CALL TO ORDER Chairman Mark Haynes called the meeting to order October 3, 2005 at 6:02 p.m. 2. APPROVAL OF THE MINUTES APPROVED MR. MILLER MOVED TO APPROVE THE MINUTES OF THE AUGUST 1, 2005 MEETING. MR. GREENE SECONDED THE MOTION. MOTION TO APPROYE CARRIED 6•O. 3. PR 05-19 CAPITAL IMPROVEMENT PROGRAM BUDGET POWERPOINT PRESENTATION Mr. Bill Thornton, presented an overview of the FY 2005/2006 Capital Improvement Program Budget. New projects include the Liberty Park Fencing, City Entry Sign at Harwood East, City Lakes at Cafloway Creek Study and replacement of the fron Horse Greens. Ms. Kusmierski arrived at 6:06 p.m. 4. PR 05-20 DISCUSSION OF PARK CLASSIFICATIONS AND USE Mr. BiN Thornton presented a detailed description of the park classification system as established in the 2000 Parks, Recreation & Open Space Master Plan. The presentation showed how this cfassification system provides for the orderly, consistent planning and development of our park system. 5. PR 05-21 PARKS IN PROGRESS REPORT - CONTRACT MOWING UPDATE AND DEMONSTRATION OF SECURITY CAMERAS Mr. Gary Bechthold, Parks Superintendent, presented information on the Park Security Cameras. Mr. Bechthofd provided an overview of how the system operates and discussed the potential benefits of the camera system. Mr. Bechthold also updated the Park and Recreation Board on the mowing contract with VMC for general parks mowing. VMC has been very responsive. Park staff redirected available man hours towards completing projects that they were previously unable to address such as painting the Linda Spurlock Park Pavilion, restriping parking lots at various parks and painting the basketball courts at Richfield Park. 6. PR 05-22 RECREATION PROGRAM UPDATES RECREATION PROGRAM HIGHLIGHTS - POWERPOINT PRESENTATION Ms. Sharon Davis, Recreation Superintendent, updated the Park and Recreation Board on the following: A new wellness program was introduced at the Recreation Center, Generation Go! This fitness program combines seniors from SilverSneakers~ with children from our preschool program. At their September 12th session, the children performed some of the simple range of motion exercises and acted as a"fitness buddy" by helping their senior partner with equipment such as passing the ball to each other. In turn, one to two times a month, a SilverSneakers~ volunteer will visit the preschool class and read during story time or share a talent ofi some kind. As part of the National Step Up fo Healfh campaign, the Parks and Recreation Department launched a Get Walking NRH program. The program encourages residents to gather for family and community-oriented walks at various park sites. Fall softball began on September 19th with 63 teams participating. This is an increase of 22% from the fall 2004 season. Park and Recrearion Board Minutes October 3, 2005 2 The Bursey Road Seniors have been busy making lap robes and baby caps and other contributions this month. They donated 20 baby caps for JPS, 10 lap robes for Manor Care Nursing Home plus donations to the City of NRH HUGS program and Katrina Relief. Dan Echols Senior Center staff has been working hard to increase senior program registration. They registered 88 new participants in various classes. There are now a total of 169 students enrolled in classes for the fall. Dan Echols Senior Center will host a reunion of past members at their Hurray for Ho!lywood and Friends event scheduled for October 19th. The center has partnered with many area businesses to make this event a success. Mr. Miller commented that he cannot say enough nice things about Kathye McCall, the Senior Center Supervisor. The Parks and Recreation Department wilf present "Autumn Night Music" Concert Series at Fossil Creek Park on October 7th and 14tn League registration at Richland Tennis Center is up 225 participants compared to last year. Tennis Center staff has worked hard implementing new leagues. Family Fun Night was held on September 16~' at Linda Spurlock Park. Approximately 500 peop{e attended and enjoyed a movie, The Ghost and Mr. Chicken, stargazing with the Astronomical Society, and concessions provided by Mullendore Elementary PTA. Staff received a lot of great comments and requests for more activities at Linda Spurlock Park. Ms. Davis introduced Adrien Pekurney, Recreation Center Manager, who highlighted information about the Recreation Center and class programming. 7. PR05-23 SCHEDULE TOUR OF PARK AND RECREATION FACILITIES Ms. Loftice scheduled a date for a tour of park and recreation facilities for Mr. Mike Filis, new Park and Recreation Board member. 8. OTHER INFORMATION ITEMS Mr. Marlin Miller requested that staff submit a request for a bus that is wheelchair accessible in the next CIP budget or as a decision package. He also asked if staff could partner with another city or look in to a lease option. Staff will do some research on this subject. Ms. Loftice announced that Chairman Mark Haynes will serve on a committee for the consultant selection for the Update to the Park System Master Plan in which the Park and Recreation Board wil{ be very involved in.
