CALL TO ORDER Ms. Cole called the meeting to order April 1, 2002 at 6:08 p.m. Vice-Chairman Mark Haynes arrived at 6:09 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Greene made a motion, seconded by Ms. Eddins, to approve the minutes of the March 4, 2002 meeting. Motion to approve carried 4-0. Chairman, Dwayne Leslie arrived at 6:13 p.m. ITEM 3. RECREATION, ATHLETICS, SENIOR ADULTS, TEENS, TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS Ms. Sharon Davis updated the Park and Recreation Board on the following: The First Kid's Swap meet was postponed due to bad weather. It has been rescheduled for May 4tn "Easter in the Park" was held at Green Valley Park on Saturday, March 23~d. Ms. Davis thanked Chairman Leslie for attending the event. E-Connect on-line registration will go through a soft launch in the beginning of April and will be available to use by mid summer. The Recreation Center will add an on-line Registration Kiosk, which will enable citizens to register for classes on-line. The Recreation Center is offering 24 different camps as well as 226 additional classes this summer. Summer youth sport camps will be programmed with outside organizations such as Challenger Sports, SkyHawks, Richland High Volleyball staff and NYSCA golf. Bursey Senior Center held their third annual Fashion Show on March 21 St Sandra Ihrer is the new Senior Citizen Center Attendant at Bursey. 14trty-four seniors from Dan Echols took an overnight trip to Marksville, LA. on March Twenty-fourteens from the "edge" program attended a lock-in on March 1St Miss NE Tarrant County, Shannon Sturdivant, visited both "edge" sites to mentor the teens. Keith Bauman with the NRH Police Department held a"Solve the Crime Night" for YAC on March 15t". The members had to investigate to find the "alien" in the group. Debbie York will speak about recycling at the April YAC meeting. The members will learn to play the Eco Shopping Game, which is an educational tool for recycling. The Youth Advisory Committee will also participate in the "Great American Clean Up" on April 6tn "Cra~sh" kicked off the first concert of the "Lotta Night Music Free Concert Series" on March 29th. There were approximately 500 people in attendance. ~ The City is developing a program called "Art in Public Places." Vickie Loftice and Stacy Smith are both serving on the Public Art Committee. Park and Recreation Board Minutes April 1, 2002 2 Richland Tennis Center hosted a Mid Cities Circuit tournament on March 9th. Eighty- nine juniors participated. Fourteen schools participated in the varsity tournament hosted by Richland High School on March 14tn The Fort Worth Spring Open Tournament was held at Richland Tennis Center on March 16th - March 17tn Ms. Eddins asked if Fort Worth Christian High School rents the courts at Richland Tennis Center for practice. Ms. Davis responded yes. ITEM 4. PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Bill Thornton updated the Park and Recreation Board on the following: Newman Jackson Bieberstein was selected as the consultant for the Neighborhood Initiative Project. They have excelled in past projects such as the Trail System Master Plan and Little Bear Creek Corridor Study and Trail Design. All seven Neighborhood Parks are projected to be complete by January 2004. The City Entryway Signage Project is substantially complete with the exception of an additional sign to be installed at Glenview, west of Loop 820. The Tree Planting Project is almost complete with the exception of a few trees left to install at Walker's Creek Park. The Irrigation Project at Fossil Creek Park is almost complete. The Tucor System needs a phone line installed to operate the irrigation remotely. The Park Furniture Project consists of the installation of picnic tables, benches, bollards, trash receptacles, and a swing set at Green Valley Park. The project is open for bids. Sixteen courts at the Richland Tennis Center need resurFacing for competitive levels of play. The City is responsible for twelve of the courts and BISD is responsible for four of the courts. The contract is scheduled to be awarded on April 8th. The contract for the Walker's Creek Trail and Transit Station Project is also scheduled to be awarded on April gtn Advertisement for bid is being prepared for the Cottonbelt Trail Project. Construction will begin after the bid is awarded. Ms. Cole asked what the bollards for the Park Furniture Project are. Bill said they are posts that keep vehicles from accessing trails and other park areas. Park and Recreation Board Minutes April 1, 2002 3 Ms. Eddins asked when the City Entryway Signs would be finished. Mr. Thornton said the signs have not been completed due to punch list items that were scheduled to be completed last week. Discussion was held. ITEM 5. NRH2O FAMILY WATER PARK UPDATE Mr. Chris Swartz updated the Park and Recreation Board on the following: NRH2O will begin its eighth season this year and is in the process of hiring for approximately 275 positions. Many employees return every season, and some have worked at NRH2O since 1995. Employees who are 15 years of age will be filling more positions this year. They will fill Park Service positions, work at the front gate and help keep the Snack Shack open. The team members in this age group are restricted to the number of hours and times they may work. The Ice Cream shop will now be serving Dippin' Dots, which will replace the hand- dipped ice cream served in past seasons. The "per unit" cost will be lower. Dippin' Dots was founded in the late 1980's and can be found at shopping malls, amusement parks and water parks worldwide. The offices at NRH2O have temporarily been relocated to the Gift Shop due to the construction project. The office is continuing to operate during the construction period. This includes season pass sales, group sales and swim class/junior guard registration. Ms. Brenda Cole asked if NRH2O would be trying out wristbands. Mr. Swartz said interruptions with the computer and server may cause problems with bar coded wristbands. In order to provide the best guest services, they would need wristbands that have the chip embedded inside. A wrist band reader would be needed. With the addition of new attractions and the rising cost of labor in the past couple of years, a strategic pricing plan for NRH2O entrance fees and food and beverage costs will be needed. Discussion was held. ITEM 6. OTHER INFORMATIONAL ITEMS Mr. Browne announced that Mr. John Ramsey is resigning from the Board and moving to Florida due to job relocation. Mr. Browne said the Parks and Recreation Department won the "Excellence in Planning Award", and that it will be presented at the April 8th City Council meeting.
