CALL TO ORDER
Chairman Brad Greene called the meeting to order April 7, 2008 at 6:04 p.m.

APPROVAL OF THE MINUTES OF THE FEBRUARY 4, 2008 MEETING
APPROVED
Motion: Mr. Lombard moved to approve the minutes of the February 4, 2008 Park and
Recreation Board meeting. Ms. Kusmierski seconded the motion.
Motion to approve carried 4-0.

RECOMMEND READOPTING THE YOUTH PROGRAMS
STANDARDS OF CARE ORDINANCE
APPROVED
Ms. Adrien Pekurney, Recreation Center Manager, presented the Youth Programs
Standards of Care Ordinance to the Park and Recreation Board. Since the Recreation
center offers day camp programs for children ages five to thirteen, they are required by the
Texas Legislature to meet day care licensing requirements or file for an exemption of the
Child Care Standards of Regulations of the Texas Human Resources Code.
The NRH day camp program meets, and in some areas exceeds, many of the standards
listed in the state's Child Care Standards and Regulations. City Council holds a public
hearing and adopts the Youth Programs Standards of Care Ordinance on an annual basis.
Motion: Mr. Lombard moved to forward the Youth Programs Standards of Care Ordinance
to City Council for their consideration. Ms. Kusmierski seconded the motion.
Motion to approve carried 4-0.

LIGHTING AT TIPPS CANINE HOLLOW CAPITAL IMPROVEMENT PROJECT
(TABLED)
Motion: Ms. Kusmierski moved to table this item until the Park and Recreation Board's next
scheduled meeting. Mr. Filis seconded the motion.
Motion to table carried 4-0.

RECOMMENDATION OF NORTHFIELD PARK PLAYGROUND RENOVATION
(APPROVED)
Mr. Joe Pack, Senior Park Planner and Mr. Jason Moore, Park Planner, presented three
design options for the Northfield Park Playground renovation project for the Board's input.
Staff worked with several different manufacturers in preparing the design options and also
solicited input from the neighborhood group. The Park and Recreation Board chose Option
#1 which includes finro Landscape Structures -"EVOS" for the 5-12 yr olds and
"Playshaper" for the 2-5 yr olds, a structure from Kompan -"Argo" for the 5-12 yr olds and
a Double bay 8' swing set from BigToys.
Motion: Mr. Filis moved to forward option #1 to City Council for their consideration.
Ms. Kusmierski seconded the motion.
Motion to approve carried 4-0.

YOUTH ASSOCIATION YEARLY REPORTS
The Parks and Recreation Department provides athletic facilities for four youth sports
associations. Each year the youth associations are required to make a presentation to the
Park and Recreation Board outlining the programs and services they provide and the
status of their association. The following associations made their presentations at the
February 2, 2008 meeting; North Richland Girls Softball League, North Area Youth
Association and the Richland Youth Association.
Darren West, with the Birdville Area Youth Futbol Alliance, presented information on the
status of the soccer association.

PRESENTATION OF THE PARKS LONG RANGE CAPITAL
IMPROVEMENT PROGRAM WORKSHEET
Mr. Bill Thornton presented an overview of the Parks and Recreation Facilities
Development Revenue/Cost Program and the Long Range Plan Worksheet. The
presentation provided the Park and Recreation Board an understanding of the Parks CIP
Long Range Plan and how projects and funding are amortized over several years. The
Long Range Plan Worksheet is used to schedule and forecast financial needs as projects
are completed and new projects identified. The CIP Budget and Long Range Plan are
prepared annually.

RELATED CITY COUNCIL AGENDA ITEMS
Ms. Vickie Loftice, Director of Parks and Recreation, presented a list and overview of
anticipated City Council agenda items for the months of April and May 2008.

UPDATE ON THE SOUNDS OF SPRING CONCERT SERIES
Ms. Sharon Davis, Assistant Director, presented information on the Sounds of Spring
Concert Series. The concerts kicked off on Friday, April 4 with about 400 people in
attendance for The Texas Gypsies. The remaining concert lineup includes; Realty Bites -
April 11, Songs of Sinatra featuring David Hallum and his Big Band - April 18, He Wears
Black - April 25, Petty Theft - May 2 and Brave Combo - May 9. New this year will be
fireworks for the first and last concerts.

PRESENTATION OF THE PUBLIC ART VIDEO/PUBLIC ART COMMISSION FOR THE
GRAND AVENUE PARK PLAZA
Ms. Vickie Loftice presented a video showcasing the City's Art In Public Spaces Program.
The video was produced by the City's Communications Department.
Ms. Loftice also presented information on the Public Art Commission for the Grand Avenue
Park Plaza. After reviewing several potential artists' qualifications and experience, staff is
recommending Barbara Grygutis for the public art commission at the Grand Avenue Park
Plaza. Barbara is a resident of Arizona and has created works of art for public spaces
since 1971 including 50 commissions of public art throughout the country. Mayor and
Council will consider the selection of Barbara Grygutis for the public art commission at
their April 14, 2008 meeting.

NRH2O FAMILY WATER PARK UPDATE
Mr. Chris Swartz, Waterpark Manager, updated the Board on preparations for NRH2O's
14th season of operations.

Part-time seasonal team members' pay wages were recently adjusted due to the increase
in minimum wage and also to keep the park competitive in the recruitment of seasonal
employees. Most base team members pay starts at $7.00 per hour with lead positions
earning $8.25 and part-time supervisors earning $10.25 per hour. The wage increase will
impact the current year budget by approximately $106,000.
NRH2O is in the process of hiring their seasonal team members. NRH2O hires about 350
seasonal team members in 32 different positions at the park.
The 2008 Park Operating Schedule was included in the Park Boards' packets for their
information.
Cup & Chaucer, which is located at the new Library and being managed by NRH2O
officially opened on April 19, 2008. Starbucks trained the staff members in the making of
coffee and use of the equipment.
NRH2O will have fireworks this year on June 21, July 19 and August 16.

OTHER INFORMATIONAL ITEMS
City Council awarded the Professional Services contract for the design of the new
Recreation Center to Brinkley Sargent Architects at their March 24, 2008 meeting.

motion.
