CALL TO ORDER
Chairman Mark Haynes called the meeting to order August 1, 2005 at 6:01 p.m.
2.
WELCOME NEW PARK BOARD MEMBER, MIKE FILIS
Chairman Haynes introduced the new Park Board Member, Mike Filis and welcomed
him to the Board.

APPROVAL OF THE MINUTES
APPROVED
MR. MILLER MOVED TO APPROVE THE MINUTES OF THE JUNE 6, 2005
MEETtNG. MR. RUTHVEN SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 5-O.
Ms. Kusmierski arrived at 6:06 p.m.

PR 05-13 ELECTION OF CHAIRMAN & VICE CHAIRMAN
MS. KIRBY MOVED TO REAPPOINT MARK HAYNES AS GHAIRMAN AND BRAD
GREENE AS VICE CHAIRMAN. MR. MILLER SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 6-O.

PR 05-14 REVIEW OF THE DOG PARK PLANS
APPROVED
Mr. Bili Thornton introduced guests present: Mr. and Mrs. Don Tipps, who have been
instrumental in the development of the Dog Park which began with a Park Amenity
Request that was submitted by their daughter Tracye Tipps. He also introduced Mr.
and Mrs. Gilliland who live adjacent to Northfield Park.
Mr. Dalan Walker, Parks Capital Projects Superintendent, presented the concept plan
for the dog park which was designed by staff. The park includes separate areas for
large and small dogs, a double gated entry and parking. There is an alternate for
additional parking as well.
Rules and regulations will be established by a committee which will be lead by Sharon
Davis, Recreation Superintendent.
Chairman Mark Haynes asked Mr. and Mrs. Gilliland if they were happy with the
proposed plan which has been located in another area of the park instead of adjacent to
their property. They commented that they do not have a problem with this plan.

THE ALTERNATE OF ADDITIONAL PARKING TO CITY COUNCIL FOR THEIR
CONSIDERATION. MS. KIRBY SECONDED THE MOT[ON.

PR 05-15 PARKS IN PROGRESS REPORT - WALKER'S CREEK TRAIL
POWER POINT
Ms. Britt Flaten, Park Planner, presented a Power Point presentation on the Walker's
Creek Trail & Bicycle Transit Station.
Construction began in December of 2004. Currently there is 800 feet of trail left to pour.
The contractor is also working on cleanup and the Mid Cities retaining wall.
In October the Parks In Progress Report will highlight Classifications of Parks.

PR05-16 NRH2O STRATEGIC PLAN - POWER POINT
Mr. Chris Swartz, NRH2O Park Manager, presented a Power Point presentation
summary of the recommendations from the NRH2O Strategic Plan Update.
Request for Proposals were issued and responses evaluated by a committee consisting
of City staff. Upon review by the City Manager, a team assembled by William Haralson
of William L. Haralson & Assoc., Inc. was selected to conduct the study. Assisting Mr.
Haralson with the study were Steve Mayer from Cross Country Parks and Mark Hatchel
from Kimley-Horn.
Major key topics covered in the plan included Marketing, Group Sales, On-Park Sales,
Staffing, Master Plan update and Pricing.

PR 05-17 RECREATION PROGRAM UPDATES - SENIOR PROGRAM HIGHLIGHTS
Due to guests being present from the Senior Centers, Ms. Davis requested that this
agenda item be covered at the beginning of the meeting.
Ms. Sharon Davis updated the Park and Recreation Board on the following:
Pedometers are still available at the Recreation Center. They are being sold for $3.00
each, while supplies last.
The Recreation Expo - Open House was held on Saturday, July 30. This was the very
best year for the Open House which brought in $17,000 for class registration revenue.
The Missoula Children's Theater was held the week of July 25. The final perFormance
was held on Saturday, July 30 with 58 children participating in the production of Snow
White and the Seven Dwarfs.
Senior Center Programs are being highlighted this month: Kathye McCall, Senior
Center Supervisor for the Dan Echols Center and Dee Ann Case, Senior Center
Supervisor for the Bursey Road Center presented information about the activities
offered at their facilities. Many of the same activities are held at both centers and
include traveling, craft sales, luncheons, health checks, educational seminars, games
and fellowship. Dan Echols also participates in the Tarrant County Regional Food Bank
and provides lap robes for Heartland Hospice. Bursey Road Senior Adult Center
provides John Peter Smith Hospital with preemie caps and lap robes. Dan Echols
Senior Adult Center also has a group of 12 ladies, "The Dan Echols Singers" who have
had over 120 performances this year.

PR 05-18 SCHEDULE TOUR OF PARK AND RECREATION FACILITIES
Staff would like to schedule a tour of Park and Recreation Facilities for the new Board
Member, Mike Filis, and any other Board Members who would like to attend. Several
dates were discussed, but it was decided that we would wait until September due to
August being a busy month for most. The Board will be contacted at a later date to
schedule the tour.
10.
OTHER INFORMATION ITEMS
Chairman Mark Haynes presented the Proclamation, which was issued and presented
by the Mayor in July, for "National Parks and Recreation Month".
11.

MILLER SECONDED THE MOTION.
