ITEM 1.
CALL TO ORDER
Mr. Leslie called the meeting to order November 5, 2001 at 6:03 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
APPROVED
MOTION:
Mr. Haynes made a motion, seconded by Mr. Greene, to approve the minutes of the
October 1, 2001 meeting.
Motion carried 4-0.
ITEM 3.
RECREATION, ATHLETICS, SENIOR ADULTS, TEENS, TENNIS CENTER AND
CULTURAL ARTS PROGRAM REPORTS
Ms. Vickie Loftice updated the Park and Recreation Board on the following:
Boo Bash was held at North Hills Mall on Wed., Oct. 31St from 6:00 p.m. - 8:00 p.m.
with 2- 3,000 people attending. Normal attendance is around 5,000, but due to the
bogus emails that were circulating a lot of people chose to stay away from the malls.
This was the ninth year for North Hills Mall to sponsor this event and staff was very
happy with the turnout.
Recreation and Tennis Center staff underwent training on the new E-Connect online
registration system the week of October 22"d. The E-Connect system will allow the
public to register and view class and facility information online. This system should be
available before January.
The Winter Men's Basketball league began October 22"d with nine teams participating.
A Collegiate (college look) Showcase Fast Pitch Softball Tournament is scheduled for
November 2"a _ 4tn at Walker's Creek, Northfield and Fossil Creek Parks.
Twenty-one participants from the Bursey Road Senior Center took a"day trip" to Dallas
for outlet shopping and lunch on October 10t". Twenty-two participants went to the
State Fair on October 11 tn
Bursey Road Senior Center held a Halloween party on October 18th with 47 seniors
dressed in costume. A costume contest, scary bingo and homemade soup were a part
of the afternoon. All participants received mums donated by the Flower Farm in Keller
and Tom Thumb.
Forty Dan Echols Senior Center participants took a fun trip to Bossier City, October 16tn
Twenty-five participants enjoyed a trip to the State Fair on October 18tn
Seventeen seniors were given a certificate of completion from the AARP Defensive
Driving Course, which is held at Dan Echols Senior Center.
The Dan Echols Annual Bake & Craft Sale is scheduled for November 9th and 10tn
Home baked goods and crafts made by the participants will be sold as a fundraiser.
The Cultural Arts Division produced the "Mid Cities Salutes America" with the North
Central Civic Ballet, raising $400, to benefit the American Red Cross Relief Fund.
Approximately 250 people enjoyed the event, which featured The Lone Star Chorus,
Lisa Cumbie, Heather Meyer and the North Central Civic Ballet.
The United Way Kick Off Luncheon was held on October 26th and was a great success
raising over $1,300 before the campaign even started.

The Cultural Arts Division received a NETAC Grant in the amount of $742.50 to help
underwrite the Missoula Children's Theatre residency for the Summer of 2002. Last
year 39 children participated in the six-day theatrical residency culminating in a live
perFormance.
Davina Barnett has been selected to fill the position of Youth Outreach Coordinator.
Davina comes to us from Girl's Inc. of Tarrant County. Davina's responsibilities include
overseeing the teen after school program, developing youth outreach programs and
coordinating the Youth Advisory Committee.
The Smithfield "edge" program is preparing for their "Anything Goes Art and Talent
Show" to be held in November.
Richland Tennis Center's revenue for FY 2000/01 increased by over $41,000 from last
years revenue. Enrollment in team and drop in drills was 3,541 and 1,560 private
lessons were taught. Group and private lesson revenues totaled $119,863.
The Men's 3.0 USA Team that went to Nationals, in Phoenix, placed third.
ITEM 4.
PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT
Mr. Bill Thornton updated the Park and Recreation Board on the following:
Staff is in the process of selecting a consultant for the Neighborhood Park Initiative
Project. Neighborhood Park sites included in this project are Brandonwood, Forest
Glen East, Snow Heights, Stonybrooke, Mullendore, Industrial/Holiday Lane and
Amundson.
Five City Entryway Signs are substantially complete. Unknown underground utilities are
forcing foundation adjustments at the Glenview West location.
Quotes were received for the conversion of sports field lights at Green Valley, Richfield,
Northfield, Walker's Creek and Fossil Creek Parks to the OLMS sports field lighting
system. Staff is proceeding with the execution of the contract.
Brinkley Sargent Architects have been selected as the consultant for the NRH2O
Enhancements Project. Space programming, preliminary design and survey work for
base data continues.
Request for Proposals have been prepared and mailed to prospective consultants for
the Bleacher Shade Project which includes shade structures over the bleacher areas at
Cross Timbers and Walker's Creek Parks. The propqsals are due back on November
16tn

Preliminary alignment plans have been submitted to TxDOT for the Calloway Branch
Trail. Staff is waiting on the completion of field survey work and preparation of the
revised layout plans as well as the hydraulic study for bridge structures.
Staff is also waiting on the hydraulic study for bridge structures for the Little Bear Creek
Trail. The alignment of this trail has been set and is in design.
Mr. Browne updated the new members of the Board on the purpose and benefits of the
Little Bear Creek Corridor Study.
Dunkin, Sims and Stoffels, Inc. have been selected as the consultant for the South
Electric Trail Project. City Council will consider the design services contract at their
November 12th meeting.
Request for Proposals have been completed and will be mailed to prospective ~
consultants the week of October 29th for the Walker's Creek Trail and Bike Transit
Station. The proposals will be due back in mid November.
ITEM 5.
OTHER INFORMATIONAL ITEMS
The December Park and Recreation Board meeting falls on the same night as the
"Night of Holiday Magic" and Christmas Tree Lighting Ceremony which will be held on
December 3 at 6:30 p.m. Ms. Loftice updated the Board on the evening's events. It is
the consensus of the Board to hold the Park and Recreation Board meeting on
December 3~d, but move it to the Fire Administration Conference Room and begin the
meeting at 5:30 p.m. so everyone can enjoy the "Night of Holiday Magic".

ADJOURNMENT
Mr. Haynes made a motion, seconded by Mr. Greene to adjourn the meeting at
6:30 p.m.
