CALL TO ORDER Chairman Mark Haynes called the meeting to order June 5, 2006 at 6:03 p.m. 2. APPROVAL OF THE MINUTES APPROVED MR. MILLER MOVED TO APPROVE THE M[NUTES OF THE APRIL 6, 2006 PARK AND RECREATION BOARD MEETING. MR. GREENE SEGONDED THE MOTION. MOTION TO APPROVE CARRIED 3-O. Ms. Kim Kirby arrived at 6:04 p.m. 3. PR 06-15 FACILITY NAMING RECOMMENDATIONS The Facility Naming Board requested that the Park and Recreation Board revisit the recommended names submitted, in early 2005, for the Goode Place park site and the Little Bear Creek neighborhood park site that are currently under construction. The Facility Naming Board feels strongly that the city should honor our history and recognize individuals that have made a significant and everlasting contribution to the City of North Richland Hills. Mike Filis arrived at 6:09 p.m. The Park and Recreation Board discussed the recommendation of the Facility Naming Board and preferred that neighborhood parks not be named after individuals. The Park Board desires to recognize individuals who have made significant contributions to North Richland Hills at Legacy Park and/or Founders Park. The Park and Recreation Board would like to see a compromise by allowing "In Honor Of' plaques to be placed at park sites. MR. GREENE MOVED TO SEND A RESPONSE TO THE FACILITY NAM[NG BOARD THAT THE PARK AND RECREAT[ON BOARD WOULD PREFER TO INCLUDE AN "IN HONOR OF" PLAQUE INSTEAD OF NAMING THE PARKS AFTER INDIVIDUALS AND TO RECONSIDER THE PARK NAMES THAT WERE SUBMITTED IN EARLY 2005. MR. MILLER SECONDED THE MOTION. MOTION TO APPROYE CARRIED 5-O. MS. KUSMIERSKI MOVED TO NAME THE 90 ACRE PARK SITE REFERRED TO AS LITTI.E BEAR CREEK PARK S[TE, "LITfLE BEAR CREEK PARK". MR. GREENE SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-O. 4. PR 06-16 RICHLAND TENNIS CENTER - POWERPOINT PRESENTATION Ms. Charlotte Wylie, Richland Tennis Center Manager, presented a PowerPoint Presentation highlighting the operations and programs of the Tennis Center. 5. PR 06-17 PARKS IN PROGRESS REPORT Mr. Bill Thornton updated the Park and Recreation Board on the following: Park and Recreation Board Minutes June 5, 2006 2 Park staff has been completing finishing touches to Tipps Canine Hollow. The turf is becoming well established and the rules & regulations sign has been installed. The ribbon cutting ceremony is scheduled for June 17tn The renovation of Norich Park continues. The trail is complete and the contractor is working on installing the saber-tooth tiger and wooly mammoth. Also, in a money saving effort, the parking stops from the old parking lot off Galway have been installed at Tipps Canine Hollow, and one of the basketball backboards is being installed at the Goode Place park site. Construction continues on the Goode Place park site. Mr. Miller was concerned about the art wall and property line. Staff said the art wall is just inside our property line and that finro gates will be installed for access by the apartments. Construction continues at the Little Bear Creek neighborhood park site. The contractor is working on the mission wall block work. The Catering Building and Groups Pavilion Area at NRH2O are complete with the exception of landscaping, which park crews are installing. Chairman Haynes asked about the survey for the Park System Master Plan Update. Staff responded that the consultant is incorporating revisions and that we should get a draft of the survey back this week. 6. PR 06-18 UPDATE ON RECREATION PROGRAMS Ms. Sharon Davis updated the Park and Recreation Board on the following: The Recreation Center hosted a Personal Training Certification workshop on July gtn and a Yoga Instructor Certification workshop on July gtn Summer Camp NRH began on May 30th with 65 campers. The camp will run for 11 weeks. The Parks and Recreation Department welcomed Ron Newman to our staff. Ron will serve as a Program Coordinator overseeing youth programs including Camp NRH. Corporate Challenge celebrated it 15th and final year this summer. North Hills Hospital sponsored the event the entire 15 years. Staff will begin the creative process of developing something brand new and exciting to reptace the event. The Athletic Division will be offering a middle school basketball league this fall. Park and Recrearion Board Minutes June 5, 2006 3 Bursey Senior Center held a showing of oil paintings that were created by participants in the oil painting class. Forty-one seniors from Dan Echols went on a trip to Mt. Rushmore, South Dakota. The Missoula Children's Theatre will be held July 24 - 29 at the Recreation Center. The program features 50 - 60 children in a full-scale musical production of "The Jungle Book". The July 4th event will be held at the Richland Plaza area. Some of the Board members commented that the invitations for the Catering Building Ribbon Cutting were awesome. Chairman Haynes asked about the participant numbers for the concert series. Staff responded that the numbers continued to grow and there were about 500 - 600 people for the Django Walker concert. Ms. Loftice commented that Lori Brown, Cultural Arts/Special Events Coordinator, brought in over $15,000 in donations this year and that she has done a great job with the concert series. There is a possibility that the series will move to NRH2O to take advantage of the large open green space. 7. PR 06-19 NRH2O FAMILY WATER PARK UPDATE Mr. Chris Swartz introduced Elizabeth Copeland, Marketing Specialist for NRH2O and the Parks and Recreation Department. Ms. Copeland spoke about the 2006 Marketing Plan and the "Branding" of NRH2O. The Tad Pole Swimming Hole opened on May 20th. Early guest reviews are very complimentary of the open nature of the new attraction as parents can easily see their children. NRH2O began selling season passes and in house tickets online. Staff reminded everyone that NRH2O does allow coolers to be brought into the facility (please no glass containers or alcohol). A Ribbon Cutting Ceremony will be held on Saturday, June 10~' for the Tad Pole Swimming Hole and the new catering building and pavilions. Park and Recrearion Board Minutes June 5, 2006 4 8. OTHER INFORMATION ITEMS Staff reminded the Board about the Tipps Canine Hollow Ribbon Cutting on June 17~' and the Ribbon Cutting at NRH2O, this Saturday at 9:30 a.m. 9. ADJOURNMENT MS.
