CALL TO ORDER Mark Haynes, Chairman, called the meeting to order November 3, 2003 at 6:01 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Miller made a motion, seconded by Ms. Kusmierski, to approve the minutes of the October 6, 2003 meeting. Motion to approve carried 5-0 f ITEM 3. PR 03-35 RECREATION, ATHLETICS, SENIOR ADULTS, TEENS, TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS Ms. Davis updated the Park and Recreation Board on the foilowing: Boo Bash was held on Saturday, October 25th at North Hills Mall with an approximate attendance of 5,000. Sponsors for the event included North Hills Mall, Five Star Ford and Bluebonnet Memorial. Mr. Miller said he heard lots of good comments about the event. A Night of Holiday Magic will be held on Saturday, December 6 from 4:00 - 8:00 p.m. The Athletic Division will be holding an Adu{t 4 on 4 football {eague beginning in January. Staff chartered a bus to take 40 seniors, from both centers, on a trip to the State Fair in Dallas on October 9. Dan Echols Center has started a new outreach program. A group is crocheting baby blankets, booties and caps for newborns and donating them to area hospitals. The group is led by Mary Koury. Dan Echols is scheduled to hold their Fall Rummage, Craft and Bake Sale on November 7& 8. Proceeds go toward community outreach projects. The October 14th edition of the Cookie Cabaret was held at Bursey Senior Center. Carol Brandon reprised her "Revue of the Life and Music of Judy Garland". The Cultural Arts Division is responsible for entertainment and hospitality for the Neighborhood Park and Public Art Dedications. Parks and Recreation wifl be dedicating five new neighborhood parks this month; Founders Park, Dick Faram Park, Legacy Park, Kay Granger Park at Mullendore Elementary and Clyde Zellers Park. Richland High School hosted a district tournament at Richland Tennis Center on October 17. Junior varsity hosted a dual match on October 9 and the middle school program held two matches on October 2 and 16. lTEM 4. PR 03- 36 PARK OPERATIONS AND CAPlTAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Thornton updated the Park and Recreation Board on the following: For the month of October the Parks Maintenance & Operations Division realized a man- hour shortfall of 120 hours. Due to the man-hour shortfall, staff was unable to perform a mowing cycle at Home Town Lakes, Linda Spurlock Park and J.B. Sandlin Park. The Park and Recreation Board Minutes November 3, 2003 2 renovation of the Rita Beth Maintenance Compound to accommodate equipment storage and provide covered and secured parking for the sound stage also had to be moved from October to November. Ribbon Cuttings and Public Art Dedications were held at Founders Park and Dick Faram Park this past Saturday. The TPWD Grant Agreement has been executed for Tommy and Sue Brown Park. The project is scheduled to be bid concurrently with Liberty Park in December. Substantial completion for Clyde Zellers Park was achieved on October 22"d. The public art "Pin Wheels" are scheduled to be installed on October 30tn Substantial completion for Legacy Park was achieved on October 22~d. The contractor is finishing up punch list items. Substantial completion for Kay Granger Park at Mu{{endore Elementary was achieved on October 22"d. The wall for the art is scheduled to be poured the week of November 2nd Once the wall has cured the artists will come in and do the artwork. Excavation and rough grading is complete on the MLIC project. Parking 1ot excavation is currently underway. An existing water {ine is being cased for protection. Some existing electrical conduits will need to be re-routed. Trees have been planted at all five of the new neighborhood park sites. Trees will also be installed at Linda Spurlock Park. The Walker's Creek Park Net Extension project was completed in time for the major college look tournament which was held this past weekend. Over 1.5 miles of hike/bike trail has been poured for the Cottonbelt Trai1. The contractor is working on the installation of a retaining wall west of Davis Blvd. ITEM 5. AQUATICS REPORT Mr. Chris Swartz review highlights of the NRH2O Family Water Park 2003 End of Season Report. NRH2O 2003 Attendance - 228,992. NRH2O received the Platinum Award from Ellis and Associates. This is the 3~d year to win this award. Mr. Swartz also presented the new attraction, "The Splashatory - An Experiment in Family Fun". He told the "story" of NRH2O and presented the videotape showing "like" structures from other parks in Wisconsin Dells and Palm Springs, CA. Park and Recreation Board Minutes November 3, 2003 3 NRH2O wil{ be celebrating its 10th year of operation in 2004. The new lockers that were installed this year have worked very weli. There have not been any "break ins" and locker revenue increased by 57°l0. Ms. Kirby wanted to know if repairs will be made to the small slides this year. Staff responded that they would be repaired. ITEM 6. OTHER INFORMATIONAL ITEMS Mr. Miller asked about the standing of the dog park. Mr. Browne responded that staff is working on collecting and evaluating data and the information wi{{ be brought back to the Park and Recreation Board to be evaluated in context with all other requests during budget preparation in the winter/spring. ITEM 7.
