CALL TO ORDER
Chairman Mark Haynes called the meeting to order April 6, 2006 at 6:05 p.m.

PR 06-10 PRESENTATION BY YOUTH ASSOCIATIONS
Ms. Sharon Davis provided a brief overview of the youth associations that contract with
the Parks and Recreation Department for use of athletic facilities. These youth
associations are required to make a presentation to the Park and Recreation Board
each year outlining the programs and services they provide.
Ms. Robin Newman, President of the Little Miss Kickball League presented a report on
the state of their association. A copy of their report is on file in the Parks and
Recreation Department.
Mr. Russell Wood, President of the Richland Youth Association presented a report on
the state of their association. Present with Mr. Wood were Rick Miller and Robert Rice.
A copy of their report is on file in the Parks and Recreation Department.
Mr. John Tweet, Director of Referees, with the Birdville Area Youth Futbol Alliance
presented a report on the state of their association. A copy of their report is on file in the
Parks and Recreation Department.
Mr. Jim Hart, Spring Baseball Director with the North Area Youth Association presented
a report on the state of their association. A copy of their report is on file in the Parks
and Recreation Department.

PR 06-11 PARK SYSTEM MASTER PLAN UPDATE - PRESENTATION BY THE
CONSULTANT, HALFF ASSOCIATES
Ms. Vickie Loftice, Director of Parks and Recreation introduced the Consultants from
Halff Associates, Mr. Lenny Hughes and Mr. Francois de Kock who will be conducting
the update to the Park System Master Plan. Mr. Hughes presented an overview of the
plan for the Park System Master Plan update and Mr. de Kock covered the different
types of parks included in the plan. Raymond Turco and Associates will handle the
citizen input and public participation.
Chairman Mark Haynes left the meeting at 7:35 p.m. for a prior engagement.
5.
PR 06-12 PARKS IN PROGRESS REPORT
Mr. Bill Thornton updated the Park and Recreation Board on the following:
The South Electric Trail is scheduled to go out for bid in April. Bids will be opened on
April 14tn
The contractor is beginning work on Norich Park, Little Bear Creek Neighborhood Park
and Goode Place Neighborhood Park. The Fain Group has completed the removal of
the tennis court and parking lot at Norich Park and has formed approximately 200 linear

feet of trail. The construction fence and silt fence have been installed at LBC NP and
Goode Place.
The Wall Enhancement at Liberty Park is progressing. After several meetings with area
residents, a masonry wall was selected.
Ms. Kusmierski asked what the estimated completion date would be on the Calloway
Branch Trail. Staff responded that it should go out for bid in 2007 and would take
approximately 12 months to complete, depending on hydraulics.
Mr. Miller inquired about the impact of gas drilling at some of our park sites. Staff
responded that drilling would only be considered at Fossil Creek Park and Little Bear
Creek Park and that some of our other parks would only be considered for mineral
rights.
Mr. Miller also inquired about the City Entry Sign on North Davis. He said the plants are
grown up around the sign and you cannot read it.
6.
PR 06-13 UPDATE ON RECREATION PROGRAMS
Ms. Sharon Davis updated the Park and Recreation Board on the following:
The NRH Recreation Center provided a health week March 6-10 in line with the Step Up
to Health initiative.
The Recreation Center will host a Jr. Olympic Local Qualifier Basketball Competition on
May 20. This free skills competition is for kids ages 8-13.
The Athletic Division is working with Academy Sports and the Sports Authority to be
able to set up promotional booths at their locations in late April and early May to
promote our youth sport summer camps.
The Bursey Senior Center partnered with the Eden Estates Retirement Facility on a
Super Bingo program on March 9. This may become a monthly collaboration for the
finro facilities.
The Dan Echols Senior Center is partnering with The Wellington in programming
classes for participants.
The Dan Echols Senior Center will be holding a Health Fair on April 7.
The Sounds of Spring Concert Series kicks off on Friday, April 7 with Watusi opening for
Brave Combo.
The Cultural Arts Division will hold a fine arts exhibition on May 1-19 featuring

display at the Recreation Center and will include a reception on May 11 at 7:00 p.m.
and a lecture on May 16 at 7:00 p.m.
"My Part of Town" movie night will be held at Linda Spurlock Park on April 28 at 7:00
p.m. The movie selected is "Willy Wonka and the Chocolate Factory", the Gene Wilder
version.
The Richland Tennis Center had 100 junior participants in the Mid Cities Circuit
Tournament held on March 11.
Richland High School hosted a junior varsity tournament at RTC on Tuesday, March 7
with 260 participants.
7.
OTHER INFORMATION ITEMS
Mr. Chris Swartz reported on the NRH2O calendar that was included in the Board
packets. The calendar shows current ticket prices and the dive in movie schedule.
NRH2O is gearing up for the summer and hiring staff. They are currently short on
lifeguards and plan to hire a few more.
The renovation to the children's area is continuing. The locomotive train has been
removed and will be replaced with a new feature.
