CALL TO ORDER
Chairman Mark Haynes caffed the meeting to order June 6, 2005 at 6:01 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
APPROVED
MOTfON:
Mr. Miller made a motion, seconded by Ms. Kirby, to approve the minutes of the April 4,
2005 meeting.
Motion to approve carried 5-0
Mark Cochran entered the meeting at 6:05 p.m.
Brad Greene entered the meeting at 6:08 p.m.
ITEM 3.
PR 05-09 Presentation by Bill Thornton on Master Development Plans for Little
Bear Creek Park Site, Goode Place Park Site and Norich Park Site
Mr. Bill Thornton gave a presentation over the Master Development Plans for Little Bear
Creek Park Site, Goode Place Park Site and Norich Park Site, and requested the Board
to consider recommending the plans to City Council.
The Board reviewed the May 19, 2005 Public Meeting Notes. There were over 800
letters sent to citizens within the surrounding neighborhoods of each of these parks.
Seventeen citizens offered comments and suggestions.
Discussion was held.
Ms. Kusmierski made a motion, seconded by Mr. Miller, to recommend the plans to City
Council with a special note on the basketball court at Norich Park Site.
Motion to approve carried 7-0
ITEM 4.
PR 05-'10 PARKS IN PROGRESS
Mr. Bifl Thornton updated the Board on the Davis Boulevard Landscape project. The
project includes design for landscaping along Davis Boulevard befinreen Maplewood and
Emerald Hifls Way, and includes a sidewalk along Davis Boulevard. The next step is to
propose the project to Texas Department of Transportation. Mr. Ruthven asked if the
plans included any medians. Mr. Bill Thornton said no.
Chairman Hayes asked about the Parks, Recreation and Open Space Master Plan
Up~ate. Ms. Loftice said the request for proposal is completed and awaiting approval.
There will be many opportunities for public input.
ITEM 5.
PR 05-11 ATHLETIC PROGRAM HIGHLIGHTS
Mr. Bob Hagin, Athletic Coordinator, gave an overview of the sports camps offered at
the Recreation Center.
Hook a Kid on Golf started Monday, June 6th and will end Friday, June 10~". This
program is offered through National Alliance for Youth Sports.
Kickin' Kiddos Soccer Camp is a new soccer camp for kids ages three to five years old
and is coached by Alex Do. It is a basic introduction to soccer.
There is a two week volleyball camp held at the Recreation Center. This camp is
headed up by Lesa Master, head volleyball coach at Richland High School. Age groups
for this camp includes grades six through eight and ninth grade.
Gridiron Football Camp begins June 20~' and will focus on teaching the fundamentals of
footbafl. Kyle Pekurney will be coaching the camp this year.

Skyhawks Basketball Camp is a week long camp that begins July 11 cn.
Adult Softball Leagues will play five nights per week at Northfield Park and Adult
Volleyball Leagues will play Tuesday and Thursday nights at the Recreation Center.
TAAF State Coed Softball Championships will be June 24th through June 26tn
Some new athletic programs being offered include Seven on Seven Football, Youth
Volleyball Leagues on Saturday mornings, Four on Four Flag Football and Dodge Ball.
Chairman Haynes asked about sports camps participation level. Mr. Bob Hagin said
there are over 50 kids enrolled in Gridiron Football Camp and 100 kids enrolled in
Volleybafl Camp.
ITEM 6.
PR05-~12 NRH2O HIGHLIGHTS
Mr. Chris Swartz updated the Board on the following:
This year is NRH2O's 11th season. As of 6:00 p.m. on June 6~', there have been
2,343,017 visitors since the park opened in 1995.
The waterpark was suspended finrice on Memorial Day due to weather. Attendance is
up 22% so far in June.
Fox 4 News was at the waterpark on June 6th for the 8:00 a.m. news cast with Saul
Garza.
NRH2O is concentrating less on promotions and doing more with selected partners. In
June, the waterpark is partnering with Chik-Fif-A where the public can get a$4 coupon
off admission. During the first half of the summer, an advertisement will be on 7up cans
and on 2.4 million Dr. Pepper cans during the last half.
Dive-In Movies wilf begin Friday, June 17th and will be done in-house.
Mr. Greene asked about the debt card wristbands. Mr. Chris Swartz said they will run a
trial on season pass holders towards the end of July.
Chairman Haynes asked if admissions processing time has improved this season. Mr.
Chris Swartz said they now have three windows which has helped speed up the
process.

ITEM 7.
OTHER INFORMATIONAL ITEMS
Ms. Sharon Davis updated the Board on the following:
The Cities of North Richland Hills, Haltom City and Bedford are working together to
produce a July 4th event called Quad-Cities Family 4th. The event will be near Richland
Plaza and parking will be at Birdville Stadium. Nonprofit groups will be present to sell
drinks and souvenirs.
North Richland Hills was recognized by the National Alliance for Youth Sports for its
Hook a Kid on Golf Camp.
The Fort Worth Symphony Orchestra perFormed to approximately 1,200 people at the "A
Lotta Night Music Spring Concert Series" on May 6th. Vocal Trash, a national act,
performed on May 20th. Me & Pooch perFormed on June 3`d , and Me & My Monkey will
perform on June 17tn
On April 28th, the annual Volunteer Senior Lunch was held with 100 participants in
attendance. LePeep catered the lunch and a harpist provided the entertainment. The
Colleyville Ranch Retirement Living Facility was a$500 sponsor.
Richland Tennis Center hosted the Mid Cities Masters Tournament on May 14~'. The
top eight boys and girls aged 10 -18 years old together competed in their respective
age divisions.
The Recreation Center is getting new Fitness Room flooring and the Universal
equipment is being replaced by updated equipment. The Fire Department will be using
the old equipment.
Mr. Cochran asked if there are any plans to build a new Recreation Center. Ms. Vickie
Loftice said there are plans to build a centrally located Center near Home Town.
Chairman Haynes asked when Loop 820 expansion will affect the Recreation Center.
Ms. Vickie Loftice said in about three years.
The Seniors will be highlighted at the August Board meeting.
Mr. Miller asked when the channel at Liberty Park will be completed. Ms. Vickie Loftice
said the project has been turned over to Public Works due to excavation discrepancies,
and work on the channel should begin in July.
Mr. Miller asked how we plan to stop the erosion at J.B. Sandlin Park. Mr. Dalan
Walker said after the irrigation is installed and the turf is established, the erosion should
stop.
