ITEM 1.
CALL TO ORDER
Mr. Leslie called the meeting to order November 6, 2000 at 6:02 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
APPROVED
MOTION:
Mr. Wolff made a motion, seconded by Mr. Lewis, to approve the minutes of the
October 2, 2000 meeting.
Motion carried 6-0.
ITEM 3.
PRESENTATIONS BY RICHLAND YOUTH ASSOCIATION AND NORTH AREA
YOUTH ASSOCIATION FOR USE OF CROSS TIMBERS PARK
The Richland Youth Association and North Area Youth Association are both requesting
use of Cross Timbers Park for Youth Sports.
Mr. Jim McCaghren, Mr. Pete Collins and Ms. Pam Lunger are present representing the
North Area Youth Association. Mr. Gary Fore is present representing the Richland
Youth Association.
Mr. Pete Collins, NAYA and Mr. Gary Fore, RYA made a presentation to the Park and
Recreation Board.
It was the consensus of the Park and Recreation Board that both Youth Associations
meet and work out a plan, with staff's involvement, for joint use of Cross Timbers Park.
The Park and Recreation Board meeting was recessed for a break at 7:38 p.m.
The meeting reconvened at 7:45 p.m.
ITEM 4.
RECREATION, ATHLETICS, SENIOR ADULTS, TEENS AND TENNIS CENTER
REPORT
Ms. Loftice updated the Board on the following:
The Health and Wellness Fair was held at the Recreation Center on October 21 St from 9:00
a.m. to 1:00 p.m. Over 200 people took advantage of the information that was available
including various health screenings at no charge to the public.
"Boo Bash" was held on October 31S' from 6:00 - 8:00 p.m. at North Hills Mall. There were
approximately 5,000 people in attendance enjoying the carnival games and costume
contests. BISD's "High On Life" student group provided outstanding volunteers to help with
the booths.
The Cultural Arts Division received its first grant in the amount of $2,583 to support the
Children's Arts and Entertainment Series 2001.
"A Night of Holiday Magic" and Christmas Tree Lighting Ceremony is planned for Tuesday,
November 28th at the Library Parking Lot at 6:30 p.m. The event has been expanded this
year and will include additional entertainment such as the Grammy Award Winning "Brave
Combo", Richland Rebellaires, The Stars Theater Group and The Brass Associates. A new
theme was unveiled at City Hall this year as well -"How The Grinch Stole Christmas".

Bob Hagin was appointed Regional Commissioner for the Texas Amateur Athletic Federation
6ft and Under Basketball Division. The State Championship will be held in March 2001 at the
Recreation Center.
Ms. Loftice updated the Park and Recreation Board on the activities of the Cultural and
Education Ad Hoc Committee. Mr. Lewis asked if Ms. Loftice could send a copy of the report
to Zanda for her information.
Mr. Pena would like information sent to BISD informing them about the scholarship program
that is offered at the Recreation Center.
ITEM 4.
PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT
Mr. Thornton updated the Board on the following:
Staff will meet with representatives from BISD, TXU and Kimberly Clark to discuss the
acquisition of easements for the Calloway Branch Trail.
Staff is waiting on comments from TxDOT for the acceptance of design exceptions for the Cotton
Belt Trail. Once we receive the comments staff will have the authorization to bid the project.
City Council approved the award of construction contracts for the installation of City Entry Way
Signs and Standard Park Signage to Artographx, Inc. Signs will start showing up in the next 90
days.
ITEM 5.
PARK USE POLICY
Ms. Loftice reviewed the changes to the Park Use Policy. The following comments were
made:
Mr. Pena would like to see the leash length changed from 6 ft to "restrained". Ms. Loftice
checked the Animal Ordinance and it does not specify the length of a leash so that will be
changed to conform to the code.
It was the consensus of the Board to accept the Park Use Policy.
ITEM 6.
ELECTION OF CHAIRMAN & VICE CHAIRMAN
Mr. Wolf nominated Mr. Dwayne Leslie for the office of Chairman, seconded by Mr. Pena.
Motion carried 6-0
Mr. Lewis nominated Mr. Scott Turnage, Jr. for the office of Vice Chairman, seconded by Mr.
Wolff. Motion carried 6-0.

ITEM 7.
OTHER INFORMATIONAL ITEMS
Mr. Leslie announced that the Parks and Recreation Department won the 2000 National Gold
Medal Award. Mr. Jim Browne made a few comments about how proud staff is to receive
this award which is the highest honor possible for a Parks and Recreation Department to win.
Staff is looking forward to celebrating this award and will pass on the celebration information
to the Board when it is available.
Mr. Leslie inquired if it would be appropriate for staff members to be recognized with a
Proclamation from the Mayor. Mr. Leslie will contact the Mayor.
ITEM 9.
ADJOURNMENT
Mr. Pena made a motion, seconded by Mr. Wolff, to adjourn the meeting at 8:10 p.m.
