CALL TO ORDER Mr. Leslie called the meeting to order December 4, 2000 at 6:00 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Wolff made a motion, seconded by Ms. Cole, to approve the minutes of the November 6, 2000 meeting. Motion carried 5-0. ITEM 3. UPDATE ON USE OF CROSS TIMBERS PARK Ms. Loftice updated the Board on the joint meeting that was held by the Richland Youth Association, the North Area Youth Association and staff. A follow-up meeting is scheduled for December 5th. Ms. Loftice said it looks like they will come up with a solution for joint use of Cross Timbers Park. There were no questions. ITEM 4. RECREATION, ATHLETICS, SENIOR ADULTS, TEENS AND TENNIS CENTER REPORT Ms. Loftice updated the Board on the following: The 10`h Annual Daddy/Daughter Valentine Dance is set for February 3, 2001. The theme this year will be "Carousel of Dreams". Wal-Mart is the title sponsor for $2,000. Sir Speedy and Chick-Fil-A are also helping sponsor the event. The Winter/Spring 2001 "Time of Your Life" publication will be mailed to the public December 2~a _ 4tn ~°Phone in" registration will be taken December 6~' _ 7`n from 10:00 a.m. - 2:00 p.m. and 7:00 p.m. - 9:00 p.m. This is the first time the Recreation Center has attempted "phone in" registration. The Gymnasium floor is scheduled to be refinished December 26'n _ 31St A Night of Holiday Magic and Christmas Tree Lighting Ceremony was held on November 2gtn Approximately 1,200 people were in attendance. The Parks and Recreation Department had a lead role in the planning and implementation of the event, which was expanded to include additional entertainment, food and activities for children. The Bursey Road Senior Center will begin computer classes in December thanks to a volunteer instructor. The Center needs more instructors to teach beginning level basic computer and Internet skills. The Dan Echols Senior Center had their annual Bake, Craft and Rummage Sale on November 3~d and 4tn Dan Echols Center also held their Thanksgiving Luncheon on November 15th for 95 seniors. Volleyball league registration is up with 31 teams. This is a 68% increase in team registration. Sprint PCS also started a corporate volleyball league on Tuesday nights. Corporate Challenge 2001 plans are being made with a kick off steering committee meeting set for January 9th. North Hills Hospital has agreed to sponsor the event for the ninth consecutive year. Park and Recreation Board Minutes December 4, 2000 2 All "edge" members will get a chance to use their new "edge" member I.D. cards at the next Friday Night Out Dance which will be held on December 8th. "Edge" members will get to go to a side door and enter the dance thus eliminating the need to stand in line. Richland High School held a Junior Varsity Tournament at Richland Tennis Center on November 7th with 122 players participating. Richland Tennis Center hosted a Head Demo Day on November 9th. Twenty-four people attended the demonstration and had the opportunity to try new racquets from Head Racquet Sports. Head Tennis Professional Jason Brown accompanied eight junior players from RTC to New Braunfels on November 10`n _ 12thto compete in the USA Team Tennis State Playoffs. This is the first time a USA Team Tennis Team from RTC has qualified for state playoffs. Assistant Tennis Professional Cynthia Copenhaver accompanied the Lonestar Ladies Team to San Antonio November 3~d _ 5th to compete in the state playoffs. Cynthia's Lonestar Teams have qualified for state playoffs for three years in a row. Ms. Loftice is playing on a team that is advancing to State of which Charlotte Wylie, Tennis Center Manager, is Coaching. Mr. Leslie thanked staff for their contributions to the Night of Holiday Magic and Tree Lighting Ceremony. ITEM 4. PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Thornton updated the Board on the following: Staff is moving forward with the necessary acquisition of easements from BISD, TXU and Kimberly Clark for the Calloway Branch Trail. Once TxDOT reviews the plans and comments the plans will be resubmitted for final review. Staff has been working with TxDOT to approve bike route signs as proposed in lieu of TxDOT Highway Standards. Mr. Thornton thinks we finally have come to a resolution with TxDOT. When we receive official approval the first phase of signs will be installed in areas that do not need to have any improvements. Staff has directed the consultant to begin work on the North Hills Multi-Use Trail again. This project has been on hold due to the sale of North Hills Mall which will be undergoing major redevelopment. Mr. Walker will be proceeding with field location work for the City Entry Way Signs while they are being fabricated. The Standard Park Signs have been fabricated and installation is scheduled to begin the week of December 4`n City Council will consider the Town Center Developer Agreement at their December 11 meeting. Park and Recreation Board Minutes December 4, 2000 3 Staff is preparing survey information and site data for two neighborhood park sites. These finro projects will be done "in-house". One will be at Snow Heights Elementary School and the other in the northern portion of the City - location to be determined. ITEM 5. OTHER INFORMATIONAL ITEMS Mr. Browne invited the Park and Recreation Board to attend the December 11th City Council meeting where the formal presentation of the Gold Medal Award will take place. Mr. Richard Zavala, NRPA Trustee and Director of Parks and Community Services in Fort Worth, will be present to make the presentation. ITEM 6.
