ITEM 1.
CALL TO ORDER
Chairman Haynes called the meeting to order May 5, 2003 at 6:01 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
APPROVED
MOTION:
Mr. Greene made a motion, seconded by Mr. Miller, to approve the minutes of the April
7, 2003 meeting.
Motion to approve carried 5-0
ITEM 3.
PR 03-16 RECREATION, ATHLETICS, SENIOR ADULTS, TEENS,
TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS
Ms. Davis updated the Park and Recreation Board on the following:
All the weekly sessions for Camp NRH are full with the exception of one.
The Summer 2003 Time of Your Life brochure has been mailed to residen#s and
registration is currently open.
The annual Tap and Ballet Dance Recital will be held Saturday, May 10th at the
Shannon Education Center Auditorium at 7:30 p.m. Carolyn Riehl is the dance
instructor and choreographs all of the routines for the recital.
Corporate Challenge kicked off two weeks ago. Closing Ceremonies will be held on
Saturday, May 10th at Northfield Park.
NRH Parks and Recreation will be hosting the 2003 TAAF Men's D State tournament
June 27 - 29 at Northfield Park.
Registration has begun for the NRH Youth Track Program. Jeff Hudak, Smithfield
Middle School coach, will be the head coach.
A Games of Texas press conference is scheduled for May 8~' at 11:30 a.m. at the
Holiday Inn DFW West in Bedford.
The Senior Centers have been collaborating and working well together on various
activities including trips. Some of the seniors are now attending both facilities.
Both 'edge' sites took a field trip to see a Texas Rangers baseball game.
Davina Barnett, Youth Outreach Specialist, received a$1000 scholarship to send four
Recreation Center staff to a four day WHO (We Help Ourselves) training. Staff is being
trained in recognizing stranger danger, physical, emotional and sexual abuse, internet
safety, staying home alone and neglect.
A Birdville High School US history class has adopted "Operation Backpack" as their 6tn
six weeks project. The students will collect school supplies and backpacks for
"Operation Backpack" and donate them to the Youth Advisory Committee.
The Anniversary concert featuring the Big Band Sound of The Glen Dorsey Orchestra
was enjoyed by approximatel~r 275 people. Everyone who attended received cupcakes
in celebration of the City's 50 Anniversary.
The next Lotta Night Music Concert will be on Friday, May 9th with the classic rock
stylings of King Creole.
Adult team competition in the form of NETT, TCD, and USA Team Tennis continues to
keep the tennis center very busy. We had fifty-six (56) home matches held in April.
Ms. Marty Kusmierski arrived at 6:06 p.m.

Richland Tennis Center staff is busy working on the NRH Adult Open to be held May 9-
11. There are currently 377 entries. This is the second largest tennis tournament that
RTC puts on.
Mr. Miller asked if RTC is the only facility for citizens to play tennis at. Staff responded
that three other park sites do have tennis courts. RTC also has been providing outreach
tennis classes at various sites.
Mr. Durko wanted to clarify the amount of money that Wal-Mart donated to the
"Operation Backpack" program. Ms. Davis confirmed that it was a$50 donation. She
also told the Board that staff is looking for sponsors for the program. Mr. Durko
suggested contacting home builders as they might be interested in sponsoring this
program to get their name out in the area.
ITEM 4.
Pr 03-17 PARK MAINTENANCE STANDARDS PRESENTATION
Mr. Browne introduced Mr. Gary Bechthold, Parks Superintendent for North Richland
Hills. Gary presented a power point presentation -"Customized Parks Maintenance
Standards".
This program identifies customized maintenance standards for all parks and facilities.
Each task to maintain parks at an acceptable level of service were measured and
documented for over one year. The information collected was consolidated in to the
Maintenance Man-Hour Workbook. With this information, staff has been able to
objectively calculate required maintenance man-hours for both existing and proposed
parks and facilities.
Gary presented this program at the Texas Recreation & Parks Society Annual
Conference in San Antonio. Several other cities have also contacted staff inquiring
about the Workbook.
ITEM 5.
PR 03-18 PARK OPERATIONS AND CAPITAL IMPROVEMENT
PROGRAM STATUS REPORT
Mr. Thornton updated the Park and Recreation Board on the following:
The Contractor's schedule shows them beginning construction on Founders Park
(Brandonwood) on July 21. The public art has been selected and ordered for this park
site.
Staff is waiting on the execution of the grant agreement with TxDOT for the Tommy and
Sue Brown Park (Forest Glenn) while the plans and specifications are being completed.
Construction has delayed at Snow Heights Neighborhood Park due to slower than
anticipated construction at Kay Granger Park at Mullendore Elementary. BISD also

