ITEM 1.
CALL TO ORDER
Chairman Mark Haynes called the meeting to order December 6, 2004 at 6:02 p.m.
ITEM 2.
INTRODUCTION OF THE NEW DIRECTOR OF PARKS AND RECREATION
Chairman Mark Haynes introduced Vickie Loftice as the new Director of Parks and
Recreation.
ITEM 3.
APPROVAL OF THE MINUTES
APPROVED
MOTION:
Mr. Miller made a motion, seconded by Mr. Greene, to approve the minutes of the
October 4, 2004 meeting.
Motion to approve carried 5-0
ITEM 4.
PR 04-41 YOUTH ASSOCIATION PRESENTATIONS
The following Youth Associations presented a report to the Park and Recreation Board
on the state of their association.
North Area Youth Association, Mr. Rodney Courtney, President
North Richland Hills Soccer Association, Chris Maldonado, President
ITEM 5.
PR 04-34 NRH2O END OF SEASON REPORT
Mr. Chris Swartz, NRH2O Park Manager, presented the 2004 End of Season Report for
NRH2O Family Water Park.
ITEM 6.
PR 04-43 APPOINTMENT OF SUB-COMMITTEE - PARK NAMING
RECOMMENDATIONS
Staff is requesting the Park and Recreation Board establish a committee to recommend
names for the five new park sites that will be completed in 2005. The sites include:
Little Bear Creek Neighborhood Park, Holiday Heights and Smithfield Elementary
School Neighborhood Park Sites, the property next to the Goode Place assisted living
center and the Dog Park.
The Facility Naming Board has requested that the Park and Recreation Board submit at
least three names for each of the sites for consideration.
MOTION:
Mr. Greene made a motion, seconded by Ms. Kusmierski, to establish a committee to
recommend names, to the Facility Naming Board, for the five new park sites to be
completed in 2005. Committee members include Park Board Members Brad Greene
and Mark Cochran.
Motion to approve carried 5-0
ITEM 7.
PR 04-44 FOUNDERS PARK AND LEGACY PARK NAMING CRITERIA - SUB
COMMITTEE APPOINTMENTS
During the process of naming Founders Park and Legacy Park the Facility Naming
Committee requested that these finro park sites be used to recognize the city's past
history by honoring the early founders of the city and others individuals who have left a
legacy.
Staff is requesting the Park and Recreation Board establish a sub-committee to make
recommendations on how to officially incorporate the themes of Founders Park and
Legacy Park.

MOTION:
Ms. Kusmierski made a motion, seconded by Ms. Kirby to appoint a sub-committee to
make recommendations on how to officially recognize the City's past history at
Founders Park and Legacy Park. Appointments to the committee include Marlin Miller
and Mark Haynes. An invitation will also be extended to Evalyn Lockridge and others.
Motion to approve carried 5-0
ITEM 8.
PR 04-45 PARK OPERATIONS AND CAPITAL IMPROVEMENT
PROGRAM STATUS REPORT
Mr. Bill Thornton updated the Park and Recreation Board on the following:
The public art piece was installed at Tommy and Sue Brown Park on December 1St
The park is not open to the public yet so the turf can be established.
Construction continues at Liberty Park. Staff is working on the design details for the
"Liberty Walk". The playground should be installed and the parking lot should be
formed and poured the week of December 6tn
Park Staff are removing railroad and cleaning up areas that have been dumped in along
the Cottonbelt Trail. The trail striping and signs will be installed the week of December
6tn
ITEM 9.
PR 04-46 DISCUSSION OF STRUCTURE AND FORMAT OF PARK AND
RECREATION BOARD MEETINGS
Staff requested input from the Park and Recreation Board on the structure and format of
future Park and Recreation Board meetings. The Board will continue to follow Roberts
Rules of Order.
Some of the comments included: establishing more sub-committees, moving the
meetings to various Parks and Recreation facilities and presentations by various staff
members so the Park and Recreation Board can get to know more of the staff.
ITEM 10.
OTHER INFORMATIONAL ITEMS
Mr. Glenn Nerwin congratulated Vickie on her promotion to the position of Director.
Walk, Roll & Stroll will be held on Saturday, December 11.

Mr. Greene made a motion, seconded by Ms. Kirby to adjourn the meeting at 8:43 p.m.
