month to address
our agenda. The scheduled meeting is the 2nd Tuesday of the month with
a provision to meet the 4th'Tuesday of the month if necessary. We have
never failed to have a quorum for our meeting. The Board is represented
by five members and two alternates.
The Board of Appeals supports a proposal for keeping an attendance
chart, effective immediately, for its members. Additionally, it is re-
commended, should any member miss two consecutive meetings, he/she should
be asked by the Mayor's office and the Chairman of the Board to resign.
Extinuating circumstances would be considered such as health, etc. Also,
if any member missed more than 40% of the monthly meetings, this would
be a consideration for dismissal. The replacement should come from the
senior alternate, based on service time. We also suggest that the
alternate r,otate with the current board member should 100% attendance
be achieved.
Our Board has been keeping such an attendance record since January
1., 1988 and finds that we have become a very cohesive group. NRH is a
large enough community with enough citizens who would gladly give their
time to working for our city if given the opportunity. The Board of
Appeals consists of some of those citizens.
This Board and all of its members remains devoted to fulfilling
the tasks assigned by the City Councilor by the by-laws which govern
this Board. We are pleased to act upon our duties with civic pride
representing the City of North Richland Hills.
