CALL TO ORDER Mr. Leslie called the meeting to order April 2, 2001 at 6:05 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Ramsey made a motion, seconded by Mr. Turnage, to approve the minutes of the March 5, 2001 meeting. Motion carried 4-0. ITEM 3. RECREATION, ATHLETICS, SENIOR ADULTS, TEENS, TENNIS CENTER AND CULTURAL ARTS PROGRAM REPORTS Ms. Loftice updated the Park and Recreation Board on the following: The 12th Annual Easter In The Park is scheduled for Saturday, April 7, 10:00 a.m. at Green Valley Community Park. Recreation staff have been working on programming summer 2001 classes, camps and leagues. The Cultural Arts Division received a$1,018 "in-kind" contribution from the NE Star- Telegram for ad space for the Spring Concert Series and Positive Parenting Magazine donated $381 worth of ad space. The first "A Lotta Night Music" concert series was held March 30th at Green Valley Park with approximately 200 people attending. Bursey Senior Center held a St. Patty's Day celebration and some of the are planning a theatre evening to see "The Foreigner" on April 6tn The Dan Echols Swingin' Seniors and Singers made six trips to entertain at convalescent homes in our community. The TAAF Men's 6ft & Under State Basketball Championships were held March 10th & 11th at the Recreation Center. The Cities of North Richland Hills and Hurst hosted the championship. Thirteen teams participated. The youth sports associations have all started their spring leagues. Cross Timbers Park will debut this spring for baseball. Friday Night Out was held on March 16th with almost 400 participants. Eight participants from each `edge' program are being rewarded on April 18th with a pizza party and a Maverick's games. Ladies TCD and USTA spring seasons started Friday, March 2 at Richland Tennis Center. Richland High School held a varsity tournament on Friday, March 9 with over 200 players participating. Middle School matches were held March 8, 22 & 29 and a JV tournament was held on March 27. Eric Myers is leaving RTC for Tyler Texas. Dustin Tankersley has been promoted to Assistant Tennis Professional. Park and Recreation Board Minutes Apri12, 2001 2 ITEM 4. PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Thornton updated the Park and Recreation Board on the following: Staff is awaiting acceptance of design exceptions by TxDOT on the Cottonbelt Trail. Upon their acceptance the supplemental agreement will be executed and taken to City Council for approval. Requests for proposals have been prepared for survey work at Brandonwood Neighborhood Park. Staff will select a surveyor soon. Electrical work has been delayed on the City Entryway Signs due to the weather. It should begin the week of March 2gtn The City Image Study will be presented to the City Council at their April 23~d meeting. Installation of the Uniform Park Signage is nearing completion and should be complete within the next week or so. A joint meeting was held on March 13~' with BISD to discuss the coordination of the Neighborhood Park at Snow Heights Elementary School. Staff will be installing temporary signs identifying the newly purchased 6.35 acres on Amundson and Holiday Lane property as future neighborhood park sites. ITEM 5. AQUATIC REPORT Mr. Chris Swartz updated the Park and Recreation Board on the following: City Council approved at their March 26~' meeting, to revise the season pass pricing from $79.95 per pass with a volume discount to $59.95 without a volume discount. They also approved the recommendation to adjust the height level befinreen adult and child tickets down from 54" to 48". NRH2O seasonal team members wages have been increased for some positions. The starting wages have been adjusted based on the actual individual positions, the duties of the position and the success at filling these positions with qualified and willing personnel. NRH2O's point of sale system is in the process of being replaced. The new system selected promises greater flexibility, is easier to use and provides some exciting new features such as a touch screen. The "Maroon Typhoon" Slide is a new addition to NRH2O for the 2001 Season. It is a finro person innertube slide similar to the Double Dipper except the Maroon Typhoon is totally enclosed providing a dark ride experience. The cost of the new slide is $241,000 with an additional $100,000 going for facility improvements and underground work. Park and Recreation Board Minutes Apri12, 2001 3 ITEM 6. UPDATE ON LOOP 820 EXPANSION - IMPACTS ON RICHLAND TENNIS CENTER AND RECREATION CENTER Mr. Browne updated the Park and Recreation Board on the expansion of Loop 820 and its affects on the Richland Tennis Center and Recreation Center. Staff would like to maximize the City's protection of these finro facilities. TxDOT hired a consultant to prepare a 4F Evaluation and they may possibly have to do a 6F Evaluation. The city realizes the importance of maintaining recreation facilities south of 820 and will be exploring several options. Some things to keep in mind is the orientation of the current recreation center and parking. Mr. Greg Vick, Managing Director of Community Services and Facilities and Mr. Browne will be meeting with TxDOT to resolve some issues. Rufe Snow Bridge will be replaced this year. Staff may come back to the Board for guidance and feedback at a later date. ITEM 7. INSIDE NRH - VIDEO The NRH Communications Department began a program on Citicable that features a different city department each month called "Inside NRH". This informative program featured the NRH Parks & Recreation Department this month. Mr. Browne showed the video. Mr. Browne complimented Citicable on doing a great job putting the video together. ITEM 8. OTHER INFORMATIONAL ITEMS None ITEM 9. ADJOURNMENT Mr. Turnage made a motion, seconded by Ms. Cole to adjourn the meeting at 7:00 p.m. Motion carried 4-0.
