CALL TO ORDER Mr. Mark Haynes, Chairman, called the meeting to order October 4, 2004 at 6:02 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Miller made a motion, seconded by Mr. Greene, to approve the minutes of the August 2, 2004 meeting. Motion to approve carried 6-0 ITEM 3. PR 04-33 DISCUSSION OF LIBERTY PARK MEMORIAL AND DEDICATION Staff is seeking input from the Park and Recreation Board on the Liberty Park Dedication. The dedication will be held on May 21, or 28, 2005 pending City Council availability and will be co-hosted by City Council and the Park and Recreation Board. Should any of the Board members want to serve on a committee for the dedication, please contact Vickie Loftice. ITEM 4. PR 04-34 RECOMMENDATION OF POSSIBLE SITE FOR THE BARK PARK City Council approved funding in the CIP budget for the design and construction of a "Bark Park". Staff has identified a possible site within Northfield Park however, staff would like the board's input on the location prior to proceeding with preparation of the design. The project will be designed in-house. Discussion was held. Ms. Kusmierski would like all the residents who live near the location of the proposed Bark Park to be notified. Also, Mr. Walker reiterated that Bark Park is not the final name of the facility. MOTION: Mr. Greene made a motion, seconded by Ms. Kusmierski, to recommend using a portion of Northfield Park for the proposed Bark Park. Motion to approve carried 6-0 ITEM 5. PR 04-35 RECREATION, ATHLETICS, SENIOR ADULTS, TEENS, TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS Ms. Loftice updated the Park and Recreation Board on the following: Hoot N' Howl will be held on Saturday, October 30, from 6-8 p.m. at Green Valley Community Park. The Recreation Center will host the first annual NRH Adult Dodge Ball Tournament on November 13. The fee is $40 per team. Registration is October 4- November 5. Currently the Recreation Center is hosting open play dodge ball on Tuesday nights from 7:00 - 10:00 p.m. Participants at the Bursey Road Senior Center made Hobo Stew on September 9. Park and Recrearion Board Minutes October 4, 2004 2 Bursey also enjoyed a 50's party on September 16. Everyone dressed in polyester, ponytails and bobby socks for the event. Alterra Retirement Facility donated lunch. On September 23 Bursey Center hosted a Potluck Breakfast. Everyone brought breakfast items and before they knew it they had a gourmet breakfast. Forty-four seniors enjoyed a bus trip to Memphis, Tennessee where they visited Graceland, the Pink Palace and had a guided tour of Memphis. Several of the seniors enjoyed a ride on the Mississippi River while others shopped on the famous Beale Street. The Dan Echols Senior Center held a"Christmas in September" Luncheon and collected over 90 unwrapped children's toys which were donated to the police department to be distributed at Christmas time. The Dan Echols Senior Center will hold their annual Rummage, Craft and Bake Sale on October 15. All proceeds go toward high school scholarships and community enrichment donations. The Cultural Arts Division held their first ever NRH Poetry Slam on September 30 at the Artisan Center Theatre in NRH. Fourteen outstanding performance poets participated in three rounds of competition. Invitations were sent out for "Vincent" - The life of Vincent Van Gogh. The one-man show will be held at the Birdville Fine Arts/Athletic Complex Black Box Theatre on October 16. Tickets are on sale at the Recreation Center or through Stacy Smith. Richland Tennis Center's Fall season has begun with 25 teams calling RTC "home". There are 19 USTA teams, four TCD teams and two NETT teams. The Fort Worth Area Combo Tournament was held at RTC on September 25 & 26 with 240 adults competing. The 5.5 women's team coached by Cynthia Copenhaver won the event and will be traveling to Waco in October to represent the Fort Worth area at sectionals. ITEM 6. PR 04-36 PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Dalan Walker updated the Park and Recreation Board on the following: The playground equipment is being installed at Tommy and Sue Brown Park. The roof of the pavilion will be installed shortly. Park and Recreation Board Minutes October 4, 2004 3 The contractor is completing the culvert extension at Liberty Park. Once that is done the other elements of the park should go in rather quickly. A design kick-off meeting was held on September 16 with David C. Baldwin and Associates for Little Bear Creek, Good Place Neighborhood park sites and Norich Park. A pre-construction meeting is scheduled for October 21 for the bike route signs. North Hills Mall will close by October 15 with the exception of Mervyns. Staff is not aware of how the mall property will be renovated. Dalan Walker visited Hodges and Associates to see the conceptual plans for the redevelopment and it appears that two buildings will be for hospital expansion. The North Hills Multi-Use Trail is on hold until further information is available. Staff is waiting on the approval from TxDOT for the Davis Boulevard street crossing traffic control plan for the Cottonbelt Trail. Staff is preparing to submit 100% plans to TxDOT for review for the South Electric Trail. Bids were received on July 23 for the Walker's Creek Trail and Bike Transit Station. ACC is the recommended low bidder. City Council will consider awarding the bid at their October 11 th meeting. Mr. Miller inquired about the number of playground inspections listed in the Parks Update. Staff will add this item to the agenda in December for discussion. He also asked about the 109 hours of vandalism and which areas were damaged, along with the cost to repair and about the fence that was installed at Northfield Park. Staff will provide an update on these as well. ITEM 7. PR 04-37 AQUATIC REPORT Mr. Chris Swartz updated the Park and Recreation Board on the following: NRH2O is in the process of updating a Strategic Plan for the water park. Staff received five proposals and the City Manager's office narrowed those down to two who will be interviewed. Attendance has dropped at the water park in the last few years due to cooler weather, and the opening of a lot of smaller facilities. The Strategic Plan will look at the Park from a business stand point and position the park for the future. Staff will keep the Park and Recreation Board informed and will bring a final report to them for recommendations. Park and Recreation Board Minutes October 4, 2004 4 ITEM 8. PR 04-38 DISCUSSION OF PARK AND RECREATION BOARD MEETING SCHEDULE Chairman Haynes asked that this item be placed on the agenda for discussion. Mr. Starr updated the Board on their meeting schedule and wanted to get their input on how often they would like to meet. Discussion was held. MOTION: Ms. Kusmierski made a motion, seconded by Mr. Greene, to keep the bi-monthly meeting schedule. Motion to approve carried 5-1 ITEM 9. OTHER INFORMATIONAL ITEMS Ms. Kusmierski reminded the Board about the ribbon cutting for the Cottonbelt Trail which will be held on December 12 and begins at Dick Faram Park. After the ribbon cutting there will be a"Walk, Roll & Stroll" event with entertainment and refreshments provided by Cottonbelt BBQ Restaurant. Mr. Miller asked about the "Grinners and Pickers" that have been meeting at North Hills Mall. The group has grown to approximately 100 people and they are looking for a location to play since the mall is closing. Staff offered the Dan Echols Senior Center as a temporary location for them to play. The "walkers" from the mall have also been referred to the Recreation Center and Dan Echols Senior Center for walking and exercise classes. Mr. Starr updated the Park and Recreation Board on the recruiting process for the Director of Parks and Recreation position. Enclosed in the Boards Packets is a new "Calendar of Events" for the Parks and Recreation Department. ITEM 10.
