CALL TO ORDER Mr. Mark Haynes, Chairman, called the meeting to order April 5, 2004 at 6:02 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Miller made a motion, seconded by Ms. Kusmierski, to approve the minutes of the February 2, 2004 meeting. Motion to approve carried 3-0 Mr. Green arrived at 6:05 p.m. Ms. McGuigan arrived at 6:16 p.m. ITEM 3. PR 04-12 RECREATION, ATHLETICS, SENIOR ADULTS, TEENS, TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS Ms. Loftice updated the Park and Recreation Board on the following: The Recreation Center joined America On The Move. This is an online site, available to any NRH Recreation Center membership holder, to privately track physical activity, healthy eating and record your daily steps. Members can choose their own travel location, "count their daily steps" and record it in an on-line log. On May 30th, members can turn in their results at the Recreation Center to be entered in a drawing for various prized from the center and surrounding areas. There are over 200 participants in the SilverSneakers~ program as of April 5. Easter In The Park was held on Saturday, April 3 at Green Valley Park. The NE Family Fourth has been canceled this year due to the loss of the launch site in the Home Town area. Spring adult softball began with 54 teams participating. This is a drop in the number of teams that we have been experiencing lately, but that was expected due to Hurst reopening their softball complex. The Sneak Preview Luncheon for Corporate Challenge was held on March 23. Corporate Challenge will be held from April 17 Thru May 1, 2004. If any members of the Park and Recreation Board would like to participate, please let staff know. Preparations continue for the Games of Texas. The event will be held July 22-25, 2004. Jim is serving as Chairman for this year's Games. There will be 33 venues and over 20 sports competed in. TXU has been secured as the Title Sponsor for this year's Games. The Bursey Senior Center is averaging 25 people each week for the new congregate meal program. Bursey Senior Center also received free seating to the Onstage Theater for the March 25th evening perFormance of "The Last Night of Ballyhoo". Dan Echols Senior Centers classes are going strong. More than 303 participants are enrolled for classes for the month of March. Park and Recreation Board Minutes April 5, 2004 2 The Dan Echols Center distributed 1,761 Ibs. of food from the Tarrant County Food Bank. The Center only paid $35 for the food but, the market value of the food is $3,875.13. On March 20th the first annual Spring Fest and Health Expo was held at Dan Echols Center. The event was sponsored by both the Bursey Road and Dan Echols Senior Centers. The Lotta Night Music Spring Concert Series got underway on Friday, April 2 with the Duffin Family. The Cultural Arts Division has teamed with NRH2O to present a spin-off of American Idol, Tarrant County's Top Pop Singing Sensafion Contest. Preliminaries are June 23 & 25 and the finals will be June 26t". The eventual winner will receive $500 in cash. TCD, NETT and USTA spring seasons started in March. Twenty-nine teams are playing out of Richland Tennis Center. RTC hosted the Mid Cities Circuit Tournament on Saturday, March 6th with 55 junior participants. Fort Worth Christian High School continues to use courts for their practice on Monday, Tuesday and Wednesday. ITEM 4. PR 04-13 PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Thornton updated the Park and Recreation Board on the following: Total man-hour expenditures for the month of March were 3,541 which was a short fall of 541 hours to meet approved standards for the month of March. A major portion of the man-hours expended were for sport field preparation, horticultural tasks and maintenance of the five new neighborhood parks. Due to the shortfall, $280 hours in overtime were expended and several projects were delayed. Staff is waiting on the revised and complete "as-builts" for Founders Park, Clyde Zellers Park, Legacy Park, Kay Granger Park and Dick Faram Park prior to issuing final payment. The contractor will begin rough grading at Liberty Park after he has completed clearing, grubbing and rough grading at Tommy and Sue Brown Park which is anticipated to take approximately three weeks. Park and Recreation Board Minutes Apri15, 2004 3 Request for Proposals have been solicited and received for Little Bear Creek, Holiday Heights, Goode Place and Smithfield Area Neighborhood Park Sites and renovation of Norich Park. A selection committee has been established to review the proposals and recommend selection of one or more consultants to perform the design work. Staff will proceed with the consultant selection process. Work continues on the Multi-Level Interactive Complex at NRH2O. Boulder work is nearing completion and once complete the entry walk will be poured. ACC is continuing work on the Cottonbelt Trail and is currently working on the Mid- Cities crossing. The contractor is also waiting on the delivery of the bridge. The project should be done by the end of September. ITEM 5. PR 04-14 AQUATIC REPORT Mr. Chris Swartz updated the Park and Recreation Board on the following: Staff is currently in the process of hiring over 300 team members for the upcoming season. They have received excellent response to their various job fairs and have had a good applicant pool to choose from. During the 2003 Season, NRH2O contracted with a food and beverage consultant to examine their good operations and make recommendations for future expansion. Some of the recommendations include: replacing the Chick-fil-a sandwich with a lower cost sandwich produced by NRH2O, adding wraps to the menu, making syrup for shaved ice from concentrate rather than ready made, renaming the Snack Shack to "The Hopper", and including a"sense of urgency" with some game oriented training. The consultant also recommended relocating the catering preparation to another building. Staff has identified a potential area for this building. Mr. Swartz also presented a short PowerPoint presentation outlining the progress on the Frogstein's Splashatory. Season pass sales are up. NRH2O will open to NRH City employees on March 14th, season pass holders on May 15th and a private rental on May 16th. OTHER INFORMATIONAL ITEMS Chairman Haynes said he received a complaint about staff not watering the fields at Green Valley. Mr. Thornton explained that the soccer fields are in transition and that staff has been watering them. They should look great in a few weeks. Kudo's to Vickie Loftice for securing TXU as the $25,000 Title Sponsor for the TAAF Games of Texas. The sponsorship committee for the Games have secured over $70,000 in cash sponsorships for the 2004 Games. ITEM 7.
