CALL TO ORDER
Mark Haynes, Chairman, called the meeting to order August 4, 2003 at 6:01 p.m.

APPROVAL OF THE MINUTES

MOTION:
Mr. Miller made a motion, seconded by Ms. McGuigan, to approve the minutes of the
July 7, 2003 meeting.

ITEM 3.
PR 03-28 DISCUSSION OF
THE ATHLETIC FIELDS REGULATION ORDINANCE #2722
Ms. Loftice updated the Park and Recreation Board on the Athletic Fields Regulation
Ordinance proposal.
On June 2"d, the Park and Recreation Board made a recommendation to forward the
ordinance to City Council for their consideration. On Jufy 28th, Council asked for
clarification on some of the language to ensure comp{iance and to ensure that general
use of the parks would continue to be available to the public when the fields are not
closed due to maintenance or league games.
Mr. Browne added that a police officer can enforce the ordinance by issuing a ticket to
the offender. The judge will decide if a fine will be imposed.
Staff requested the Park and Recreation Board review the revisions and make a
recommendation to forward the revised ordinance to City Council for their consideration.
Mr. Greene said that on occasion there are approximatefy twenty teenagers playing
frisbee and flag football on the soccer fields at Green Valley. Ms. Loftice said that
according to the language in the ordinance it is legal unless there is a sign posted
saying the field is closed for maintenance.
Mr. Durko said the revised ordinance does not address the protection of unlocked fields,
and needs to be more specific on what constitutes a team practice.
Mr. Miller asked if the revised ordinance has been reviewed by the City Attorney. Mr.
Browne said a copy was sent to him.
Discussion was held.
MOTION:
Mr. Miller made a motion, seconded by Ms. McGuigan, to send the revised ordinance
back to City Council for their review and consideration.

ITEM 4.
PR 03-29 RECREATION, ATHLETICS, SENIOR ADULTS, TEENS,
TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS
Ms. Loftice updated the Park and Recreation Board on the following:
The Northeast Family Fourth was held on July 4th, 2003 at the Birdville Fine Arts and
Athletic Complex. An estimated 10,000 people were in attendance, and an additional
30,000 to 40,000 spectators were outside the stadium area. The event was planned by

a citywide committee. The committee is considering moving the fireworks display next
year depending on development in the area.
The "Time of Your Life" brochure was released the first week in August.
The 8th Annual Recreation Celebration is August 9th at 9:30 a.m. The theme this year is
"Wild About Recreation". This is an opportunity for the public to learn about the
programs the Recreation Center offers.
Mr. Browne updated the Park and Recreation Board on the 2003 Games of Texas.
Games of Texas was held .luly 24th through July 27th. The event was presented by the
Cities of Bedford, Colleyville, Euless, Grapevine, Hurst and North Richland Hills. A total
of 9,844 athletes competed in seventeen different sports. An estimated 50,000 people
attended the event over a four day period. Coverage of the "Games" included 150 free
television commercials on channel 52 and 250 radio spots on WBAP, KSCS, Radio
Disney and ESPN Radio. The opening ceremonies were broadcast live by Citicable.
The "Games" were organized by a committee of approximately thirty Parks and
Recreation professionals and an executive committee of six. The entire Parks and
Recreation staff from all six cities worked the event. NRH2O provided an athlete pool
party for participants and their families. Grapevine Visitors and Convention Bureau set
up the Housing Authority for the event, and participants were able to access their
website for information on area hotels and restaurants.
The Bursey Senior Center held their monthly meeting on July 17th. There were 59
people in attendance, and a representative from Barnes and Noble spoke promoting a
writing class for seniors. Bursey seniors took several trips in July.
Twenty-four seniors from Dan Echols Senior Center went on a Mystery Trip to Medieval
Times. The North Richland Hi!!s Police Department attended the monthly luncheon
meeting, speaking to the seniors about free cell phones they can use to call 911. The
seniors raised over $500 at their Rummage, Craft and Bake Sale for the Center's
scholarship program.
The Youth Advisory Committee was awarded a$500 scholarship to send two YAC
members and the YAC liaison to Austin for the "Texans Standing Tall" summit on July
31St and August 1St. The focus of the summit was to help bring awareness to underage
drinking.
Thirty-seven kids participated in the third annual Missoula Children's Residency. There
were more than 200 people in attendance for the final performance of "Treasure lsland".
Richland Tennis Center hosted the North Richland Hills Junior Championship Major
Zone Tournament July 11 th through July 13th. There were 370 singles entries and
twenty-five doubles teams. The tournament was played at six different locations.
Head Tennis Professional, Jason Brown, implemented a High Performance Tennis
Camp for juniors. Between the Tennis Sports Camp and the High Performance Camp,
camp revenues have exceeded projections by 148°/a.

ITEM 5.
PR 03- 30 PARK OPERATIONS AND CAPITAL IMPROVEMENT
PROGRAM STATUS REPORT
Mr. Thornton updated the Park and Recreation Board on the foilawing:
The Maintenance Man-Hour Summary for Park Operations totals 3,518 in man-hour
expenditures. Total available man-hours are 3,444. Numerous significant special
events including "The Games of Texas", "Northeast Fami{y Fourth Celebration" and
Pony Baseball State and Regional tournaments were hefd in the month of July. In
response to the seventy-four man-hour shortfall, $1,300 in budgeted overtime was
allocated this month to help compensate for the needed man-hours.
Green Scaping has concentrated their crews on the school sites, Founders Park, Clyde
Zellers Park and Kay Granger Park, in an effort to complete construction before classes
begin August 7th. Survey crews are scheduled to begin layout work on August 4th, 2003.
Plans and specifications for Tommy and Sue Brown Park are complete and ready for
bidding.
Playground equipment has been installed at Clyde Zellers Park, and the irrigation is
nearing completion.
The Irrigation at Kay Granger Park is complete. The pavilion slab failed specified
requirements and will be removed and re-poured prior to installing the pavilion.
Plans and specifications for Phase I of Liberty Park are complete and ready for bidding.
The rough grading is complete at Dick Faram Park, and the playground equipment is
scheduled for installation.
Plans and specifications for the Multi-Level Interactive Complex at NRH2O are
complete, and the project is out for bid.
The Annual Tree Planting Project cost is $75,000. New trees will be planted at the five
new neighborhood parks.
TxDOT will put the Phase I Bike Route Signage and Maps project out for statewide bid.
The concrete work has begun in the Amundson/Main area of the Cottonbelt Trail.
Council approved a change order for the cost of required flagmen on July 28t"~ 2003.
Staff is working on the 90% submittal for the Walker's Creek Trail and Bike Transit
Station project.

ITEM 6.
PR 03- 31 AQUATICS REPORT
Mr. Swartz updated the Park and Recreation Board on the following:
Ellis and Associates gave NRH2O staff their second aquatic operational safety audit of
the season on July 23~d, 2003. Over ten lifeguards were audited and all performed well.
The NRH2O aquatics staff received an 88 average. Overall, staff was awarded the
highest award available, Exceeds Standards.
The Sixth Annual Texas State Junior Guard Championships were hefd at Garland SurF
and Swim on the weekend of July 19th. A team from NRH2O finished second in the ten
to thirteen year old age division. The fourteen to fifteen year old age division took third
place.
NRH2O finished third and fifth overall in the Ellis and Associates Lifeguard Competition.
The team finishing third qualified to participate in the national competition, which was
held in Los Angeles, California.