asked that there not be any construction during the TAKS tests that were held April 28,
28 & May 1.
Rough excavation is 75% complete at Foster Village Neighborhood Park. Formwork
has been started for the playground area.
Concrete work at Kay Granger Park at Mullendore Elementary School is nearing
completion. The playground equipment has been ordered. BISD requested that there
not be any construction during the TAKS tests that were held April 28, 29 & May 1.
City Council approved the budget amendment for additional professional services for
the Liberty Park (Industrial/Holiday) park site. The amendment will cover wetland
permitting and engineering for the extension of the culverts and parking lot. Mr.
Thornton also said staff received permission from the Corp of Engineers to clean up the
bottom of the drainage ditch so water will flow properly. The excavated material will be
piled up on the Liberty Park site until it gets graded out during construction. Public
Works will take care of the cleanup when their schedule allows.
Construction should begin on June 30th at the Dick Faram Park (Amundson/Main). The
contractor is currently stockpiling excavated dirt from Foster Village and Mullendore for
use in constructing the berms at this site.
The masonry wall is complete at Adventure World and Cross Timbers Parks.
Excavation for the wall at Green Valley and Linda Spurlock has been completed and
staff has already selected the color of masonry for the Green Valley site. This project
should be complete at the end of May.
Staff anticipated submitting the 90% submittal to TxDOT on May 10th, but TxDOT
required a tree mitigation plan and a survey showing utilities behind Holiday Meadows.
After completion of this work, the 90% submittal will be sent to TxDOT.
The Little Bear Creek Trail behind Davis and Smithfield must be re-aligned based on the
results of the hydraulic study. A supplemental agreement is being prepared to re-
survey this section of the Trail.
Bids were issued on April 21 and are due back on May 21 for the Bike Route Signage.
TxDOT must review the bids prior to authorizing the City to award the construction
contract.
Staff is currently waiting on the Hospital to have a meeting with the representatives of
the Doctor's Association for approval on the easement for the North Hills Hike and Bike
Trail.
Construction should begin on June 2 for the Cottonbelt Trail.
ITEM 6.
PR 03-19 AQUATICS REPORT
Mr. Swartz updated the Park and Recreation Board on the following:

NRH2O has completed their hiring of over 300 team members and finished up training
this past weekend.
The Green Extreme Dispatch system is substantially complete. The system was tested
and performed well during the tests.
NRH2O will hold a private event on May 15th then a Season Pass Holder night on May
16th before they have a soft opening on May 17tn
The lockers have been delivered and are about'/4 installed by NRH2O staff. The new
grill is in and staff will begin working for the vendor on the design of the new MLIC
attraction. Construction should begin in September or October.
ITEM 7.
OTHER INFORMATIONAL ITEMS
Mr. Browne told the Board that there is the possibility that Mr. Jim Allen has moved out
of state.
Mr. Miller also congratulated Mr. Browne and staff stating that they are doing a
tremendous job with the Department and doesn't think that people realize how much is
going on in Parks and Recreation unless you get involved with them.
Mr. Durko asked if staff could do some research on the land around Kimberly Clark and
see if it may come available for park property.

p.m.
